SPECIFICATIONS NOTICE TO BIDDERS BID #8625 Sealed proposals addressed to Gene Eads, Purchasing Manager, City of Lubbock, Texas, will be received at the office of the Purchasing Manager, 1625 13th St., Room L-04, Lubbock, Texas, 79401, until 2:00 o'clock P.M. on the 11TH day of July, 1985,_to furnish all labor and materials and perform all work for the construction of the following described project: FURNISH AND INSTALL FOUR (4) SUBMERSIBLE PUMPS,MOTORS,STARTERS,TIE—INS AND PITLESS ADAPTERS COMPLETE IN WELLS IN MAXEY PARK AND HIGGINBOTHAM PARK IN THE CITY OF LUBBOCK COUNTY,TEXAS. After the expiration of the time and date above first written, said sealed proposals will be opened by the Purchasing Manager at his office and publicly read aloud. It is the sole responsibility of the bidder to insure that his bid is actually in the office of Gene Eads, Purchasing Manager for the City of Lubbock, prior to the expiration of the date above first written. -The City Council will consider the bids on the 25th day of July, 1985, at Municipal Bldg.-, Lubbock, Texas, or as soon thereafter as may be reasonably convenient, subject to the right to reject any or all bids and waive any formalities. The successful bidder will be required to furnish a'performance bond and payment bond in accordance with Article 5160, Vernon's Ann. Civil St., in the amount of 100% of the total contract price in the event that said contract price exceeds X25,000.00. If the contract price does not exceed $25,000.00 the said statutory bonds will not be required. Bidders are required, whether or not a payment or performance bond is required, to submit a cashier's or certified check issued by a bank 'satisfactory -to the City of Lubbock, or a proposal bond from a reliable surety company, payable without recourse to the order of the City of Lubbock in an amount not less than 5% of the total amount of the bid submitted as a guarantee that bidder will enter into a contract and execute all necessary bonds (if required) within 10 days after notice of award of the contract to him. It shall be each bidders sole responsibility to inspect the site of the work and to inform himself regarding all local conditions under which the work is to be done. It shall be understood and agreed that all such factors have been throughly investigated and considered in the preparation of the bid submitted. The plans, specifications, proposal forms and contract documents may be examined at the office of the Purchasing Manager for the City of Lubbock, Texas. The above described project will be paid for in part or in whole from the General Revenue Sharing program and the contract for this project must comply with the provisions of the Davis—Bacon Act which requires the payment of federal minimum wages. CITY OF L CK Owner Representative -7-3>-95 SPECIFICATIONS FOR SUBMERSIBLE PUMPS & MOTORS 1. GENERAL The submersible pumps and motors described in these specifications shall con- sist of the following items: (1) Bowl assembly and motor completely assembled; (2) A metal or plastic shroud which shall cause all water that enters the pump to flow past the motor; (3) A check valve mounted immediately above the discharge case of the bowl assembly; (4) Column pipe; (5) Power cable, clamps, and splices; (6) Discharge assembly as herein described; (7) Starter panel and electrical wiring from the discharge assembly through conduit to the starter panel. All materials and equipment furnished by the Contractor under this contract shall be first class in every respect, shall be constructed and finished in a workmanlike manner, shall be modern in design, and shall not have been in service at any time prior to delivery except as required by tests. The pump bowl and motor assemblies, starter panels, and cable shall be adequately - crated to prevent damage in shipment and shall be delivered to the well site only on the day that the equipment will be installed in each well. Column pipe and fittings may be delivered to each well site prior to the day each pump is installed; however, the material and equipment is the responsibility of the Contractor until it is installed and accepted by the Owner. The head loss for each pump, as shown in the Proposal, does not include head losses in each pump unit. A work sheet showing the calculations of the cha- racteristics of each pump and the head -capacity curves for each pump shall be included in each bid. The four (4) submersible pump units bid under Exhibit "A" shall be furnished and installed complete including furnishing and installing electrical starting equipment, furnishing and "installing discharge pipe assemblies, and furnishing and installing pitless adapters. 2. SUBMERSIBLE MOTORS: The submersible motors furnished and installed under this contract shall be "NEMA Standard" submersible electric motors constructed in accordance with the Standards of the A.I.E.E. and N.E.M.A.. The motors shall operate on 60 -cycle, 3 phase alternating current, and 460 volts at a speed of 3500 R.P.M. Each motor shall have a horsepower rating equal to or in excess of the maximum load which it will be required to handle, and shall have a 1.15 service factor. A metal or plastic shroud shall be attached above the intake of each pump in such a manner that all water entering the pump shall flow past the motor from the bottom to the top. 3. SUBMERSIBLE PUMP: Each pump shall- have the capacity, setting, and total head as described in the Proposal. The pump shall be the multi -stage type. The bowls shall be first quality, class 30 or better cast iron from a superior quality of iron remelted in a cupola, air, or electric furnace which will produce a metal that is tough and of uniform fine grains, without chilled surfaces, and which can be readily machined. All castings shall be clean, sound and with- out defects of any kind which would impair the strength of the machine. No plugging, welding, or other repairing of defects will be permitted. The inside of the bowls may be coated with a porcelain enamel or other wear resisting material. The bowl shaft shall be AISI 416 stainless steel to which shall be applied hard chrome plate with a minimum thickness of .008 inch on each side applied to the full length of the shaft except the lower end opposite the suction case bearing. The hard chrome plate shall have a hardness of 72 on the Rockwell "C" scale or a Brinell hardness of 1020. Bowl bearings shall be SAE 660 bronze in the suction case. The discharge case bearings and the intermediate bowl bearings. shall be flouted rubber or neoprene. Impellers shall be SAE 40 high tensile strength hard bronze accur- ately machined, balanced, and securely locked to the shaft. The impellers may be the semi -open or closed type. 4. POSITIVE SHUT-OFF CHECK VALVE A positive shut-off check valve shall be attached to the top of the discharge case of each pump.bowl and connect to the column pipe. The valve shall allow water to be held in the column pipe while the pump is off. 5. COLUMN PIPE: Column pipe shall consist of Schedule 40, Standard weight, T & C, random length, black steel pipe. The diameter of the column pipe for each pump is indicated in the proposal. The top joint of column pipe on each pump shall be five (5) feet in length. 6. POWER CABLE: There shall be furnished under these specifications a sufficient amount of power cable of proper size.and voltage to reach from the motor terminal con- nection cable into the discharge head assembly. The cable shall be three conductor, 600 volt, type RHW-USE. The minimum size of wire for each pump and motor shall be described in the proposal. The cable shall have three ' (3) conductors, each conductor to be in an insulating watertight synthetic rubber or plastic jacket; the whole to be enclosed in an outer synthetic rubber or plastic jacket which shall be impervious to oil. Power cable from the discharge assembly to the starter unit and from the starter unit to the weatherhead on the service pole shall be the same wire size and capacity as the above described cable. The conduit from the discharge assem- bly to the starter will serve as an air vent. The power cable extending from the discharge assembly to the starter may be enclosed in water -tight plastic underground, and shall be enclosed in water -tight steel conduit above ground. The power cable i'n the well from the discharge assembly to the motor leads shall be attached at 20 -foot intervals with rubber protected metal clamps that are resistant to rust and corrosion. The splice between the power cable and the motor leads may be the hand - wrapped splice, with four (4) layers of insulating tape and four (4) layers of jacketing tape, or the cast splice such as the "Scotchcast" splicing kit, or the shrink -splice type using one thickness of shrink - splice around each wire splice and one enclosing all three wire splices. After the pump setting operation is completed and prior to the connection to the power source, the power cable connected to the motor leads shall be tested with a megger. If the power cable shows no problems in the test, the cable may then be connected to the starter unit and in turn the power line. 7. STARTER CONTROLS: Starter units shall be the full volt, ambient -compensated type with quick - trip heaters and class 10 overload relays. Panel enclosures shall be 3R NEMA standard panels and each panel shall be so mounted that the entire panel is above high water level. (See Plans.) 8. EVALUATION OF BIDS: Bids will be evaluated by the city on basis of the following formula: .000189 X THD X GPM X .06� X 24 Hrs. X 45 days x 5.Yrs. wire to water efficiency The cost of operation will be added to the bid price and the total will be the evaluated bid. 9. WELL -HEAD ASSEMBLY: The well -head assembly shall consist of a pitless adapter supplied by Maass Division of Surinak Engineering and Manufacturing, Inc. or an approved equal. (See Plans.) The discharge pipe attached to the Pitless Adapter shall be equipped with a positive shut-off check valve and a gate valve of the same sizes as the discharge pipe. (See Plans.) The check valve shall be ARCO series 9000, 125 -pound class or approved equal, and shall be attached to the discharge pipe extending beneath the ground surface. The size of the check valves and gate valves shall conform to the size of the discharge piping. SPECIAL CONDITIONS 1. LOCATION OF WELLS The wells in which these submersible pumps shall be installed are situated in the City of Lubbock in Maxey Park and in Higginbotham Park. (See attached map.) 2. CAUTIONS All of the wells are situated in the park land. Vehicles and equipment shall be restricted to the vicinity of the wells.
