HomeMy WebLinkAboutResolution - 1876 - Rate Adjustment - Southwestern Public Service - Churches - 11/15/1984DGV:js ORDER AND RESOLUTION Resolution #1876 November 15, 1984 Agenda Item #19 WHEREAS, Southwestern Public Service Company has heretofore on November 6, 1984, filed a notice of intent to change rates with the City of Lubbock; and WHEREAS, the City Council has determined that such rate change is not a major change within the meaning of Vernon's Ann.Civ.St., Art. 1446c; and WHEREAS, the City Council deems it to be in the best interest of the customers of Southwestern Public Service within the City of Lubbock to allow such proposed rate increase to go into effect within the City of Lubbock; NOW THEREFORE: BE IT ORDERED AND RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: THAT the rate change requested by Southwestern Public Service Company in its application of November 6, 1984, is hereby established as of December 1, 1984, pursuant to Vernon's Ann.Civ.St., Art. 1446c. BOX 631 LUBBOCK, TEXAS 79408 8061763-2881 November 6, 1984 Mayor Alan Henry and Members of the Lubbock City Council City of Lubbock Lubbock, Texas Dear Mayor Henry & Members of the Lubbock City Council: Southwestern Public Service Company (SPS) hereby files a Statement of Intent with the City Council of the City of Lubbock, Texas in accordance with Section 43 of the Texas Public Utility Regulatory Act. SPS is seeking approval of Tariff Number 3113 applicable to Church Service within the City of Lubbock. This proposed rate will only be applicable for the structure used as the primary place of worship. Other church facilities will remain on the exist- ing rate. The proposal will change SPS's Lubbock church customers from the existing General Service rate to the proposed rate. The proposed rate reduces the energy charge in the first two usage blocks and increases the energy charge in the third block. The ratchet is also reduced from 145 KWH to 35 KWH. All other rates and terms of payment will re- main the same as the existing rate. The estimated effect of the proposed change will be a re- duction of $110,103 in total revenues based on the year ending August 31, 1984, or approximately .16 percent re- duction in the total Lubbock revenues of SPS. Approximate- ly 120 customers would be affected by this change based on the year ending August 31, 1984. SPS respectfully requests the City Council of the City of Lubbock, Texas to approve this requested change and allow such change to become effective for the December billing cycle. Noll 1984 RECriVE9 Clry SECREr4RY rE r i November 6, 1984 Mayor Alan Henry & Members of the Lubbock City Council: Page 2 - Recognizing that the proposed effective date is prior to the 35 day waiting period required by the Texas Public Utility Regulatory Act, SPS respectfully requests the Council to waive this suspension period due to the rela- tively small change in revenues of SPS and the fact that an earlier effective date would be advantageous to the affected customers. Should the Council refuse to grant this earlier effective date then SPS respectfully requests that the rate change be made effective with the January billing cycle. The requested change was prompted by the approval, by this Council, of a General Religious Servide tariff by Lubbock Power and Light. Such approval obviously reflects this regulatory body's desire to set the rates for church ser- vice somewhat lower than the applicable commercial rate. Water heating and space heating service will be furnished in conjunction with the Company's Standard Heating Rider. Not applicable to temporary, breakdown, standby, supplementary, resale or shared service, or to service for which a specific rate schedule is provided. TERRITORY: Lubbock, Texas. RATE: Service availability charge $12.00 per month First 1,000 KWH per month @ 4.50C per KWH* Next 6,000 KWH per month @ 2.10t per KWH Next 6,000 KWH per month @ 1.50 per K.4H All additional KWH per month @ .53G per KWH *Add to the 4.500 block 35 KWH for every KW of demand in excess of 10 KW. TERMS OF PAYMENT: Net in 16 days after mailing date; 5% added to bill after 21 days. DEMAND: The company will furnish at its expense the necessary metering equipment to measure the customer's kw demand for the 30 -minute period of greatest use during the month. FUEL COST RECOVERY: The charge per kilowatt hour of the above rate shall be increased by a fuel factor per kilowatt hour as provided in current Tariff 7100 (P.U.C..T. Sheet IV -69). TAX ADJUSTMENT: Billings under this schedule may be increased by an amount equal to the sum of the taxes payable under federal, state and local sales -tax acts, and of all additional taxes, fees, or charges, (exclusive of ad valorem, state and federal income taxes) payable by the utility and levied or assessed by any governmental authority on the public utility services rendered, or on the right or privilege of rendering the service, or on any object or event incidental to the rendition of the service, as the resulti of any new or amended laws after August 31, 1981. (Continued) Approved (Continued) CHARACTER OF SERVICE: A -C; 60 hertz; single or three phase, at one available standard voltage. MINIMUM CHARGE: $12.00 per month for demands of 10 kw or less, plus $3.00 per kw for next 15 kw above 10 kw, plus $2.10 per kw for all additional W. No demand shall be taken as less than 50% of highest demand established in 12 months ending with current month. LINE EXTENSIONS: The Company will make line extensions in accordance with its standard line extension policy.
