HomeMy WebLinkAboutOrdinance - 2015-O0051 - Budget Amendment 13 - 06/11/2015First Reading May 28, 2015 Item No. 6.5 ORDINANCE NO. 2015-00051 Second Reading June 11, 2015 l[a,Ml1:wo� AN ORDINANCE AMENDING THE FY 2014-15 BUDGET FOR MUNICIPAL PURPOSES RESPECTING THE HOTEL OCCUPANCY TAX (HOT) FUND, THE CIVIC CENTER FUND, MARKET LUBBOCK, INC., THE DEBT SERVICE FUND, THE NORTH OVERTON TAX INCREMENT FINANCE (TIF) FUND, CIVIC LUBBOCK, INC., THE GENERAL FUND CAPITAL IMPROVEMENT PROJECT (CIP) FUND, CIP 92362—BUDDY HOLLY CENTER RENOVATIONS PHASE II, THE CIVIC CENTER CIP FUND, AND CIP 8594—COLISEUM PARKING LOT SEAL COAT; PROVIDING FOR FILING; AND PROVIDING FOR A SAVINGS CLAUSE. WHEREAS, Section 102.010 of the Local Government Code of the State of Texas authorizes the City Council to make changes in the budget for municipal purposes; and WHEREAS, in accordance with the City Budget Ordinance the City Council shall approve all transfers between funds and departments; and WHEREAS, the City Council deems it advisable to change the FY 2014-15 Budget for municipal purposes and reallocate funds as follows; NOW, THEREFORE, it3mly�ri]Ii7��►f�1�7��l�fDI�71l1�YK�IIL[�ILL1 �]o1I11C1D[�M•(�7�1if :: �Zy;4 SECTION 1. THAT the City Council of the City of Lubbock hereby approves changes to the City of Lubbock Budget FY 2014-15 (Budget Amendment #13) for municipal purposes, as follows: 1. Amend the Hotel Occupancy Tax (HOT) Fund FY 2014-15 Budget by: Reducing the HOT revenue appropriation by $633,744, from $7,153,744 to $6,520,000. Amending the transfer from the HOT Fund to Civic Center Operations/Marketing by decreasing the transfer by $160,179, from $1,808,106 to $1,647,927. Amend the Civic Center fund accordingly. Amending the transfer from the HOT Fund to Market Lubbock, Inc. - Visit Lubbock by decreasing the transfer by $244,859, from $2,763,986 to $2,519,127. Amend the Market Lubbock, Inc. — Visit Lubbock budget accordingly. Amending the transfer from the HOT Fund to Market Lubbock, Inc. — Lubbock Sports Authority by decreasing the transfer by $76,712, from $865,928 to $789,216. Amend the Market Lubbock, Inc. — Lubbock Sports Authority budget accordingly. Amending the transfer from the HOT Fund to the Debt Service Fund for the Buddy and Maria Elena Holly Plaza debt payment by decreasing the transfer by $8,622, from $97,328 to $88,706. Amend the Debt Service Fund accordingly. Amending the transfer from the HOT Fund to the North Overton TIF by decreasing the transfer by $55,368, from $625,000 to $569,632. Amend the North Overton TIF fund accordingly. Amending the transfer from the HOT Fund to Civic Lubbock, Inc. by decreasing the transfer by $37,525, from $423,587 to $386,062. Amend the Civic Lubbock, Inc. budget accordingly. Amending the transfer from the HOT Fund to General Facilities Capital Project Fund for CIP — Buddy Holly Center by decreasing the transfer by $41,620, from $469,809 to $428,189. Amending the transfer from the HOT Fund to the Civic Center Capital Project Fund for CIP — Coliseum by decreasing the transfer by $8,859, from $100,000 to $91,141. II. Amend Capital Improvement Project (CIP) 92362 — Buddy Holly Center Renovations Phase II by decreasing the appropriation by $41,620, from $380,000 to $338,380. III. Amend CIP 8594 — Coliseum Parking Lot Seal Coat by decreasing the appropriation by $8,859, from $100,000 to $91,141. SECTION 2. THAT a copy of the changes made to the City of Lubbock Budget pursuant to this Ordinance shall be filed with the City Secretary and County Clerk of Lubbock as required by law. SECTION 3. THAT should any section, paragraph, sentence, clause, phrase or word of this Ordinance be declared unconstitutional or invalid for any reason, the remainder of this Ordinance shall not be affected thereby.
