RESOLUTION
RESOLUTION 910 - 9/10/81
WHEREAS, the City Council of the City of Lubbock has learned that
legislation deregulating the cable television industry is soon to be
considered by the U.S. Senate (S. 898); and
WHEREAS, such legislation contains provisions virtually eliminating
local control over cable television businesses with regard to many important
matters to local citizens, such as franchises to use city streets and
alleys, rate regulation, and citizen interest in the nature of programming
carried; and
WHEREAS, such provisions were added to the legislation without
benefit of a fair and open process before the Senate Committee on Commerce,
Science and Transportation; and
WHEREAS,.the citizens of the City of Lubbock have great interest in
the local control of cable television service; and
WHEREAS, cable television service amounts to a de facto monopoly of
such services within a local area; and
WHEREAS, local control may or may not be exercised, the retention of
the right of control is valuable to local citizens; NOW THEREFORE:
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
.THAT .the City Council of the City of Lubbock oppose any limitation
of local authority.over cable television service as proposed by S. 898,
or similar legislation, and
THAT a copy of this esolution be forwarded to Senator John Tower,
Senator Lloyd Bentsen, Co gressman Kent Hance and Congressman Jim Wright.
