BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor of the City of Lubbock BE and is hereby authorized and
directed to execute for and on behalf of the City of Lubbock a Contract
with C.B. Anderson Electric Company for materials and equipment for
McDonald Substation and Vicksburg Substation, attached herewith, which
shall be spread upon the minutes of the Council and as spread upon the
minutes of this Council shall constitute and be a part of this Resolution
as if fully copied herein in detail.

Manager, 1625 13th St., Room L-04, Lubbock, Texas, 79401, until 2:00"

materials and perform all work for the construction of the following

It is the sole responsibility of the bidder to insure that his bid is
actually in the:.,.office of Gerre Eads, Purchasing Manager for the City
of Lubbock, prior to the expiration of the date above first written.
The City Council will consider the bids on the 23rd day of May, 1985,
at Municipal Bldg., Lubbock, Texas, or as soon thereafter as may be
reasonably convenient, subject to the right to reject any or all bids
and waive any formalities. The successful bidder will be required to
furnish a performance bond and payment bond in accordance with Article
5160, Vernon's Ann. Civil St., in the amount of 100% of the total
contract price in the event that said contract price exceeds
$25,000.00. If the contract price does not exceed $25,000.00 the said
statutory bonds will not be required.
Bidders are required, whether or not a payment or performance bond is
required, to submit a cashier's or certified check issued by a bank
satisfactory to the City or -Lubbock, or a proposal bond from a
reliable surety company, payable without recourse to the order of the
City of Lubbock in an amount not less than 5% of the total -amount of
the bid submitted as a guarantee that bidder will enter into -a
contract and execute all necessary bonds (if required) within 10 days
after notice of award of the contract to him.

during the original term thereof, and any extensions thereof which may be

-The advertisement -for bids --.is by the .City of -Lubbock, Texas, for its
municipally owned electric utility, Lubbock Power and Light. Any reference to
Lubbock Power and Light shall be construed to mean the City of Lubbock, Texas.
INSTRUCTIONS TO BIDDERS
A. All bids must be quoted on the white document entitled "City of Lubbock
Request for Quotation". Such document must be signed by the Bidder.

contract entered into between the City of Lubbock and the successful Bidder.
C. Each bid shall be enclosed in a sealed envelope, addressed to Gene Eads,
City Purchasing Director, Lubbock, Texas, and endorsed on the outside of
the envelope in the following manner:
(a) Bidder's name
(b) Proposal for: steel and misceallaneous equipment for McDonald Substation
and Vicksburg Substation
D. Proposals may be withdrawn and resubmitted at any time prior to the time
• set for the opening of the bids, but no proposal may be withdrawn or
altered thereafter.
E. The City -of Lubbock reserves the right to reject any and all.bids, or
parts of bids, and to waive irregularities and informalities in any bid
submitted.
F. Each bidder shall thoroughly and fully inform himself of all factors*`:
which would affect_the.:prosecution and completion of the work and cost
thereof. It shall be understood and agreed that all such factors have
been investigated and considered in the preparation of every proposal.

contract awarded which is based on the lack of such prior information or

G. All sheets of the -Instructions to Bidders, proposal forms, Contract

Texas. Such sheets shall be part of the contract' awarded.
H. Exceptions to the specifications shall be kept to a minimum, however, if
exceptions are taken by the Bidder to the specifications, they shall be
clearly and completely noted on a separate attachment. Exceptions taken
elsewhere shall not be considered as a part of the bid or subsequent
contracts. If any conflict arises between the specifications and the
Bidder's proposal (other .than. exceptions duly noted), the specifications
shall.govern.

GENERAL CONDITIONS
A. The contract awarded to the successful Bidder shall be construed by -and
governed by the laws of the State of Texas.
B. No payments made or certificates -given shall be considered as conclusive'
evidence of the performance of the Contract, either wholly or in part,
nor shall any certificate or payment be construed as acceptance of
defective materials, parts, systems, or work. Neither the final payment
nor certificate nor any provision in the Contract shall relieve the
Bidder of responsibility for faulty materials or workmanship, and -he
shall remedy any defects -due thereto and pay for any damage to other
materials or work resulting therefrom, which shall appear within a period
of one year from the date the system is 'placed in commercial operation.
C. All bidders shall attach 'to the bid a copy of their current pricing policy.
This pricing policy will remain in effect for the:term.of this bid. Alter—
.nate .pricing is acceptable; succi as bidding at a firm price in addition
to a bid based on an escalation clause.If the prices are subject to an
escalation clause, the base indices to be used are as, follows: Labor ,
Steel , Copper Products , and Oil

THIS AGREEIMENT, made and entered into this 24 -- day of

City.Counci] thereunto duly authorized so to do, Party of the First Part, and
hereinafter called the Purchaser, and C R_ Andprcnn Flertrir Company a
Corporation_ of Oklahoma Party of the Second Part, and
hereinafter called the Contractor.
WITNESSETH:
THAT WHEREAS, the Purchaser has caused to be prepared, in accordance with
law, specifications, plans, and other contract documents for the work herein
described, and has approved and adopted said documents, and has caused to be
published, in the manner and for the time required by law, an advertisement
for and in connection with acquiring in accordance with
the terms of this Contract; and
WHEREAS, the said Contractor, in response to such advettisement, has
submitted to the Purchaser, in the manner and at the time specified, a sealed
proposal in accordance with the terms of said advertisement; and
WHEREAS, the -Purchaser, in the manner prescribed by law, has publicly
opened, examined, and canvassed .the proposals submitted in response to the
published invitation therefor, and as -a result of such canvass has determined
and declared the aforesaid 'Contractor to be the best'bidder for the said work
and has duly awarded to the said Contractor a contract therefor, for the sum
or sums named in the Contractor's proposal, a copy thereof*.being attached to
and made a part of this Contract.
NOW THEREFORE, inconsideration of :the compensation to be paid to the
Contractor and of the mutual agreements herein contained, the -Parties -to these
presents have agreed and .hereby agree, the Purchaser 'for itself and its successors

I. TYPE AND DESCRIPTION
The switches to be furnished'under these specifications shall be of the
outdoor type, 3 PST, manually group operated, rotating insulator, air ,

11. DESIGN
All switches specified herein shall be -in accordance with the standards for
power switching equipment of the National Electrical Manufacturers Associa-
tion and shall be complete with NEMA Standard insulators: They shall be
for operation at 230 KV and at an elevation 3,300 feet above sea level. -All
ti current carrying parts of the switch blades shall be independent of any
i` springs, hinges, or movable pin connections. All switches shall be equipped
.3 with.seif-aligning contacts; high pressure contacts. Contacts shall have
{ suitable wiping action for self-cleaning. Each switch will be equipped with
. standard NEMA pads..
Ill. OPERATING MECHANISM
Each switch shall -be-furnished witb,a .group..operated remote manual operating
-mechanism-for quick, simple and effective operation, and .shall be a worm
drive crank or a lever. type. Each mechanism shall have a smooth, thoroughly
controlled movement throughout the entire cycle, and shall be so arranged
that the switch can be padlocked in either the open or closed position.
Flexible* copper braid with suitable connector, for grounding each switch
handle to' -12/0 copper ground shall be `included with each mechanism. The
center of the operating handle or crank shall. be a distance of -3 ft. 6 inches
above the.operating platform.
IV. ACCESSORIES
Each switch handle shall be furnished complete_ with the following accessories:
(a). Air Switch Handle Interlock, -to be similar to A11is Chalmers Type ASMB
- "solenoid" interlock -but modif ied- for the swi-tch...to._be-furnished, and

for the appropriate switch rod size and travel arc, or.approved equal.
The solenoid shall be designed for 125 VDC operation and the connection
box shall be designed to, accommodate 1j" conduit; for control wiring.
(b) Air Switch Handle Auxiliary Switch Assembly, similar to Allis Chalmers
Type ASSY-STD auxiliary switch, modified for the switch to be furnished.
A minimum of two (2) each electrically separated "A" contacts and "B"
contacts will be required, complete with a terminal box to accommodate
11" conduit 'for control wiring, and designed to -mount on appropriate
switch rod size, suitable substitute may be considered.
V. MOUNTING
Galvanized steel mounting bolts; washers, *etc.-, shalt be included herein; as
required for mounting all groups -of -switches on their respective switch
stands, or support structure members. Additional supports shall be required
for each additional 15 feet in.length. of' the rod froin the switch .handle to
the outboard bearing.

A switch operator grounding platform shall be furnished for each 230 KV
switch. The platform shall be-as.indicated on the drawings. They shall
be galvanized steel. Holes shall be provided in the frame of the platforms
for attaching �ground terminals for -14/0 stranded co peer.

I. TYPE AND DESCRIPTION
The switches to be furnished under these specifications shall be of
the outdoor type, 3 PST, groua operated rotating insulator, ai.r break

Only copper or bronze switch blades will be accepted. An alternate
quotation is requested for a switch with aluminum alloy blades.
I1.. DESIGN REQUIREMENTS
All switches specified herein shall be in -accordance with the -standards
for power switching equipment of the National Electrical Manufacturers
Association, and shall be complete with NEMA Standard insulators. All
current carrying parts of the switch blades shall_ be independent of. any
springs, hinges, or movable pin connectors. All switches shall be
equipped with self -aligning, high pressure contacts. There shall be
sufficient wiping action of the contacts to make them self-cleaning.
Each switch shall be furnished with a group operated remote manual op-
erating'mechanism, either the lever or geared type, for quick, simple
and effective operation. Each mechanism shall have a smooth, thoroughly
controlled movement throughout the entire cycle, and shall be so arranged
'
that.the switch can be padlocked -in either the open or closed. position.
A flexible copper braid with suitable connectors, for .grounding each
switch handle to #1/0 copper aboveground structure ground -bus, shall be
included with -each operating mechanism. The center of .the operating han-
die or crank shall be a distance of 3 feet 6 inches above the -operator
_
platform. The operating mechanism shall be mounted on the side of the
switch stand or structure support. These air break switches will be
located in a substation area approximately 3,300 feet above sea level,
with an ambient temperature that -may vary between -300 to +1100 Fahren-
heft.
11I. SWITCH OPERATOR PLATFORM

The switch operator platforms shall be supplied for each switch. The
platforms shall be as indicated on the drawings. They shall be gal-
-vanized.steel and have holes for grounding terminal clamps for #4/0
stranded copper.

IV. MOTOR OPERATORS
The motor operators to be furnished herein shall be ITE MO -10, Item 3.
The switch shall have eight (8) auxiliary switch circuits available
for use by the customer. The motor voltage and control voltage shall
be 125 VDC. The motor operator shall open or close the switch•in less
than ten (10) seconds. A separate fuse 125 V.A.C. heater shall be
provided to prevent condensation. Provision shall be made to manually
operate the switch. A control switch or pushbuttons shall be provided
to operate the motor operator at the cabi.net. -

SUBSTATION STEEL SPECIFICATIONS
GENERAL REQUIREMENTS
The steel structures and stands shall be of structural steel type and shall be
furnished unassembled. The structures shall have spacings, clearances, and -
mechanical details in accordance with the latest NEMA standards, with and
as shown on the enclosed drawings. They shall be of hot dip galvanized steel,
complete, and including the necessary bolts, washers, locknuts, anchor bolts,
step bolts, and base plates as required, with each piece indexed to facilitate
assembly and erection.
1. FABRICATION
Before being laid out or worked in any manner, structural material shall be
straight. If straightening is required, it shall be done by methods that
will not injure the metal. Shearing and cutting.shall-be performed care-
fully and finished neatly. Re-entrant cuts and copes on beams.or channels
shall be filleted before cutting. Cuts made with an.acetelyne torch will
not be permitted. All welding shall be performed in `accordance with the
-latest edition of the "Code for Arc and .Gas Welding in Building Construction",
as formulated by the American Welding Society. A shielded arc -welding pro-
cess shall be used. All welds shall be made in such a manner that residual
shrinkage stresses will be reduced to a minimum. No stress relieving .treat-
ment will be required. All individual pieces shall be marked clearly with
the correct designation shown on the shop drawings. Marking shall be done
by stamping the marks into the metal before galvanizing, and shall be clearly
legible -after -galvanizing... Stepbolts,- ladder bars, U -bolts and eye-bol-ts
shall .be provided, wherever practical, on the line .dead end structures.
Steps shall be spaced approximately fifteen (15) inches apart, with a max-
imum allowable spacing of seventeen (17) inches. Holes for step bolts and
ladder bars shall be in the inner gage of the leg angle. Diagonal members
shall not be used for steps, and steps shall be spaced to avoid climbing
interference with the outstanding leg -of the tower web members.
11. GALVANIZING
After shop work has'been completed, all material shall be cleaned and be
free from rust, loose scale, dirt, oil, grease, and other foreign substances.'
After being cleaned, all materials shall be galvanized in accordance with
ASTM Designation A-123 or the latest revision thereof. Where members are
-of.such lengths that they -.cannot'.be dipped in one operation, great care
shall be exercised to prevent warping. All plates and shapes which have
been warped by the galvani.zi-ng process shah, be straightened by being re-
ro�lled' or repressed: ..The material shall not be hammered or otherwise
straightened in a manner that will injure the protective coating. All
holes--in-the material--shal.l 'be -free. -from -excess •spelter-after-galvanizing.

Support stands shall be furnished for bus insulator supports as, shown in the
drawings, or as necessary. Supports for the lightning arresters on each of
the incoming lines, supports for the bus potential transformer, supports for
the coupling capacitor devices on both of the lines. All supports shall have
ground lugs for attaching 02/0 stranded copper ground lugs. The supports
shall be designed to allow'easy access -to the mounting hardware below the
top surface to facilitate the mounting of the equipment on the stand.
IV. TOWERS AND STFUCTURES
All switch towers "that are to support switches with future motor operators
shall be designed to operate satisfactorily with either a manual or motor
operator. The towers shall be designed to have adequate mechanical strength
to meet -the requirements of each switch. Each switch will have lugs for
grounding fl2/0 st. cu. 'The dead end strucutres shall be designed for' maximum

no point on any strucutre will def lect.more than one inch W') from its norma]
vertical position under the force of.a seventy -f ive.(75) mile per hour wind.
VIII." DRAWINGS
The supplier shall furnish complete substation structure -and arrangement
drawings, foundation -and layout. drawings, and 'bills of .material. These
drawings shall include,' but not. -.be- limited-to:the - following: complete
foundation drawings,.showing "exact locations and dimensions of all foundations
and .,anchor.bolts: The --spacing- and .'sizes -of "all -recommended =reinforcing -mater-
ials -mater-
ials-for-all -foundations. Plan view and elevation view of combined substation
including, side -views, end views, and -sectional views -to• -show -dimensions and
distances to be ,used for. -constructing the:,substion; overall dimensions of

principal columns and trusses; and for location of units of equipment to be
installed in this substation. Grounding plan, including fence and gate ground-
ing, equipment grounding, struc-tune grounding, including ground clamp'locations
and ground rods. Electric circuit diagrams. Complete internal schematics and
wiring diagrams for all material items furnished herein. Detailed steel erec-
tion drawings shall show the AISI designation of each -member. Material de-
scription list, and table of equipment and material, with proper item desig-
nations to refer to the corresponding item shown in the .substation drawings.
The supplier shall furnish other drawings as required for the orderly erection
of the substation. -
Two (2) complete sets of foundation drawings and anchor bolt drawings, sub-
station structure drawings, arrangement drawings, layout drawings, and .biII
of materials, as outlined above,' shall be furnished to L.P.& L. as soon as
possible after award of contract for approval of the equipment covered by these
specifications.
Four (4) complete sets of steel erection drawings, installation drawings,
wiring and installation details, etc., covering all items.of materials and
equipment, shall be furnished as soon as possible after the approval, but
not later than forty-five (45) days prior to the.time the structure is to
be shipped.
Any.special tools required for routine field servicing of equipment furnished
herein shall be supplied at the time of shipment of such equipment, and shall
be identified as to its usage.
Following final delivery, the supplier shall furnish one.(1) set of repro
�- ducibles of all substation drawings.
-- The supplier.shall.furnish three (3) sets of instruction books --containing
.detailed instructions for installation -operation; servicing,' maintenance,
and connections of..all.equipment -furnished under -these specifications.
These .shall include. a] 1. necessary diagrams, recommendations, and other data

SUBSTATION PIPE BUS
1. GENERAL
The tubing shall be seamless and in accordance with applicable specifica-
tions of the American Society for Testing Materials.: All shall be commer-
cially sound, straight, and uniform in thickness throughout. The tubing.
shall be furnished in required lengths according to the enclosed drawings
and equipment size. A suitable oxide paste in accordance with conductor
manufacturer's recommendation shall be furnished for use on all connections
of the tubing. All connectors and terminals shall be of an alloy having a
conductivity not less than thetubing-with which they are to be used, and
shall be "bolted type". All bolts and nuts for terminals and bus connectors
shall be a non-magnetic alloy and shall be corrosion resistant. An end cover
will be supplied for each end of the tubing.
11. REQUIREMENTS
All.;pipe.bus shall be extra heavy "4 inch aluminum tubing; Specification No.
6063-T6, schedule 80. The supplier shall furnish -the necessary.SPS•alumi-.
num pipe bus including .all connectors, terminals, 'bus-suppor•ts,.bus support
clamps, 'fittings, couplings, end covers and expansion 'type sleeve connectors
shall be --furnished when necessary-to'aIIow for expansion and -contraction of
--bus pipe. The jumpers from A.B.S. to the 115 KV O.C.B.'s•-will be two 795
MCM ACSR conductors. The pipe bus -from the O.C.B.'s to the transformers -
shall be.21 inch aluminum tubing, Specification No. 6063-T6, schedule 80.

115 KV INSULATORS
1. GENERAL
All insulators furnished herein shall conform to the latest EEI, NEMA, and
IEEE standards for insulators. The insulators shall have rating for phy-
sical and electrical dimensions and characteristics for use at an elevation
of 3,300 feet above sea level. The insulators shall be made of the highest
grade, dense, homogenous, wet process porcelain, completely and uniformly
vitrified throughout .to yield mechanical and electrical' strength and long
life in service. The porcelain shall be free from warping, roughness,
cracks, blisters, laminations, projecting points, foreign matter, and other
defects, except those within the limits of standard accepted practice.
Each insulator shall be marked with the initials or trademark of the manu-
facturer. 'The marking shall be legible and durable. The insulators shall
be furnished with a gray glaze.

The potential transformer shall be single phase, 60 cycle, out -door
type, oil filled, for use on a 23D KV solidly -grounded neutral system.
Both secondary and primary polarities shall be adequately and properly
indicated. The potential transformer bushings shall conform to the
standards for apparatus bushings of the American Standards Association. -
The color of the case and bushing shall be sky gray. The potential
transformer shall be enclosed in a suitable weatherproof case. The
case shall be equipped with lifting lugs capable of supporting the' en-
tire weight of the transformer. The transformer case shall have a
globe -type valve at the top and bottom of the case (for filter press
connections) complete with plug. In addition, the bottom valve shall
contain a separate oil sampling device, complete with dust cover. The
transformer- case shall be equipped with a suitable grounding terminal.
The secondary terminals shall be enclosed in a weatherproof compartment
mounted at the base of the case. The compartment shall be arranged for
connection to 11 inch conduit. The potential t-ransformers will be
equipped with the following accessories, where applicable. A liquid
level gauge mounted near the top of the high-voltage bushing and near
the top of the case for oil filled transformers. A diagrammatic name
plate mounted on the side of the case of tank. The supplier shall -
furnish three (3) copies of instruction manuals and drawings of the
type of potential transformer. 'These potential transformers shall be.
operating at 3,300 feet above -sea level.
