WHEREAS, by Resolution Number 1329 duly adopted by the City Council of
the City of Lubbock on March 10, 1983, the 1974 Comprehensive Plan of the
City of Lubbock was updated and adopted by the Resolution aforementioned;
and
WHEREAS, due to recent emphasis on annexation, the Planning Staff of
the City of Lubbock has proposed certain amendments to that portion of the
Plan entitled "Municipal Annexation Policies"; and
WHEREAS, the proposed amendments have been approved by the Planning
Commission on September 6, 1984; and
WHEREAS, these proposed amendments are in the best interest of the
citizens of the City of Lubbock, NOW THEREFORE:
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT that portion of the updated Comprehensive Plan entitled "Munici-
pal Annexation Policies" BE and is hereby amended as follows:
A. Lubbock shall exercise protective annexations. Such annexation
shall preclude strips and pockets of urban blight in annexation
prone areas, and shall avoid enclosure of unincorporated pockets.
The proper timing shall be indicated by:
a. Increased subdivision activity;
b. Areas developing with incompatible mixtures of residential,
commercial, and industrial uses;
C. Land areas in the part of primary growth patterns;
d. Land uses generating environmental problems.
B. Extension of municipal utilities outside the city shall be
prohibited, except in emergencies or when annexation can be
completed within 90 days.
C. When a land area is requested for annexation and does not meet
the test imposed in A, developers and/or landowners must bear the
major costs of public service capital facilities within the
area.
D. Location and amounts of land to be annexed should provide maximum
efficiencies of municipal service unless factors considered in A
are of greater concern to the public.
E. Prior to public hearings on annexation, the Planning Commission
shall forward an opinion to the City Council, stating the impact
of the annexation on long range growth patterns and rate of
growth.
