HomeMy WebLinkAboutResolution - 2668 - Adopt Policy - School Crossing Control Policy - LISD Endorsed - 10/22/1987Resolution #2668 October 22, 1987 Agenda Item #25 JWF:dw WHEREAS, the Traffic Engineering Department of the City of Lubbock has made a study of a proposed School Crossing Control Policy for the City of Lubbock, and has proposed such a policy to the Citizens' Traffic Commission and the Lubbock Independent School District; and WHEREAS, the Lubbock Independent School District has endorsed such proposal through a letter from its Superintendent to the City of Lubbock dated September 9, 1987, and the Citizens' Traffic Commission has endorsed such proposal by its action so taken on October 6, 1987; and WHEREAS, after consideration of such recommendations, the City Council finds it would be expedient to adopt such proposed School Crossing Control Policy in the interest of public safety and welfare= NOW THEREFORE: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: SECTION 1. THAT the School Crossing Control Policy of the City of Lubbock, Texas, as shown on Exhibit A, which is attached hereto and made a part hereof is hereby adopted as the official policy of the City of Lubbock as set forth in said Exhibit A. V6,itfi Fullingim, Assistant C Attorney Res. #2668 10-22.87 EXHIBIT A SCHOOL CROSSING CONTROL POLICY CITY OF LUBBOCK, TEXAS 1. TRAFFIC SIGNAL - A traffic signal will be provided on streets greater than 50 feet* in width if the crossing is more than 1980 feet from another traffic signal and can be installed without seriously disrupting traffic progression, and the number of adequate gaps in the traffic stream, during the period** children*** are using the crossing, is less than the number of minutes in that same time period. A traffic signal installed under this policy will operate only (when practical) on school days, from 45 minutes prior to the beginning of school to 45 minutes after the end of school, and any additional hours which meet 80% of the minimum volume requirements of the Texas Manual on Uniform Traffic Control Devices. 2. STOP SIGN - A stop sign will be provided on streets less than 50 feet in width in accordance with the Texas Manual on Uniform Traffic Control Devices and the City of Lubbock Traffic Engineering Department policy on "Stop, Yield, and No Control at Intersections". 3. ADULT GUARD - An adult guard will be provided on streets greater than 50 feet in width. An adult guard will be provided on streets less than 50 feet in width when the number of adequate gaps in the traffic stream, during the period children are using the crossing, is less than the number of minutes in that same time period and stop signs or traffic signals do not protect the crossing. 4. REDUCED SPEED ZONE WITH FLASHING LIGHTS - A reduced speed zone with flashing lights will be provided when a crosswalk crossing a street greater than 50 feet in width is not protected with a traffic signal, or when a crosswalk adjacent to the school, crossing a street less than 50 feet in width is not protected with a traffic signal, stop sign or adult guard. The reduced speed limit on streets less than 50 feet in width shall be 20 mph and on streets greater than 50 feet in width shall be 30 mph. The reduced speed zone shall begin 200 feet in advance of the crossing and shall end 50 feet beyond the crossing. The reduced speed zone shall be in effect only (when practical) on school days, for the 45 minutes prior to the beginning of school and the 45 minutes after the end of school. 5. CROSSWALKS - Unprotected crosswalks shall be limited to one per street per school when practical, and only if it is not practical for children to use a protected crosswalk. 6. MINIMUM PEDESTRIAN VOLUME - In order to justify a Traffic Signal, Adult Guard, Reduced Speed Zone With Flashing Lights or Crosswalk, AI the number of children using the crossing during the crossing period must average**** at least ten (10). * measured from edge of roadway to edge of roadway. ** the periods to be studied are the 30 minutes prior to the beginning of school and the 30 minutes after the end of school, in 5 minute increments. *** children are classified as elementary school students. **** the average number of students counted during 6 crossing times.
