HomeMy WebLinkAboutResolution - 2021-R0024 - 2nd Annual Report from the Comprehensive Plan Oversight CommitteeResolution No. 2021-R0024 Item No. 8.13 January 12, 2021 RESOLUTION WHEREAS, the City Council of the City of Lubbock (the "City Council") adopted a revised Comprehensive Plan (the "Plan") for the City of Lubbock on December 17, 2018 through Ordinance No. 2018-00141 in order to promote the public health, safety, and welfare of the citizens of Lubbock, Texas and to promote sound, long-range planning and development; and WHEREAS, the City Council created a committee on February 25, 2019 through Resolution No. 2019-R0061, named the Comprehensive Plan Oversight Committee (the "Committee"), that works with city staff, consultants, and leaders to ensure effective, thorough, and timely administration of the newly adopted Plan; and WHEREAS, the Committee is informed by staff and consultants concerning the progress of Plan implementation throughout the various stages and projects that comprise the Plan; and WHEREAS, the Committee reports to the City Council on an annual, or otherwise regularly scheduled, basis regarding the progress and accomplishments of the Plan implementation, as well as any other relevant matters regarding Plan implementation; NOW, THEREFORE: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: THAT the Annual Report of the Comprehensive Plan Oversight Committee is hereby accepted by the City Council. Said Report is attached hereto and incorporated within this Resolution as if fully set forth herein and shall be included in the minutes of the City Council. Adoption - Comp Plan Committee Report 11.19.20 Resolution No. 2021-R0024 li'o6k of b TEXAS DATE: January 12, 2021 TO: The Honorable Mayor and City Council of the City of Lubbock FROM: John Zwiacher, Chairman, Comprehensive Plan Oversight Committee SUBJECT: Year-end Report In 2020, the Comprehensive Plan Oversight Committee (CPOC) has convened three times in public forum. These meetings occurred on February 24, June 15, and October 12, 2020. Each featured a staff presentation on the status of various projects identified as priorities within the Comprehensive Plan, PlanLubbock 2040. Generally speaking, the Committee finds that they are satisfied with the progress of the City staff in implementing the goals and objectives of PlanLubbock 2040, and encourage the Council to continue to support staff in doing so. The following is a report of the business covered in the meetings held thus far. Top Five Policies/Actions as identified in PlanLubbock 2040 Goal Current Status Development of a well thought out Impact Fee Impact Fees program adopted for water, Program. wastewater, and roadway impact fees by City Council on October 27, 2020 by a vote of 5-2. Estimated adoption, Spring 2021. February 24, 2020: Presentation and discussion by Planning Department staff regarding the recent site visit for the Unified Development Code consultant. Staff presented the discussion items provided by the consultant, which include timelines, previous site visits, advertising, code makeup, land use consolidation, zoning districts, and the land use matrix. The committee requested to hear updates on all items as identified on the priority list provided in PlanLubbock 2040 for each meeting. June 15, 2020: Presentation and discussion by Planning Department staff regarding the purpose and structure of the committee as well as the implementation methods and strategies in PlanLubbock 2040. Presentation and discussion by Citibus staff regarding the Citibus Comprehensive Operational Analysis including timelines, proposed routes, microtransit, pilot project implementation, mobile phone applications, and service statistics. Presentation and discussion by Development Engineering staff regarding the status of the impact fee program including the makeup of the Capital Improvement Advisory Committee, impact fee terminology, and timelines. Presentation and discussion by Planning Department staff regarding the modules one and two of the Unified Development Code, Unified Development Code timelines, the Neighborhood Planning Program, the Cultural Arts District Corridor, and Parkland Dedication ordinances. October 12, 2020: Presentation and discussion by Planning Department staff regarding the Implementation Goals in PlanLubbock 2040. Presentation and discussion by Development Engineering staff regarding the status of the impact fee program including the makeup of the Capital Improvement Advisory Committee, impact fee terminology, and timelines. Presentation and discussion by Planning Department staff regarding the modules one and two of the Unified Development Code (zoning district and land use consolidation, mixed -use districts, and form - based code), Unified Development Code timelines, the Neighborhood Planning Program, the Cultural Arts District Corridor, and Parkland Dedication ordinances. Recognition by the Planning Department staff that PlanLubbock 2040 won an American Planning Association (APA), Texas Chapter award for "Best Comprehensive Plan." The Committee discussed their second annual update to the City Council on December 28, 2020. END
