WHEREAS, Southwestern Public Service Company has heretofore on
November 21, 1986, filed a statement of intent to change rates with the
City of Lubbock; and
WHEREAS, the City Council has determined that such rate change is
not a major change within the meaning of Vernon's Ann.Civ.St., Art.
1446c; and
WHEREAS, the City Council deems it to be in the best interest of
the customers of Southwestern Public Service Coqpany within the City of
Lubbock to allow such proposed rate change to go into effect within the
City of Lubbock; NOW THEREFORE:
BE IT ORDERED AND RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the rate change requested by Southwestern Public Service
Company in its application of November 21, 1986, is hereby established
and may be implemented immediately by Southwestern Public Service Company
pursuant to applicable provisions of Vernon's Ann.Civ.St., Art. 1446c.
Passed by the City Council this 11th day of December 1986.

Dear Mayor McMinn & Members of the City Council:
Southwestern Public Service Company would like your
approval of the following tariff:

This tariff proposes the following changes:

Reconnect During Non -Business Hours 15.00 25.00
The remaining miscellaneous charges on the proposed
tariff will remain the same.
The above changes would make Southwestern Public Service
Company charges the same as those approved by you on
November 13, 1986 for Lubbock Power & Light.
Since this is not a "major change" as defined by
Art. 1446(C), Sec. 43(b), V.A.C.S., we are requesting
a waiver of the 35 -day waiting period so that this
change can become effective immediately.
The proposed new tariff is enclosed.

MISCELLANEOUS SERVICE CHARGES

CANCELLING
APPLICABLE: The service charges listed below are applicable to all customers
served by Company and are in addition to any other charges -made under
Company's tariff for electric service.
TERRITORY: Lubbock, Texas
NAME AND DESCRIPTION
Returned Check Charge is made when
customer's check has been dishonored by
the maker's bank and returned to the'Company.
After Hours Connection Charge is made when
a new connect is requested by customer to
be made outside of regular working hours.
Field Collection Charge is made when Company
makes contact at customer's premises for
collection of delinquent bill or deposits.
Only one charge is made per month.
Special Bill Form Charge is made each time
Company provides a manually prepared special
bill analysis.
Facilities Rental Charge is made when customer
rents facilities owned and maintained by Company.
