WHEREAS, the City of Lubbock, Texas, holds Permit No. 4146 autho- rizing the construction of the Justiceburg Dam and Reservoir Project; and WHEREAS, Permit No. 4146 requires construction to commence by September 25, 1986, and to be completed by September 25, 1989; and WHEREAS, an extension of time under Permit No. 4146 is necessary because appeals from the order of the Texas Water Commission granting Permit No. 4146 and the need for a 404 construction permit from the United states Army Corps of Engineers has delayed the project; NOW TEORE: BE IT RF.SILVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCR: SECTION 1. THAT the Mayor of the City of Lubbock is hereby autho- rized on behalf of the City Council to sign such applications as neces- sary to be made to the Texas Water Commission for extensions of time to Permit No. 4146 to ccmmence and/or complete construction of the Justiceburg Dams and Reservoir Project. SECTION 2. THAT the Mayor of the City of Lubbock is hereby autho- rized and directed on behalf of the City Council to file such applica- tions with the Commission, appear and arrange for the appearance of Persons representing the City of Lubbock at the hearing and other pro- ceedings on applications before the Ccm dwicn, and otherwise direct prosecution of applications on behalf of the City.
