HomeMy WebLinkAboutResolution - 2021-R0001 - Kids & Cops Dream Court GrantResolution No. 2021-110001 Item No. 7.1.1 January 12, 2021 RESOLUTION BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: THAT the acts of the Director of the Park and Recreation Department of the City of Lubbock executing, on behalf of the City of Lubbock, a Dream Court Programming Grant Agreement, 1 funds to be used for programming on the Dream Courts located at 261' Street and Kawan Avenue and East 23' Street and Oak Street, by and between the City of Lubbock and Nan Lieberman Charities, and related documents, are hereby ratified in full. Said Grant Agreement attached hereto and incorporated in this resolution as if fully set forth herein and shall included in the minutes of the City Council. The programming funded through this grant addresses both Community Improvement and Public Safety. The programming provides opportunities for kids to interact with LPD, building relationships and extending fitness opportunities to youth at the Dream Court(s). How will the grant program's effectiveness be measured? Staff will determine program success by participation numbers and feedback from participants (both City staff and the community). I am pleased to inform you that the Lubbock Parks and Recreation Department has been awarded a Kids & Cops Dream Court grant from Nancy Lieberman Charities for the enhanced continuation of Dream Court Programming. The grant will be awarded to you though Nancy Lieberman Charities from the United States Department of Justice COPS Office Grant in the total amount of $10,500 to be used through the year 2022. Payments of grant funds will divided into 4 equal payments by quarter in 2021 in the amount of $2,625. The monies are to be used for programming on the Lubbock Parks and Recreation Department Dream Court located at 26`s St. and Kawanee Lubbock, TX and East 23rd and Oak Street, Lubbock, TX. A point contact person from your organization will be responsible for quarterly reporting to myself, Traci Choate. Please read closely the information included in this letter. There are important instructions to be followed that are critical to the successful implementation of your project. Your success is important to Nancy Lieberman Charities. Please contact us if you have any questions about getting your project started. For communication I will need the following information: • Full name and contact information for grant reporting • All expense reporting estimates must be reported to Traci Choate, traci@nancvliebermancharities.org O: 972-473-2121 C: 325-347-2161 • Address to mail payment • All programming deliverables and photos on the court are appreciated for reporting Required Reporting The timely submission of quarterly Objective Progress Report (OPR) and the Financial Status Report is a requirement of this award. Submitting late or incomplete reports and delays in completing activities will impair the project success and could jeopardize current funding. • All grant funds are to be used only for programming associated on the Dream Court • All media/ PR/ Social Media associated with programming on the Dream Court needs to be approved by Nancy Lieberman Charities before being released • Photos of programming activities • Metrics — quarterly estimate number of kids and number of events per quarter • Reporting Dates: o Wednesday, March 3l't 2021— 5:00 PM o Wednesday, June 30`h 2021 — 5:00 PM o Friday, September 30' 2021— 5:00 PM o Tuesday, December 28" 2021 — 5:00 PM o Wednesday, March 30' 2022 — 5:00 PM o Thursday, June 30'' 2022 — 5:00 PM o Friday, September 9' 2022 — 5:00 PM Payment As a grant recipient you will receive 4 equal payments in each quarter of 2020 for program funding. The monies must be used by Friday, September 9`" 2022. Below is the payment schedule: • Monday, January 4`s, 2021 • Friday, April 2"1, 2021 • Friday, July 2"d, 2021 • Friday, October 1", 2021 NANCY LIEBERMAN CHARITIES Grant Cycle Extension Option: In the event of Force Majeure that results in the cancellation of an event or programming both parties are reasonable for maintaining clarity and communication to the extent of request for extension. The request for extension must be submitted to Nancy Lieberman Charities 90 days prior to the end of the grant cycle. If an extension is approved it is only allowed to a maximum of 4 months past the original grant end date. Final Grant Submission: At the end of your grant cycle you will have to sign off on a separate document that all grant reports, finances are programming are complete. Nancy Lieberman Charities will also request staff and participant testimonials to capture the impact of the programming activities in your organization.
