HomeMy WebLinkAboutResolution - 2017-R0303 - Begin Annexation Procedures - 3,200 Acres, Along I-27 Corridor - 08/24/2017Resolution No.2017-R0303 Item No.7.8 August 24,2017 RESOLUTION WHEREAS,the City Council of the City of Lubbock recognizes the value of in-depth, relevant discussion on certain matters within the jurisdiction of the City Council,as well as the input of key participants and stakeholders in those matters;and WHEREAS,in light of continued population growth and migration trends in the Lubbock metropolitan area, the City Council desires to have a more comprehensive understanding of the intricacies of the annexation process, the implications of community growth for that process, as well as meaningful recommendations regarding present and future annexations initiatives by the City of Lubbock;and WHEREAS,the City Council,on October 23, 2014, by way of Resolution 2014-R0358, created the Annexation and Growth Advisory Committee (the "Committee") to study the issues of growth and annexation and their impact on City of Lubbock development and infrastructure,and to report its findings and recommendations to City Council; and WHEREAS,the Committee presented its findings and recommendations to the City Council, and on September 10,2015,the City Council adopted the Committee's Annexation and Growth Policy Report (the "Report")by way of Resolution 2015-R0306; and WHEREAS,the City Council, by way of Resolution 2015-R0307,tasked the Committee to hold regular meetings to continue to study the issues of growth and annexation and their impact on City of Lubbock development and infrastructure,to develop an annexation schedule based on the initiatives set forth in the Report, and to recommend to the City Council specific annexation projects that correlate with the annexation schedule adopted by the Committee; WHEREAS,at its regularly scheduled meeting on July 10, 2017, the Committee discussed,voted, and passed a recommendation that the City Council begin annexation procedures on, and direct staff to begin drafting,among other things, a service plan for, Area H identified in the Report with such Area H being generally described as approximately three thousand two hundred (3,200) acres of land adjacent to the current city limits of the City of Lubbock, east of North Avenue P, south of Lamar Street, west of North Guava Avenue, and north of East Bluefield Street, along the Interstate 27 corridor; and NOW,THEREFORE: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: A.THAT the City Council herein accepts the Committee's recommendation to begin annexation procedures on the area generally described as approximately three thousand two hundred (3,200) acres of land adjacent to the current city limits of the City of Lubbock, east of North Avenue P, south of Lamar Street, west of North Guava Avenue, and north of East Bluefield Street, along the Interstate 27 corridor, with such area area depicted in the attached Exhibit A which is incorporated into and made a part of this Resolution; and S. THAT the City Council hereby authorizes and directs City of Lubbock staff to begin drafting, preparing, and assembling the necessary documentation required for the annexation of the property described in Exhibit A, including, but not limited to, any statutorily required development agreement with any land owner within the area depicted in Exhibit A. a survey of the land, and an annexation service plan.
