HomeMy WebLinkAboutResolution - 2548 - Grant Application - GO CJD - School Resource Officer, LPD - 03/26/1987KJ:js RFRnI IITTnN Resolution #2548 March 26, 1987 Item #16 BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: THAT the Mayor of the City of Lubbock BE and is hereby authorized and directed to execute for and on behalf of the City of Lubbock an Application to the Governor's Office of General Counsel and Criminal Justice on behalf of the City of Lubbock for renewal of a Crime Prevention Community Relations and Citizen Involvement Program for a School Resource Officer Program, attached herewith, which shall be spread upon the minutes of the Council and as spread upon the minutes of this Council shall constitute and be a part of this Resolution as if fully copied herein in detail. Will this project benefit the community as a whole? If not, please provide a detailed profile of the group receiving the benefit of the program. The program will benefit the community as a whole due to a reduction in juvenile criminal activity. In addition, people who develop a positive attitude about the law as youngsters will contribute to the well being of the community when they grow to adulthood. 4. Are other agencies (other than the City of Lubbock) available to handle this project? Are other agencies already handling similar programs? No. 5. Is the activity provided by this grant required by state or federal law or as a condition of other ongoing state or federal programs? No. 6. Does the grant require any local match? If so, is the match in'the form of cash or an in-kind contribution? Yes - Cash. This is the fourth year of funding for this grant. The city will fund approximately 74% of the cost, or $56,694. CITY OF LUBBOCK Grant Proposal Evaluation I. State, as clearly as possible, the goals and objectives of the proposed project. The purpose of the School Resource Officer Program is to let youngsters meet police officers in a personal, relaxed and unofficial atmosphere. By building rapport in this manner, it is hoped that the youngsters will develop a better understanding of the police, will develop positive attitudes about the law and their role in the law, and learn that the police are not only enforcers of the law, but friends as well. A. Is this the fulfillment of an identifiable community goal? If so, list source. The goal of the project is to improve the citizenship of youngsters, both now and in the future. B. Is this the fulfillment of an identifiable community need? If so, please provide quantifiable data (studies, etc.). Improved citizenship will help reduce juvenile crime, which affects the quality of life in the whole community. State indicators by which the staff and City Council might be able to evaluate the program in order to determine that is has reached the stated goals and objectives noted in No. 1. The following statistics are for the fiscal year ending 09-30-86.
