"'i2�'ASURER DGV:da RESOLUTION BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: THAT the City Manager of the City of Lubbock BE and is hereby authorized and directed to make application to the Governor's Office of General Counsel and Criminal Justice on behalf of the City of Lubbock for FY84 Criminal Justice Project funds for crime prevention, the Crime Eye Camera program and for a computer assisted microfilm retrieval system. State, as clearly as possible, the goals and objectives of the proposed project. The goal of this project is to prevent crimes before they occur through Crime Prevention techniques. A. Is this the fulfillment of an identifiable community goal? If so, list source. Lubbock's Goals for the 80's --Page 45. To foster all efforts, private and public, legitimately directed at making Lubbock a community unattractive to any criminal element, organized or individual. B. Is this the fulfillment of an identifiable community need? If so, please provide quantifiable data (studies, etc.). The number of thefts in 1982 increased by 17.1% this past year. The number of burglaries in 1982 increased by 11.8% after a 22.4 increase in 1981. 2. State indicators by which the staff and City Council might be able to evaluate the program in order to determine that -it has reached the stated goals and objectives noted in No. I. The number of thefts and burglaries in 1983 are reduced due to crime prevention's unit activities. 1 1 3. Willthis project benefit the community as a whole? Are other agencies already handling similar. programs? Yes --Lubbock County Sheriff's Department. No. i - 5. is the activity provided by this grant required by state or federal law or as a condition of other ongoing state or federal programs? No. 6. Does the grant require any local match? if so, is the match in the form of cash or an in-kind contribution? Yes --cash. Fifth year project. Criminal Justice Division requires a 80% cash match, or $73,828• l %• is the grant for capital or operating programs? w � Operating A. If capital, will it result in ongoing City operational costs? This is the fifth year for this grant. The city is required to provide a cash match each year up to the fifth year. After the fifth year, the program will be totally funded by the city. 8.
