HomeMy WebLinkAboutResolution - 794 - Approve LHA Application - HUD - 19 Units Of Sec 8 Moderate Rehabilitation - 05/14/1981SMH:pc RFgOTJTTTnw RESOLUTION #794 - 5/14/81 A RESOLUTION APPROVING THE SUBMISSION OF AN APPLICATION FOR 19 UNITS OF SECTION 8 EXISTING HOUSING FOR LOWER INCOME FAMILIES BY THE HOUSING AUTHORITY OF THE CITY OF LUBBOCK TO THE DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT. WHEREAS, the City of Lubbock has provided that the Housing Authority of the City of Lubbock shall provide and do certain activities and services in connection with the provision of low -rent housing; and WHEREAS, under the provisions of the Housing and Community Development Act of 1974, Section 8, as amended, the Department of Housing and Urban Development is authorized to provide financial assistance to public housing agencies for low -rent housing; and WHEREAS, the Housing Authority of the City of Lubbock is authorized by law and is willing to apply for and administer such financial assistance; and WHEREAS, the application for 19 units of Section 8 Existing Housing is consistent with the goals described in the 1980-81 City of Lubbock Housing Assistance Plan; and WHEREAS, the City Council has determined that it would be in the best interest of the citizens of the City of Lubbock that the submission of an application for 19 units of Section 8 Existing Housing be approved; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: THAT the Housing Authority of the City of Lubbock shall cause to be prepared and shall send to the Department of Housing and Urban Development an application for 19 units of Section 8 Existing Housing pursuant to the terms and provisions of the Housing and Community Development Act of 1974 as amended Passed by the Council this 14th day of May , 1981. a7w �fplvv BILL McArISTIER, MAYOR _ATEST• Evelyn GafYga, City Secr y Treasurer APPROVED AS TO CONTENT: Vicki Covey, Commu i y Development Coordinator APPRPVED AS JO FO : QIUW '1 t 1- (h"1 Susan M. Horton, Assistant City Attorney 4 RESOLUTION NO. 345 WHEREAS, the Lubbock Housing Authority has received a Noti- fication of Funds Available for 19 Units of Section 8 Existing; and , WHEREAS, there is a need for these certificates because of the waiting list for Section 8 housing; THEREFORE BE IT RESOLVED by the Board of Commissioners of the Housing Authority of the City of Lubbock that the Director submit an application to the HUD area office for 19 certificates for Section 8 Existing Housing. BE IT FURTHER RESOLVED that these certificates will be issued by guidelines which have previously been set up in regard to non- discrimination and equal opportunity. C E R T I F I C A T E I, D. C. NEED FOR HOUSING ASSISTANCE Demonstrate that the project requested in this application is consistent with the applicable Housing Assistance Plan including the goals for meeting the housing needs of Lower -Income Families or, in the absence of such a Plan, that the proposed project is responsive to the condition of the housing stock in the community and the housing assistance needs of Lower -Income Families (including the elderly, handicapped and disabled, large Families and those displaced or to be displaced) residing in or expected to reside in the community. The project request will be reviewed at the next City Council Meeting on April 23, 1981, and documented approval will follow. During discussion of this request with City Officials all indications are that this project requests meets with their goals. D. FINANCIAL AND ADMINISTRATIVE CAPABILITY Describe.the experience of the PHA in administering housing or other programs and provide other information which evidences present or potential management capability for the proposed program. The Housing Authority of the City of Lubbock has forty-two(42) years experience as an established Housing Authority aministering Low-Rent Public Housing and six(6) years administering the Section 8 - Existing'Program. We have recently begun administering a Section 8 Rehab Program and also begun construction of 132 additional Low-Rent Public Housing units. The present administration (1976-1981) has administered three Modernization programs and has improved delinquencyof rents from 98% to 4% within this five year span. The Lubbock Housing Authority was the first PHA to complete a "Spin-off" in the Turnkey III Program and have subsequently "Spun-Off" twenty additional units. F. HOUSING QUALITY STANDARDS Provide a statement that the Housing Quality Standards to be used in the operation of the program will be as set forth in 24 CFR. Section 882.109 or that variations in the Acceptability Criteria are proposed. In the latter case, each proposed variation shall be specified and justified. The Housing Authority will continue to use the HQS as set forth in 24 CFR, Section 882.109 as presently being used in our ongoing existing programs. G. LEASING SCHEDULE Provide a proposed schedule specifying the number of units to be leased by the end of each three-month period (24 CFR. Secrton 882.206(c)). Our current waiting lists indicate an ample number of applicants sufficient to-'- expect lease up by the end of the first quarter. H.
