BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
SECTION 1. THAT the report entitled 111984-1988 Transportation
Improvement Program for the Lubbock Urbanized Area," which report was
compiled under the guidance of the Steering Committee and the Policy
Advisory Committee for the Lubbock Transportation Study area, in cooper-
ation with the Metropolitan Planning Organization, State Department of
Highways and Public Transportation, and City of Lubbock personnel, being
done in compliance with Volume 4, Chapter 4, Section 6 of the Federal Aid
Highway Program Manual, BE AND THE SAME IS HEREBY IN ALL THINGS APPROVED.
SECTION 2. A copy of said report is attached to and made a part of
this Resolution.

TRANSPORTATION IMPROVEMENT PROGRAM
FOR THE LUBBOCK URBANIZED AREA
Introduction -
This report was compiled under the guidance of the Steering Committee and the
Policy Advisory Committee for the Lubbock Transportation Study Area, in
cooperation with the Metropolitan Planning Organization, State Department of
Highways and Public Transportation, and city •of Lubbock personnel. .
Preparation of this report is• in compliance with Volume 4, Chapter 4,
Section 6 of the Federal -Aid Highway Program Manual.
Transportation Improvement Program
This Transportation Improvement Program (TIP) is a documentation of the short-
range 5 year projects that are recommended for advancement during the program
period. The TIP also includes an annual element which is a list of projects
in the Lubbock Urbanized Study Area that are proposed for implementation
during the first program year. In this report, the annual element of the TIP
represents a list of transportation improvement projects proposed for
implementation during the fiscal year from October 1, 1983, to SeptemEer 30,
1984. The short-range program is a staged, multi-year program of
transportation improvements through 1988.
Content
The 1984 - 1988 TIP attempts to identify those transportation improvement
projects which have evolved from the "3-C" Section 134 Planning Process and
are recommended by the Steering Committee and the .Policy Advisory Committee
for Multi -modal Transportation Planning in the Lubbock Urbanized Study Area.
Projects included in the TIP have been grouped by funding category; however,
contivation of the respective Federal -Aid programs also must be assumed•for
the orderly completion of those projects.
Annual Element
The annual element of the short-range program for the Lubbock Federal -Aid
Urban Area is also shown in the Appendix. Primary emphasis in this tabulation
is placed on the projects' estimated cost, funding source, and agencies
responsible for project development. Projects shown in this table are not
listed in order of priority. Urban System projects shown in this table were
initiated by local entities in accordance with provisions of Volume 4,
Chapter 4, Section 6 of the Federal -Aid Highway Program Manual. Federal -Aid
Urban Projects and their estimated cost shown in the TIP short-range program
are indicated at the funding level anticipated for this program to the annual
element upon request of local officials in whose jurisdiction the project is
located.
ELIW,RI.Y b HANDICAPPED
Citibus provides special public transportation services to aged and
otherwise disabled persons through two programs tailored to each
individuals needs.
Those who are capable of riding on the fixed route system enjoy
traveling in air-conditioned RTS series 03 and 04 coaches. Eighteen of
the thirty-four buses are equipped with wheelchair lifts and locks, and
_all of the GMC buses -have kneeling suspensions which greatly aid persons
who may otherwise have ditficulty boarding, a bur. The entire staff of
operators has been trained in special techniques for assisti.ng
passengers. Finally, Citibus has faithfully maintained a policy of
offering special half -fare, discounts to qualified elderly and
handicapped riders through the entire day.
A second more personalized demand/response, the service for
disabled individuals who cannot utilize the Citibus. fixed route system
has grown considerably and consistently since its inception. This door-
to-door service is provided by two lift -equipped vans, twelve hours per
day, five days per week. A life equipped. minibus serves as a back up
vehicle to maintain the service when vehicle maintenance is required.
Together these two tremendous services will carry an estimated
100,000 passengers in FY 1983, showing both the need and the public's
acceptance of these programs.

As you knave, the Steering committee of the Lubbock Urban Transportation
Study presently serves, at the joint request of the City of Lubbock and
Lubbock County, as the Metropolitan Planning Organization (MPO) for the
Lubbock Urbanized Area.. One of the responsibilities of the MPO is the
annual preparation of a Transportation Improvement Program with annual
element. Preparation of this program has been a cooperative effort by
mxnbers of our Department; Mr. Coy Biggs and Mr. Franklin Dunn of
Lubbock County; and Messrs. Jim Bertram, Larry Hoffman, David Jones,
Don Jennings, Bill McDaniel, and John Wilson of the City of Lubbock.
The Transportation Improvement Program is an annual listing of priority
projects for a five year period. The annual element of this program
shows the projects considered likely to be implemented during the
period of September 1, 1983 to August 31, 1984. Any project expected
to be mplesmented within this time period must be a part of the annual
element in order to be eligible for Federal funding. Finding amounts
shown for transit items do not express a cmmittment for expenditure
of funds, but establishes fund eligibility for transit projects.
