r 1 METHODOLOGY USED TO SUPPLY QUALITY TEMPORARY STAFF
Interviews -Candidates identified as a best match by Spherion's prescreening expertise participate in
one-on-one interviews with Spherion Recruiters. Interviews allow us to probe deeper into subjects
addressed during the prescreening phase of assessment, providing a clearer overall picture of a
candidate's traits, experience, and capabilities. Spherion conducts interviews using open-ended
situational interviewing techniques relevant to the positions and skills needed at the City of Lubbock.
These interviews help us investigate how the applicants have handled similar past situations, which we
believe is a predictor of future behavior.
Job -specific Hard Skill Assessments-Spherion perforans hard skill assessments to validate each
candidate's competence for the positions in your workplace. Our Recruiters have access to more than
1,200 hard skill assessments, selected based on specific job profiles. These assessments:
• Simulate software and skill environments with fully functional menus to test basic, intermediate,
and advanced competencies
• Provide assessment capabilities in multiple languages, including English, Spanish, and French-
Canadian
• Specific assessments are selected based on your unique job profiles, and each is EEO compliant
Soft Skills Assessment-Spherion realizes that to provide the City of Lubbock with the right employees,
we must do more than identify the required skills. We must deliver qualified employees who also have
the ability, motivation to learn, perform, and the disposition to stick with the job. To complete this level
of candidate evaluation, Spherion utilizes a proprietary personality and cognitive assessment that
provides accurate and reliable information on an individual's job-related behavior for over 20 different
job groups. Spherion's soft skills assessment has been shown to predict job related performance factors
such as absenteeism, turnover, and supervisor's performance ratings.
Orientation Process
Once a candidate has been identified as a best fit for the City, Spherion will deliver a customized
orientation covering policies, procedures and department specifics. We want the employee to
be successful in their new assignment; Spherion Staff goes in great detail over each policy. We
tailor to include critical information regarding the City, including your business culture, policies,
procedures and department specifics. One of the most important things we do during
orientation is communicate expected performance levels, including standards relating to
productivity, punctuality, attendance and behavior. This ensures each employee understands
their role at City of Lubbock and the work that is required to make their assignment successful.
As new expectations are defined or refined, we repeat this process to ensure continuous
understanding and improvement.

Benefits to the City of Lubbock -
By assessing employability, job fit, skills, and behavioral characteristics we obtain a complete picture of
our candidates' abilities and personality traits, and pinpoint employment opportunities that match their
unique profile. As a result, Spherion employees exhibit a higher degree of job satisfaction, which leads
to better performance. Additional benefits include:
• Prescreening process reduces time -to -fill by lowering the interview -to -hire ratio — Recruiters only
spend time with those candidates who represent the best match, and only best match candidates
are presented to the City of Lubbock for consideration
Retaining the Contingent Workforce- Retention is a critical success factor — turnover is expensive for
us and disruptive to our clients. Therefore, we focus on end-to-end employee engagement. Some of
our programs include:
• Employee orientation: To ensure a smooth introduction, Spherion counsels its employees before
the start of their assignment; topics include Spherion's expectations of the employee, the client's
expectations for job performance, work hours, time reporting, specific client rules, regulations,
policies, and dress code expectations. Employees are also given an instruction packet to familiarize

Recruiting Strategies
One of the most critical first steps is developing a recruiting plan to source those candidates who would
best meet your specific skill and attribute requirements in order to source a workforce that is consistent
with community demographics. To accomplish this, we first outline local sources where individuals live,
learn, work and play, as well as where they "click" - such as skill -specific job boards and social media
sites. Our recruiting plan includes methods and sources to attract both the active and the passive job
seekers.
Recruiting Tools
Spherion's core competencies are the sourcing, recruiting, assessment, placement, and management of
employees to meet the needs of our clients. Following are some of the tools that we use to ensure
rapid recruiting and service excellence. Spherion has developed innovative ways to respond to shrinking
workforce trends in an effort to continue to identify top employees. Spherion's continual innovation
ensures that both active and passive candidates regard Spherion as a portal to employment. Recent
recruiting strategies include:
• Social media: Advancement in utilizing social media for sourcing and recruiting. Candidate
sourcing has evolved significantly over the last decade. Recruiting has moved to the web
• and has progressed as users have increased in their sophistication. Spherion has adapted
accordingly and utilizes successful social networks to generate candidate flow.
• Mobile devices: Spherion's recruiting strategy incorporates multiple forms of technology
to reach candidates and employees. This capability enhances the candidate experience by
providing quicker and more efficient access to jobs and allows us to put the best candidates
in front of our clients more quickly. We also use these methods to communicate schedule
changes, overtime requests, weather alerts, etc. with individuals or groups on an ongoing
basis. Mobile sourcing initiatives include:
— Branded mobile websites for Spherion
— Call -Ern -All —instant telephone communication
— Text job alerts —text messages
I

— E-mail communications

— Mobile job centers —Enable workers to manage their job search on the go, access information
on job openings, search for offices, get job recommendations, apply for jobs, and more
• Dynamic job postings: Spherion utilizes dynamic job postings as part of our sourcing strategy. Our
ads contain the Spherion logo and a short headline that captures the job seekers' attention,
hopefully drawing them back to our actual posting. Based on certain actions taken by our
candidates, these ads "chase" individuals on other websites that they visit.
Traditional Recruiting Methods -Our visible presence is an important part of the sourcing equation. This
approach enables us to significantly augment our innovative technological and media recruiting with
more traditional efforts, including:
• Open houses -We regularly contact all of our sources and hold open houses on and off-site
• College/university campus recruiting
• State employment services
• Chamber of Commerce events
• Event sponsorships
• Community and professional organizations
• Employee/customer referrals -We incentivize our employees to refer their family and friends with
gift certificates and rewards
• Networking groups
• Print advertising in local and national newspapers
Pay Methods
• Direct Deposit
• I-PayCard- Provides fast and reliable access via ATMs to payroll funds for employees with or
without a bank account, saving time and increasing productivity.
• E -Stubs are sent to employees email
• Should the employee not have access to email the local office can print their a -stub for them

Our IdealMatch selection process helps us determine the best match for your requirements. To
determine if an individual will be successful in your environment, we first define the "must -have"

experience, etc. We also select specific interview questions, by skills, that are a combination of
behavioral and skill -based questions. We are firm believers that past performance is a strong predictor
of future performance, so we measure both hard and soft skills. We then verify past employment and
administer any other screen you require, such as drug screens and criminal background checks.
Our proactive employee selection process ensures our candidates are placed in assignments where they
are most likely to succeed. Through employability and job fit assessments, each candidate is scored on
their match with our clients' specific skill categories and across the full range of Spherion's job groups.

2.6 Replacement for Flexible Staff
Z)ORIGINAL
lubgoty Ocf k
TEXAS
We understand that turnover is expensive and disruptive to our clients. We will make every effort
to place the right employee in the temporary assignment the first time. However, when the need
arises to replace an employee Spherion will engage in the same hiring criteria as stated in the
agreement and will involve management's judgment. If a supervisor is not satisfied with the
temporary employee, they must contact their
coordinator to allow us to send a replacement. If the call is made within 2 hours of the employees
start time and the employee is sent back to Spherion there will be no charge
for the time the employee worked. However if the 2 hour time limit is exceeded the City will be
billed for the hours worked by said employee. All employee issues including emergencies will be
handled immediately. We are on-call 24/7; 365 days, our afterhours contact number 806-239-
0154. You will always reach a local Spherion Representative. If Spherion cannot fill an order within
4 hours, Spherion Staff will contact the ordering source allowing them the courtesy of contacting
another agency. Communication as follows:
a. Arrival Calls on candidates first day of work
b. Quality Call to Department and employee to ensure expectations are meet with both
users
c. Site visits

2.10 Invoicing See Tab D for examples of invoices

TEXAS
Spherion provides invoicing electronically and is provided on weekly basis. Terms for invoices
are net 30 days. Payment terms are Net 30 days and acceptable payments are ACH and paper -
check. Spherion does have the ability to accept purchasing card for
Payment; however there will be a 3% additional charge if this form of payment is utilized. Each
department will receive an invoice with the weekending date, name of the employee, hourly bill
rate and amount of hours billed. Any additional information needed such as PO numbers,
contract numbers, copies of time -slips etc. will also be
included on invoice upon request of the client. To aid in the production of accurate invoices,
timesheets are filtered through a series of quality checks, as described below:
o Quality Check 1: The City Of Lubbock end user approves time sheet.
o Quality Check 2: Approved timesheet data is reviewed by in-house staff and processed
according to established bill/pay rates that reside within the system.
v Quality Check 3: Resulting data is analyzed by Spherion's billing/payroll department to
determine duplication and/or error
Accommodating the City Payroll Schedule
As an established partner with the City currently we have and will continue to accommodate the
city's pay period. Each employee is paid up to the hour of the same week. If the need should
arise to modify the pay period we have the ability to adjust as needed by the client.
Returning Retirees
The hourly wage will be verified with the designated representative prior to placement once
approved we will honor the retirees wages provide they are working in the same department
and job. We recognize no recruiting will be required for these positions allowing us to give the
City of Lubbock a better rate for the clerical/administration jobs. However such positions as
drivers/equipment operators will still require additional cost/coverage and would possibly be at
the greater rate for that department and the Retiree rate would not apply.
Rates -Confidential and exclusive for the City of Lubbock RFP -17 -13294 -SS
• Trade Positions 1.40. %
• Administrative/Clerical 1.37%
• Retirees 1.37%
• Overtime Rate for all positions 1.36%
3.1 Contract Terms
Agreement with regards to RFP 17 -13294 -SS terms shall be for five year. Date of term beginning
upon City Council date of formal approval shall continue without interruptions from executed
date under the same terms and conditions, Spherion agrees to this duration.
