BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor of the City of Lubbock BE and is hereby authorized and
directed to execute for and on behalf of the City of Lubbock a Mission
Statement for Economic Development, attached herewith, which shall be
spread upon the minutes of the Council and as spread upon the minutes of
this Council shall constitute and be a part of this Resolution as if fully
copied herein in detail.
Passed by the City Council this 11th day of July , 1985.

CITY OF LUBBOCK
MISSION STATEMENT FOR ECONOMIC DEVELOPMENT
The City of Lubbock Charter provides for permanent funding for the purpose of
economic development.
In 1980 an Ordinance was passed specifying the duties of the board of City
Development relating to locating new businesses, promoting the expansion of
existing businesses, and encouraging the growth of all business. The success
of this economic development strategy is dependent upon the formation of a
public/private/academic partnership of Lubbock's resources. The City Council
believes that in order to accomplish economic growth in Lubbock, the strategy
should be documented and formalized.
The mission of Lubbock's economic development strategy is (1) to permanently
bolster the business climate throughout the City, (2) to fully utilize
Lubbock's many assets, (3) to develop a coordinated public, private and
academic approach to enhance Lubbock's business opportunities for all
citizens, and (4) to assure accountability for taxpayers' dollars. This
mission can best be accomplished through a strong Board of City Development,
comprised of Lubbock's top leaders across a wide spectrum of disciplines.
The Board is to be appointed by and accountable to the Lubbock City Council.
Consensus must be reached on the following statements:
1. Establish a fully developed economic development strategy targeted to
promote and develop (1) business retention and expansion of existing
businesses, (2) formation and growth of new businesses as a result of
the creation of an intrepreneurial climate in Lubbock, and (3) a
business attraction and marketing program to be directed to targeted
industries from outside the Lubbock area.

2. Broaden the membership of the Board of City Development. City Council
to appoint members from a broad base of Lubbock's business leaders,
concentrating on CEO's or their equivalent, to assure input and direc-
tion to the three targeted areas with representation from diverse
organizations and interests.
3. Direct that all taxpayers' dollars, less the amount set aside for debt
services, which fund the Board of City Development be specifically
committed to those goals discussed in this Mission Statement, and the
preparation and maintenance of a Comprehensive Lubbock Data Base. The
functions funded and carried out by the Chamber of Commerce should be
delineated from those from those economic initiatives funded by
taxpayers' funds. (It is understood that the Convention and Visitors
Bureau and Tourism is funded by the separate Hotel/Motel tax.)
4. Ensure that the regular activities of BCD be performed by a full-time
professional staff, recruited from the economic development industry
according to predetermined guidelines, to work with resources from
Lubbock's private, academic and public sectors.
5. Require the Board of City Development to be accountable, quarterly, to
the City Council for all activities resulting from the use of taxpayers'
dollars.
6. City provides funds for a Business liaison position to work with
business clients in order to expedite their needs in City Hall and to
propose improvements for local business regulations and procedures to
City Manager/City Council.
7. Acknowledge that any events and activities funded by BCD dollars are
made possible through the use of City funds.
