BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor of the City of Lubbock BE and is, hereby authorized and
directed to execute for and on behalf of the City of Lubbock a Contract bet
the City of Lubbock and General Electric Supply Company for steel and mis-
cellaneous equipment for the expansion of Vicksburg and Chalker Substation,
attached herewith which shall be spread upon the minutes of the Council and
spread upon the minutes of this Council shall constitute and be a part of t
Resolution as if fully copied herein in detail.
Passed by the City Council this. 11th day of February ,1982•

ORDER
In public meeting at its offices in Austin, Texas, the Public Utility Commission of
Texas finds that the above -referenced applications were processed in accordance with
applicable statutes by an Examiner who prepared and filed a report containing relevant
facts and law pertaining to these uncontested cases, which Examiner's Report is adopted
and made a part hereof. The Commission further issues the following Order:
1. Hill Country North West Water Supply Corporation is granted the
Certificate of Convenience and Necessity requested in Docket No.
4302. Hill Country N.W. WSC is hereby assigned water Certificate No.
11715.
2. Chacko Thomas and Associates is granted the Certificate of
Convenience and Necessity requested in Docket No. 4337. Chacko Thomas
is hereby assigned water Certificate No. 11716.
3. Concord Robbins Water Supply Corporation is granted the.Certificate
of Convenience and Necessity requested in Docket No. 4377. Concord
Robbins WSC is hereby assigned water Certificate No. 11717.
4. Brookesmith Water Supply Corporation is granted the amendment to
water Certificate of Convenience and Necessity No. 10435 that it
requested in Docket No. 4381.
5. The City of Lubbock is granted the amendment to water Certificate of
Convenience and Necessity No. 10627 that it requested in Docket No.
4407.

EXAMINER'S REPORT
These dockets involve the applications of Hill Country North West Water Supply
Corporation (Hill Country N.W. WSC), Chacko Thomas and Associates (Chacko Thomas), Concord
Robbins Water Supply Corporation (Concord Robbins WSC), Brookesmith Water Supply
Corporation (Brookesmith WSC) and the City of Lubbock for or to amend Certificates of
Convenience and Necessity to provide water utility service within Travis, Brazoria, Leon,
Brown , Mills and Lubbock Counties. The Commission has jurisdiction over these matters
pursuant to 5952 and 54 of the Public Utility Regulatory Act, TEX.REV.CIV.STAT.ANN. art.
1446c (1980). These applications have been reviewed individually. and are consolidated
solely for the purpose of this Examiner's Report and proposed Order. All interested
persons were given proper notice; but no protests, motions to intervene, or requests for a
hearing have been filed. The staff has recommended that these applications be approved,
and the Examiner recommends these applications be approved without a hearing.
Docket No. 4302 - Hill Country N.W. WSC
Hill Country N.W. WSC, an investor owned corporation, filed an application on
February 5, 1982, for a Certificate of Convenience and Necessity to provide water utility
service to the area known as Cherry Hollow Estates, as is outlined in red on Map Exhibit
No. 4302(c), northwest of Jonestown, in Travis County.
Docket No. 4337 - Chacko Thomas
Chacko Thomas filed an application on February 18, 1982, for a Certificate of
Convenience and Necessity to•provide water utility service to the area detailed on Map
Exhibit No. 4337(d), known as the Manvel Terrace Mobile Home Park, located between Manvel
and Pearland, in Brazoria County.
Docket No. 4377 - Concord Robbins WSC
Concord Robbins WSC filed an application on March 12, 1982 for a Certificate of
Convenience and Necessity to provide water utility service to the area outlined in yellow
on Map Exhibit No. 4377(c), located between Centerville, Jewett and Marquez, in Leon
County.

Docket No. 4381 - Brookesmith WSC
Brookesmith WSC filed an application on March 12, 1982, to amend its Certificate No.
10435 to provide water utility service to the area consisting of "facilities plus two
hundred feet," where such facilities are marked in dark blue on Map Exhibit Nos. 4381(b)
and 4381(c), The facilities are located south of Brownwood, in Brown and Mills Counties.
Docket No. 4407 - City of Lubbock
The City of Lubbock filed an application on March 29, 1982, to amend its Certificate
No. 10627 to provide water utility service to the area shown in red on Map Exhibit No.
4407(c), known as the Yellowhouse Canyon Addition to the City of Lubbock, located in
Lubbock County.
