RESOLUTION 1003 — 1/14/82
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor of the City of Lubbock BE and is hereby authorized and
directed to execute for and on behalf of the City of Lubbock an Oil and Gas
Drilling Permit between the City of Lubbock and Texland Petroleum, Inc. for
drilling of an oil and gas well known as the Northridge Addition No. 1
attached herewith which shall be spread upon the minutes of the Council and
as spread upon the minutes of this Council shall constitute and be a part of
this Resolution as if fully copied herein in detail.
Passed by the City Council this 14th day of January ,1982.

1. (cont.) to be vented to and burned in the atmosphere. It is our understanding
that the usual polluting "smell" that is associated with oil «ells
is allowable and acceptable by the Commission.
3. (cont.) the only noise factor to consider is during the drilling phase and
that phase lasts only approximately 10 days, at which time the drilling
rig is removed. The pumping equipment is operated by electric
motors and should pose no noise problem.
5. (cont:) particularly if located near a residential subdivision. For safety's
sake, the pumping equipment should be fenced to keep unauthorized people
out. Industry= representatives prefer chain link to allow visual access
to the equipment, whereas property owners who might live close to
a well would probably prefer some kind of solid visual screen.
8. (cont.) remain until the salts in the drilling mud have leeched into the soil
and in effect return the pit back to normal ground (3 to 4 years).

vrnat long-range effects will the well and*zssociated land uses
have.on land uses projected in the City's Comprehensive Plan?
The placing of oil wells (beam* industrial use) in or adjacent to "R-1"
single-family areas can have a detrimental effect on its desirability for
residential purposes. If precautions are not made for the immediate impacts
of sludge pits and oil storage tanks, the results could be substantially injurio
to the surrounding 11R-1" property values.
