The. entire City personnel was involved in an -EMERGENCY DISASTER EXERCISE
on this date, said disaster commencing at 6:00 p.m. A simulated airplane
crash into the northeast portion of the Civic Center with resulting
casualties, fatalities, hazards:nvolving the community, property damage
and disruption of city services (utilities, water, sewer) were enacted.
The administrative staff was on duty in the EOC as well as the Command
On -Site post at the Civic Center parking lot.
The above resolution reflects the appropriate simulated forms necessary
for calling an emergency meeting of the Council, the delcaration of an
emergency and the action of the Council reflecting removal of debris,
emergency housing needs and an ordinance ordering quarantine of a
designated area when a simulated case of meningitis was reported.
The Exercise was terminated at 7:40 p.m. (est.) when there were casualties
resulting from the simulated events.

NOTICE OF MEETING
NOTICE is hereby given that the governing body of the CITY
OF LUBBOCK, TEXAS, will meet at �8 50 P.M. on the 2nd day of
August 1982, at its regular meeting place at City
Hall, in the City of Lubbock, Texas, for.the purpose of consider-
ing all matters incident and relating the urgent public necessity
resulting from the apparent crash of a 727-200 airliner in the
vicinity of the Lubbock Memorial Civic Center.
Specific items to be considered may be found posted else-
where on the bulletin board.

DECLARATION OF LOCAL DISASTER
WHEREAS, Vernon's Ann.Civ.St., art. 6889-7, the Disaster
Act of 1975, permits the presiding officer of the governing body
of a political subdivision of the State of Texas to declare a
local disaster; and
WHEREAS, the City of Lubbock has suffered a disaster on the
day of , 19 which requires

A LOCAL STATE OF DISASTER IS HEREBY DECLARED BY THE MAYOR OF THE
CITY OF LUBBOCK.
SECTION 1. The City Secretary of the City of Lubbock is
hereby required to obtain immediate publication of this notice in
all local newspapers and to notify all local television and radio
stations of this Declaration.
SECTION 2. This Declaration shall remain in effect for
a period of seven (7) days from today unless such Declaration
shall be extended by motion of the City Council or unless such
Declaration shall be terminated by the Mayor of the City of
Lubbock.

AUTHORIZATION FOR REMOVAL
WHEREAS, Vernon's Ann.Civ.St., art. 6889-7, the Disaster
Act of 1975, requires an unconditional authorization for removal
of disaster debris or wreckage by the affected local government
before operations to clear such debris or wreckage may begin;
and
WHEREAS, the City of Lubbock has suffered a disaster on the
day of 19 , which requires �de-

Governor to remove such debris and wreckage, including debris and
wreckage -that -may -be -situated on private lands; NOW THEREFORE:

ORDINANCE NO.
AN EMERGENCY ORDINANCE DECLARING A QUARANTINE IN THE AREA BETWEEN AVENUE
K AND AVENUE Q AND BETWEEN 4TH STREET AND MAIN AVENUE IN THE CITY OF LUBBOCK,
AND PRESCRIBING EFFECTIVE DATE HEREOF, AND A PENALTY;
WHEREAS, an aircraft crash has occurred in the vicinity of the Memorial
Civic Center, and spinal meningitis has occurred in one victim of the crash;
and,
WHEREAS, this creates an emergency which affects the Health Department of
the City and the immediate welfare of citizens of the City of Lubbock; NOW
THEREFORE:
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
SECTION 1. THAT a quarantine is hereby imposed on the area bounded by
4th on the North, Avenue Q on the West, Main Avenue on the South, and Avenue K
on the East, and no person may enter such area or exit such area without
permission of the City Health Officer or his delegatee. The City Health
Officer shall certify the termination of this Quarantine to the City Council
and then it shall thereupon be terminated.
SECTION 2.. THAT this ordinance shall take effect immediately as an
emergency ordinance, and the rule requiring two readings hereof before passage
is hereby suspended.
SECTION 3. Any person, firm, or corporation violating the terms of this
ordinance shall upon conviction be fined in any sum not to exceed $200.00.

THAT the Mayor of the City of Lubbock BE and is hereby authorized and di-
rected to execute for and on behalf of the City of Lubbock a Site Lease Agree-
ment by and between the City of Lubbock and ABC Mobile Home Park, Inc. to ac-
quire temporary sites for installation of temporary housing units for disaster
victims attached herewith which shall be spread upon the minutes of the Council
and as spread upon the minutes of this Council shall constitute and be'a part
of this Resolution as if fully copied herein in detail.

SITE LEASE AGREEMENT
THIS LEASE AGREEMENT, made this the day of
, 19 , by and between the City of
Lubbock (hereinafter referred to as "City") and ABC Mobile Home
Park, Inc., a corporation incorporated under the laws of the
State of Texas (hereinafter referred to as "Lessor").
WITNESSETH
WHEREAS, the City of Lubbock did suffer a disaster on August
2, 1982, said disaster being brought about by an airplane crash
in the city limits of the City of Lubbock, devastating an area
two square miles within the City's jurisdictional limits, and
WHEREAS, as a result of said disaster some 25 families, all
citizens of the City of Lubbock, are without adequate housing,
and
WHEREAS, Article 6889-7 Vernon's Annotated Civil Statutes
authorizes a political subdivision of this State to acquire
temporary sites for installation of temporary housing units for
disaster victims, and
WHEREAS, Lessor owns and operates a large Mobile Home Park
within the city limits of the City of Lubbock, and
WHEREAS, Lessor has informed the City that it has approxi-
mately 25 spaces available within its Mobile Home Park, which can
be utilized by the City as sites for temporary housing, and
WHEREAS, Lessor is desirous of cooperating with the City in
making these sites available on a temporary basis for disaster
victims, and
WHEREAS, the City of Lubbock finds it in the best public in-
terest of the City to enter into this Lease Agreement and acquire,
upon the terms and.conditions of this Lease, temporary housing
sites for the disaster victims,
NOW THEREFORE, for and in --.consideration of mutual covenants
hereof, Lessor hereby leases to City and City hereby hires and
takes from Lessor certain exclusive premises (hereinafter called
"Leased Premises") all as more fully described herein upon the
terms and conditions as set forth as follows;
ARTICLE I
LEASED PREMISES
The Leased Premises -:shall consist of spaces l through 25
located within ABC Mobile Home Park situated upon Lot 15, Blocks
1-25 of the Blackwood Addition to the City of Lubbock.
ARTICLE II
The City is hereby authorized to move upon said trailer
spaces, mobiles homes, which shall be used to house disaster vic-
tims of the August 2, 1982 disaster.
ARTICLE III
RESPONSIBILITY OF CITY
It is agreed between the parties hereto that it shall be the
responsibility of the City to provide the temporary housing which
shall be located on the leased premises hereinabove described.
ARTICLE IV
CONSIDERATION
Lessor does hereby waive any and all payment of rental fee
on the premises hereinabove described as Lease_Premises for a
period of 60 days from the date of this Lease. Thereafter, City
agrees to pay Lessor the sum of THIRTY-FIVE AND N0/100 DOLLARS
($35.00) per month for each mobile home site included in the
Leased Premises.
ARTICLE V
TERM
It is agreed between the parties hereto that the term of
this Lease shall not exceed 90 days from the date of its execu-
tion. It is further agreed that at the expiration of said 90
day period that if the City determines that it is in the best
public interest to maintain this Lease, that it shall have an
option to renew this Lease for an additional period of 90 days
paying the lease fee as specified herein to Lessor. The City may
exercise this option by giving the Lessor written notice 10 days
prior to the execution of this Lease at its office address, P.O.
Box 1500, Lubbock, Texas 79999.
ARTICLE VI
REMOVAL OF TEMPORARY HOUSING
This City does hereby agrees with Lessor that upon the ex-
piration of this Lease Agreement, that it shall cause to be re-
moved any and all temporary housing located upon the mobile home
spaces of Lessor's property.
ARTICLE VII
RESPONSIBILITY OF LESSOR
Lessor does hereby',agree that he will furnish all necessary
hookups required to install mobile homes moved onto the mobile
home lots, heretofore leased to City, together with all necessary
utility connections to the end that said mobile homes moved onto
the mobile home lots, heretofore leased to City, may be placed in
operation at the earliest possible time.
ARTICLE IX
PAYMENT OF CONSIDERATION
In the event that it is necessary for the disaster victims
to reside in the spaces heretofore leased by City for a longer
period of 60 days, and it becomes incumbent upon the City to pay
the consideration to Lessor as herein before described, then in
such event the City shall pay such consideration to Lessor on
the first day of the month following the expiration of the 60
day period heretofore described.
ARTICLE X
LEASE MADE IN TEXAS
This Lease has been made in and shall be construed in accor-
dance with the laws of the State of Texas and was specifically
entered into under the provisions of Article 6889-7 V.A4C,S.

TEMPORARY HOUSING LEASE
THIS LEASE AGREEMENT, made this the day of
19 by and between the City of Lubbock
(hereinafter referred to as "City"), and Acme Mobile Home Sales
Incorporated, a corporation incorporating the laws of the State
of Texas with its principle.office at Lubbock, Texas, (hereinafter
referred to as "Lessor");
WITNESSETH
WHEREAS, the City did suffer a disaster on August 2, 1982 in
that a commercial airliner crashed inside the jurisdictional
limits of the City of Lubbock spreading damage within a two
square mile area of the City, and
WHEREAS, as a result of said disaster, 25 families, all
citizens of the City of Lubbock, are left without housing accomo-
dations, and
WHEREAS, the City finds it is in the best interest of the
public to enter into a temporary lease to provide emergency
housing for the above mentioned disaster victims, and
WHEREAS, Lessor has twenty-five three bedroom mobile home
units which it is willing to lease too City to provide temporary
housing for the disaster victims;
NOW THEREFORE, for and in consideration of the mutual cov-
enants hereof, Lessor hereby agrees to lease to City and City
hereby hires and takes from Lessor twenty-five three bedroom
mobile home units more particularly described on Exhibit "A"
attached hereto and made a part of this lease for all purposes,
upon the terms and conditions as follows:
.1. The City hereby agrees to pay Lessor the sum of $75.00
per month for each mobile home leased to City under
this agreement. However, Lessor agrees to waive any
payments hereunder for the first sixty (60) days of
this lease agreement.
2. The term of this lease shall be for ninety (90) days
from the date of its execution by both parties hereto.
It is agreed however that the City shall have the right
to extend this lease agreement for an additional ninety
(90) days by giving written notice to Lessor of its
intent to do so ten (10) days prior to the expiration
of the original term of the lease. If City extends
this lease for an additional ninety (90) days, it
agrees to pay to Lessor the consideration hereinabove
specified for the full ninety (90) day term of such
extension.
3. Lessor does hereby agree that it will transport all
mobile homes leased to City to a site designated by
City within the city limits of the City of Lubbock at
no cost to City.
4. City agrees that during the term of this lease that it
shall keep all mobile homes leased to it insured against
fire and property damage.
5. Lessor agrees that upon the expiration of this lease
that it will transport the mobile home's lease to City
under this agreement back to Lesson's property at no
cost to the City.
6. Lessor agrees that it will assist in the insulation and
make ready of all mobile homes which are the subject
matter of this agreement.
7. Both parties of this lease agreement agree and acknow-
ledge that this instrument is entered into under the
laws of the State of Texas and specifically Art. 6889-
7, Vernon's Annotated Civil Statutes of the State of
Texas.
