HomeMy WebLinkAboutOrdinance - 2015-O0084 - Budget Amendment 31 - 09/10/2015First Reading August 27, 2015 Item No. 6.8 ORDINANCE NO. 2015-00084 Second Reading September 10, 2015 Item No. 6.1 AN ORDINANCE AMENDING THE FY 2014-15 BUDGET FOR MUNICIPAL PURPOSES RESPECTING THE CAPITAL PROGRAM TO AMEND CAPITAL IMPROVEMENT PROJECT (CIP) 92371, RUNWAY 17R/35L CONSTRUCTION PHASE III; RESPECTING THE AIRPORT FUND TO AMEND OPERATING REVENUES AND EXPENSES; PROVIDING FOR FILING; AND PROVIDING FOR A SAVINGS CLAUSE. WHEREAS, Section 102.010 of the Local Government Code of the State of Texas authorizes the City Council to make changes in the budget for municipal purposes; and WHEREAS, in accordance with the City Budget Ordinance the City Council shall approve all transfers between funds and departments; and WHEREAS, the City Council deems it advisable to change the FY 2014-15 Budget for municipal purposes and reallocate funds as follows; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: SECTION 1. THAT the City Council of the City of Lubbock hereby approves changes to the City of Lubbock Budget FY 2014-15 (Budget Amendment #31) for municipal purposes, as follows: Amend Capital Improvement Project 92371, Runway 17R/35L Construction Phase III, by increasing the appropriation by $6,697,763, from $14,310,057 to $21,007,820. Increase the Federal Grant funding amount by $6,027,989, from $12,879,049 to $18,907,038, and increase the PFC Bonds by issuing FY 2016 PFC Revenue Certificates of Obligation of $669,774, for a total increase in bond funds from $1,431,008 to $2,100,782. II. Increase Transient Parking revenue $595,000, from $2,300,000 to $2,895,000. III. Increase Agricultural Land Rent revenue $13,390, from $45,000 to $58,390. IV. Increase Landing Fees revenue $75,000, from $562,600 to $637,600. V. Increase Professional Services expenses in the Airport Parking cost center $450,000, from $700,412 to $1,150,412. VI. Increase Chemical Supplies expenses in the Airfield Maintenance cost center $37,374, from $80,928 to $118,302. VII. Increase Systems Maintenance expenses in the Airfield Maintenance cost center $33,200, from $132,500 to $165,700. SECTION 2. THAT a copy of the changes made to the City of Lubbock Budget pursuant to this Ordinance shall be filed with the City Secretary and County Clerk of Lubbock as required by law. SECTION 3. THAT should any section, paragraph, sentence, clause, phrase or word of this Ordinance be declared unconstitutional or invalid for any reason, the remainder of this Ordinance shall not be affected thereby.
