RESOLUTION
WHEREAS, the Census Statistical Area Committee was formed to propose
Census Tracts for the 1990 Census; and
WHEREAS, said Committee has proposed Census Tracts for the 1990 Census
based upon population growth, statistical information available for
developing areas and in order to promote governmental efficiency and
economic development; and
WHEREAS, the Census Bureau requires approval of the census tract
proposal by officials in all affected cities and counties; and
WHEREAS, the City of Lubbock is affected by this proposal and has
reviewed this proposal and found it to be appropriate to the aims of the
Committee and the City of Lubbock; NOW THEREFORE:
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the census tracts proposed for the City of Lubbock, as described
in the maps attached hereto as Exhibit A and Exhibit B and considered for
all purposes a part of this Resolution, be approved with our strong recom-
mendation that the Census Bureau adopt this proposal for use in the 1990
Census.

NEW CENSUS TRACTS
1. Current Census Tract 3 will be divided along lst Street because the
population of this Tract is over 10,000. New Tract 3.01 has an
estimated population of 3,600. New Tract 3.02 has an estimated
population of 6,600.
2. Current Census Tract 4.01 will be divided along 4th Street and Loop
289 because projected population growth would be over 6,000 by
1990. New Tract 4.04 has an estimated population of 1,200, new
Tract 4.05 has an estimated population of 3,500 and new Tract 4.06
has an estimated populationof1,600
3. Current Census Tracts 6.`01 and 6.02 will be divided along Broadway
Avenue because there is considerable interest in obtaining
information about North' Overton.New Tract 6.03 has an estimated
population of 3,800, new Tract 6.04 has an estimated` population of
1,500 new Tract 6.05 has an estimated population of 1,700 new Tract
6.06 has an estimated population of 1,200. While all of these
tracts are above the Census Bureau's requirements of 1,000
population tracts, 6.04, 6.05, and 6.06 will have to be justified
because they are below 2,500 people.
4. Merge tracts 12.01 and 12.02 together because 12.01 only has an
estimated population of 200. New Tract 12.02 would have an
estimated population of 2,900.
5. Current census Tract 17.04 will be divided along Spur 327 because
of population growth will make this Tract approach 8,000 people by
1990. New Tract 17.06 has an estimated population of 3,600 and new
Tract 17.07 has a current population estimate of 700 but should
approach 2,000 by 1990
6. Current Tract 101 would be divided into two tracts, one the area
around the City of Idalou and then the remaining rural area. The
newly created tract around Idalou would be bounded by the Idalou
Highway, Farm to Market Road 400, County Road 62 and County Road
31. This new Tract 101.02 would have an estimated population of
3,200 and the remaining rural area would have an estimated
population of 4,400.
7. Current Tract 103 would be divided into two tracts, one the area
around the City of Shallowater and the other the remaining rural
area. The newly created tract around Shallowater would be bounded
by the Clovis Highway, County Road 14, County Road 58, County Road
16, County Road 59, and County Road 15-A. This new Tract 103.02
would have an estimated population of 2,800 and the remaining rural
area would have an estimated population of 3,200.
8. Current Census Tract 104 would be divided into four new tracts' -
The first new Tract 104.02 would be bounded by 4th Street, Quitsna
Avenue, 34th Street, and Milwaukee Avenue and cover most of the
_ area in the recent West Lubbock Annexation. This new 'tract has a
current population estimate of '3,300. The second new Tract 104.03
is primarily composed of the Meadows Subdivision and is bounded by
82nd Street, Frankford Avenue, 98th Street and Slide Road. This
new Tract has an estimatedpopulation of 3,300. The third tract
would be around the city of Wolffo`rth bounded by 82nd Street,
Alcove Avenue, 114th Street and Quitsna Avenue. This tract 104.04
would have an estimated population of 2,700. The remaining rural
tract of 104.01 would have a population of 5,200.-
9. Current Census Tract 105.03 will be divided along Indiana Avenue
because of population growth. New Tract 105.04 has an estimated
population of 3,100. New Tract 105.05 has an estimated population
of 3,200.
10. Create a new Tract from current rural census Tract 105.01. This
tract would be bounded by 82nd Street, University Avenue, 98th
Street, and U.S. Highway 87. This new tract 105.06 has an
estimated population of 1,000 people some of which live outside of
the current city limits.
11. Create a new Tract 105.07 bounded by'98th Street, the Tahoka
Highway, 114th Street and Slide Road. This tract would have an
estimated population of 3,000 by 1990 and the remaining rural Tract
105.08 would have an estimate population of 4,920.
Qeneral Notes•
Population figures have been rounded off to the nearest hundred.
These changes will create 51 census tracts that are completely
within the city limits. We estimate that these tracts should have
a total population of 198,000 by 1990 for an average of 3,882 per
tract. For the County of Lubbock, we estimated that there will be
a population of 240,000 by 1990 and with 61 tracts this gives an
average of 3,934 people per tract.
