HomeMy WebLinkAboutResolution - 2361 - Accept Proposal - Freese & Nichols Inc - Water Quality Study, Post Site - 06/26/1986JWF:da RESOLUTION Resolution #2361 June 26, 1986 Agenda Item #37 BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: That the City Council of the City of Lubbock accepts the proposal of Freese and Nichols, Inc., Consulting Engineers as set forth in their letter to the City of Lubbock dated June 16, 1986, regarding conducting study of water quality at the Post Site, and the Mayor of the City of Lubbock is authorized to execute the acceptance of such letter of proposal for and on behalf of the said City, attached herewith, which shall be spread upon the minutes of the Council shall constitute and be a part of this Resolution as if fully copied herein in detail Passed by the City Council this 26th day of June, 1986. Re: Post Site Water Quality Attached is the requested scope of work for analysis of water quality conditions at the Post Reservoir site (Attachment 1). This study will require continued collection of daily flow and quality records by the U.S. Geological Survey at the gaging station near Post. Judging from the range of conditions covered by the data collected so far, I think we should have about two more years of daily data on which to base the computer studies. Depending on the flow conditions, it might be neces- sary to wait longer than that before the measurements give suitable coverage of 'truly high flows. Thus, this should be thought of as a program extending over the next two or three years, through 1988 or 1989. In estimating the cost of the study, I have assumed that the City staff would continue to do the chemical analyses for any samples other than those handled by the U.S.G.S. In such instances, the measurements of flow would be done by Freese and Nichols personnel, and the water samples would be collected at the same time as the flow measurements. The over-all program of non-U.S.G.S. measurements would involve some close coordination, and I have envisioned that part of the effort as being planned and executed jointly by your staff and ours throughout. I estimate that the over-all cost of the Freese and -Nichols effort will total approximately $60,000. For budgeting purposes, it would be reasonable to assume that $10,000 would be incurred in 1986, $20,000 in each of 1987 and 1988, and $10,000 in 1989. June 16, 1986 1. Assemble complete USGS map coverage of the watershed. 2. Obtain recent high-altitude photograph coverage of the watershed if available. 3. Review water quality and flow data collected by the USGS, the City of Lubbock and others. 4. Conduct an aerial reconnaissance of the watershed and an on -the - ground reconnaissance by automobile, to identify any apparent sources of pollution and other significant features. 5. Monitor continuing quality and flow data as it is collected by the USGS at the gaging station near Post. 6. Jointly with the City staff, plan and conduct measurements of flow and quality at key locations, to define the general origin and amounts of mineral pollution under low -flow conditions. 7. Make additional measurements of flow and quality where appropriate, to check any indicated sources of localized pollution on specific sub -watersheds. 8. Conduct computer model analysis to simulate the predicted water quality in the Post Reservoir based on present watershed con- ditions. 9. Analyze the potential water quality improvement in the reservoir due to intercepting and bypassing part of the low flow. 10. Identify localized sources of pollution if they are found to be present. 11. Prepare a report describing the methods and results of the in- vestigation and recommending strategies for improving the water quality if such strategies appear to be feasible. 12. Submit a draft of the report to the City of Lubbock for review. 13. After review and revisions as needed, print the report and deliver 25 copies to the City of Lubbock. V Attachment 2 FREESE AND NICHOLS, INC. Schedule of Charges Special Services Staff Members Salary Cost Times Multiplier of 2.3 Salary Cost is defined as the cost of salaries of engineers, draftsmen, stenographers, surveymen, clerks, laborers, etc., for time directly chargeable to the project, plus social security contributions, unemploy- ment compensation insurance, retirement benefits, medical and insurance benefits, bonuses, sick leave, vacation and holiday pay applicable thereto. (Salary Cost is equal to 1.3865 times salary payments. This factor is adjusted annually.) Other Direct Expenses Actual Cost Times Multiplier of 1.15 Other direct expenses shall include printing and reproduction expense, communication expense, travel, transportation and subsistance away from Fort Worth and other miscellaneous expenses directly related to the work, including costs of laboratory analysis, tests, and other work required to be done by independent persons or agents other than staff members.
