RESOLUTION

WHEREAS, the City of Lubbock has approved a concept for the East-West
Freeway which will carry many visitors and potential employers and employees
to the City.
WHEREAS, we understand that the view from the road plays a major role
in forming the image of Lubbock to the traveler.
WHEREAS, the freeway, if properly designed, could serve the community
as a unifying element rather than a divisive one.
WHEREAS, we desire to minimize the stress of driving on urban free-
ways.
WHEREAS, the enhancement of the physical environment with attractive
colors, textures, and plant material would significantly improve the experi-
ence of traveling through the freeway.
WHEREAS, the Texas Tech University Special Topics Course of Landscape
Architecture students (Spring 1987) has developed a schematic design for en-
hancing the corridor; NOW THEREFORE:
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
SECTION 1. THAT the City of Lubbock recommends that the State Depart-
ment of Highways and Public Transportation allocate 2% of the construction
costs of the freeway toward aesthetic concerns, including special color,
texture, trees, groundcover, vines, graphics, and lighting which would give
the corridor a unique character unlike any other freeway and that the imme-
diate context of the corridor be reflected in the treatment of the corridor.
SECTION 2. THAT the Department consider retaining the services of a
landscape architectural firm licensed to practice in the State of Texas and
experienced in the development of design guidelines and project administra-
tion for freeway enhancement.
SECTION 3. THAT the Department investigate creative alternatives to
maintenance of the corridor, including cooperative agreements with the City
and with Texas Tech University.
SECTION 4. THAT the Department consider the recommendations presented
by the Landscape Architecture students of Texas Tech University to the City
of Lubbock on May 14, 1987, as a basis for discussion.
