WHEREAS, the City Council of the City of Lubbock believes that
it is in the best interests of the City of Lubbock to cast a vote on
behalf of the City of Lubbock for those candidates for the Board of
Trustees of the Texas Municipal League Worker's Compensation Joint
Insurance Fund that are favored by the City Council of the City of
Lubbock, NOW THEREFORE:
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the City Secretary of the City of Lubbock is hereby authorized
and directed to complete and forward to the Texas Municipal League
Worker's Compensation Joint Insurance Fund an official ballot reflecting
a vote in favor of the following candidates for the three expiring board
of trustees positions:
RICHARD D. BROWN, Executive Director, TML, Austin
BETTY McKEAN, Director of Personnel, Denton
GEORGE L. NICHOLS, Treasurer, Houston
Passed by City Council this 8th day of January 1981.

MEMORANDUM

SUBJECT: Board of Trustees Election
Article 6, Bylaws of the Texas Municipal League Workers' Compensation Joint
Insurance Fund, stipulates that "All Board member positions after the original
appointments shall be subject to election by the members of the Fund." The
names of Richard D. Brown (TML Executive Director, Austin); Betty McKean
(Director of Personnel, Denton); and George L. Nichols (Treasurer, Houston)
have been placed in nomination for election to the nine -member Board of
Trustees that administers the $35 -million TML joint self-insurance program.
The names of the other six members of the Board is attached for your informa-
tion.
Dick Brown has served as Executive Director of the Texas Municipal League for
the past ten years. His total League service dates back to 1962 and has ex-
posed him to the full breath of legislative, legal, policy and management
challenges facing Texas cities.
Betty McKean provides the personnel management/employee relations insight
to Board of -Trustees' deliberations. Prior to becoming Director of Personnel
for the City of Denton, a city of 50,000 population, she directed personnel
administration service programs for the member cities of the North Central
Texas Council of Governments (Dallas -Fort Worth area). .
George L. Nichols has been Treasurer and Director of Treasury for the City
of Houston since June, 1979. He served in the same capacity from 1958 through
1961. In the interim, he was Executive Director of the Houston-based Tax
Research Association of Houston and Harris County for the periods 1954-1958
and 1961-1979. He is responsible for the insurance and risk management pro-
grams affecting the City's 16,000 employees.

members are free to write in votes for persons other than those nominated.
Ballots must reach the TML Fund Office no later than January 15, 1981.
