ORDER AND RESOLUTION
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LUBBOCK, SITTING AS
A REGULATORY AUTHORITY UNDER VERNON'S ANN.CIV.ST., ART. 1446c, AND AS
THE CITY COUNCIL OF THE CITY OF LUBBOCK, TEXAS, AS TO A RATE CHANGE
APPLICATION BY LUBBOCK POWER AND LIGHT AND WATER AND A RATE CHANGE APPLICATION
BY SOUTHWESTERN PUBLIC SERVICE COMPANY.
WHEREAS, Lubbock Power and Light and Water filed a Statement of

Intent to change the rate for irrigation class customers on the
day of January , 1981; and
WHEREAS, Southwestern Public Service Company filed a Statement of
Intent to change the rate for irrigation class customers on the 6th
day of February , 1981; and
WHEREAS, such proposed rate changes will provide irrigation class
customers with a probable overall reduction in electric service rates;
and
WHEREAS, good cause for immediate implementation of such reduced
rates has been shown by Lubbock Power and Light and Water and by South-
western Public Service Company; NOW THEREFORE:
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT pursuant to Vernon's Ann.Civ.St., art. 1446c, Sec. 43(b),
Lubbock Power and Light and Water and Southwestern Public Service Com-
pany shall be entitled to immediately place into effect such proposed
rate change for irrigation class customers, which Statements of Intent
are attached hereto as Exhibit "A" and Exhibit "B" respectively.
ADOPTED by the City Council of the City of Lubbock thisl2th day of

IRRIGATION POWER SERVICE
APPLICABLE: To power service for a well used for irrigation of crop
and/or pasture land. Service to be furnished under contract.
Not applicable to wells used for domestic house service.
TERRITORY: Lubbock, Texas
CHARACTER OF Service: Service shall be 240 volt single phase or 240
volt three phase unless otherwise specified.
Rate: Winter Months - All kwh per month at 1.8t per kwh. Winter
months include from regular meter readings made in October
to meter readings made in May.
Summer Months - All kwh per month at 3.181 per kwh. Summer
months include from regular meter readings made.in May to
regular meter readings made in October.
FUEL COST ADJUSTMENT: The net charge per kilowatt hour, as specif-
ically set out hereinafter shall be increased or decreased 0.0067
cents per kwh for each 0.5 cent increase or decrease, or major
fractions thereof, in the cost of fuel delivered at LPBL gen-
erating stations, above or below 21 cents per 1,000,000 BTU.
1. Natural Gas: Cost per thousand cubic feet $ 1,000,000 BTU
during the second preceding month of service.
2. Fuel Oil: Cost per 1,000,000 BTU based on a six month moving
average through the end of the next prior month by the last in
first out inventory cost method.
PAYMENT: Statements will be rendered at regular meter reading dates
each month. The amount of such statement shall then become payable
ten days after the bill for such service is rendered.
CONDITIONS: Service will be supplied through a circuit to which no
equipment except the irrigation well motor will be connected.
MINIMUM: $24.00 per connected H.P. (name plate rating) per year begin-
ning in January.

PUBLIC NOTICE
A Statement of Intent to change electric rates charged its irrigation
class consumers was filed with the City Secretary, City of Lubbock, Texas,
by Lubbock Power and Light on January 29, 1981. No other rates charged any
other class of consumers is included.
The proposal is for a reduction to 1.8t per Kwh plus fuel cost adjust-
ment for usage by this class between meter readings taken in October and
May. The rate between May and October readings will remain 3.181 per Kwh
plus fuel cost adjustment.
The annual minimum bill will change from $26.00 per horsepower (name
plate rating) to $24.00 per horsepower per year, beginning in January.
