HomeMy WebLinkAboutResolution - 2618 - Support - Lubbock Legislative Delegation - Expansion Of Texas Prison System - 07/23/1987KJ:dw Resolution #2618 July 23, 1987 Agenda Item #23 WHMWAS, daily operational capacity, the uncertainties of court rulings, and gang related violence have all served to divert public attention from the burgeoning prison population of Texasf and, WHEREAS, without significant intervention by the 70th Legislature, either the prisons will close under federal court order or an ever increasing number of inmates will be released back into our comumityj and, WHEREAS, more than 6,500 beds have been removed from the prison system by agreement to a federal lawsuit, causing a sixteen percent (16%) decline in prison capacity over the next two years= and, WHEREAS, a four (4) year perspective is necessary to expand the capacity of the Texas prison systems NOW THEREFORE: BE IT RESOLVED BY TBE CITY COUNCIL OF THE CITY OF LUBBOCK: THAT the Lubbock delegation in the Texas Legislature support the recommendations of Governor William P. Clements, Jr., in his Prison Financing and Construction Plan, which by 1991 will increase the number of Texas prison beds by 19,346. Passed by the City Council this 23rd day of July 1987. ef.
