This recommendation was presented to the entire Civic Lubbock, Inc. Board of Directors on June 26, 2017 and was approved as recommended. All applicants recommended for grant awards are in good standing with the City of Lubbock and Civic Lubbock, Inc. The total Hotel Occupancy Tax allocation for 2017 provided for $407,345.00. Of that amount, 10% ($40,734.50) was allocated for a Public Art Program per the amended agreement between the City of Lubbock and Civic Lubbock, Inc., leaving $366,610.50 available for the 2017 Cultural Arts Grant Program which will be granted over two granting cycles. In addition, interest earned ($741.86), retumed/unused grant funds from the 2016 Cultural Arts Grant Program ($10,170.00) and carryover funds ($ .44) from the 2016 Cultural Arts Grant Program are available for the 2017 program, making the amount designated for the 2017 Cultural Arts Grant Program a total of $377,522.80. The Board of Directors have elected to absorb all expenses related to administering the program, therefore no administrative expenses will be deducted and the entire allocation of $377,522.80 will be available for the 2017 Cultural Arts Grant Program. The Cultural Arts Grant Review Committee is comprised of five members; three Civic Lubbock, Inc. Directors assigned by Civic Lubbock, Inc. and two members -at -large appointed by the City Council. A Grant Workshop was held on May 10, 2017 for organizations wishing to apply for a Cultural Arts Grant. Included among the workshop presenters was a representative from Visit Lubbock (the Lubbock Convention and Visitors Bureau). Accompanying this document are the results of the Cultural Arts Grant Review Committee meeting held on June 19, 2017. Twenty-three applications were received for this first grant (June 2017) funding cycle and twenty-three applications are recommended for full or partial funding. The total amount of funding requested for this grant cycle was $311,595.00 of which $187,698.00 is recommended for funding from the 2017 City of Lubbock Cultural Arts Grant Program. The amount recommended is approximately 50% of the total amount available for the 2017 Cultural Arts Grant Program. The Civic Lubbock, Inc. Board of Directors requests that the City Council consider approval of the Cultural Arts Grant allocations in the amount of $187,698.00 as recommended by the Cultural Arts Grant Review Committee and approved by the Civic Lubbock, Inc Board. Moonlight Broadway 2017/2018 Season Amount Requested: $50,000 Amount Recommended: $32,500 Lubbock Moonlight Musicals requested $50,000 to assist with costs associated with its 2017/2018 Moonlight Broadway Season. Productions will include the Christmas favorite, Miracle on 34`h Street in November of 2017; a first of its kind "Moonlight Pops" production in February of 2018 featuring David Gaschen; and Rodgers and Hammerstein's Cinderella in April of 2018. The performances will be presented at the Lubbock Memorial Center Theater and will be produced in cooperation with various organizations such as the Junior League of Lubbock and the Lubbock Arts Alliance. Committee Comments: • Project has strong artistic merit • Good collaboration with other local organizations • Application indicated a significant growth in attendance and tourism numbers last year • Applicant plans to partner with a local hotel • Application indicates strong corporate and foundation support • Cultural Arts Grant funds recommended ($32,500) will be used towards the cost of Professional Services (Professional Actors, Orchestra Musicians and Sound Designers), Rentals (Scripts/Royalties) and/or Promotion/Publicity • Grant funds were considered for the entire season; future applications for the season may not be considered 1706-002 Charles Adams Studio Project Sights and Sounds First Friday Art Trail @ CASP Amount Requested: $7,200 Amount Recommended: $3,600 The Charles Adams Studio Project requested $7,200 to assist with the costs associated with the monthly presentation of artist demonstrations, exhibitions and live music that they provide at their venue as a primary participating organization in the First Friday Art Trail. Funds requested would be utilized for the payment of artist fees, security, and additional advertising of the performances at their venue. Committee Comments: 0 Project has good artistic merit Application indicates that grant funds would assist in bringing higher profile artists and bands each month to their venue; additional advertising, including the use of a video that is currently being produced by CASP to promote First Friday regionally, would help supplement advertising being done by others Cultural Arts Grant funds recommended ($3,600) are to be used towards the cost of Professional Services (Artist Fees) and/or Promotion/Publicity Grant funds were considered for the entire year -long program; future applications for this timeframe may not be considered 1706-003 Texas Tech University Press Lubbock Book Festival Amount Requested: $12,500 Amount Recommended: $ 8,125 The Texas Tech University Press requested $12,500 to assist with artist stipends and promotional expenses associated with first -ever Lubbock Book Festival. This free event will be held on October 28, 2017 and will take place at the Louise Hopkins Underwood Center for the Arts. The purpose of the Festival is to enlighten and enliven the local community by showcasing a series of featured authors who will speak to attendees throughout the day -long event about their published books. Authors will include New York Times best-selling authors, award -winning Texas Tech writers, and regional and local favorites. Highlighting diversity is a key goal of the Festival, with authors from various backgrounds speaking on multiple topics and genres, including fiction, nonfiction, poetry, young adult/teen interest, and children's literature. Committee Comments: • Project has strong artistic merit • The application indicates good collaboration by partnering with several local entities including Barnes and Noble, Literacy Lubbock, Lubbock Arts Alliance, the Underwood Center for the Arts, the Texas Tech Libraries and Visit Lubbock • Applicant plans to partner with a local hotel; has a good strategy for tracking room nights generated • Application indicates a good marketing plan to generate tourism • Cultural Arts Grant funds recommended ($8,125) will be used towards the cost of Professional Services (Author Stipends), Postage and/or Promotion/Publicity 1706-004 National Cowboy Symposium & Celebration, Inc. National Cowboy Symposium & Celebration Amount Requested: $26,000 Amount Recommended: $16,900 The National Cowboy Symposium & Celebration requested $26,000 to assist with the cost of producing the 29th Annual Cowboy Symposium and Celebration to be held on September 8-10, 2017 at the Lubbock Memorial Civic Center. The requested funds would be used for performer/presenter fees, technical stagehand fees and to advertise and promote the event 2 nationally and regionally. Over 85 performers and participants (poets, musicians, storytellers, panelists, chuck wagon cooks, and special presenters) will appear at the 2017 Celebration. A new session on Outlaws of the American West in music, poetry and history will be introduced. Other planned components include a Youth Wild West Day (cultural and educations activities for students), horse handling demonstrations, Native American activities and presentations as well as exhibits of western artworks and merchandise. Texas State Historian, Bill O'Neal will be a featured speaker. Re -enactors will also be a featured part of the 2017 event. Committee Comments: • Project has strong artistic and cultural merit • Project generally has a good history of generating tourism and room nights • Application indicates good foundation and corporate support • Applicant plans to partner with a local hotel • Application indicates a strong marketing plan, both regionally and nationally; • Applicant has a good plan for tracking tourism and room nights • Cultural Arts Grant funds recommended ($16,900) will be used towards the cost of Professional Services (Presenter/Artists) and/or Promotion/Publicity 1706-005 Lubbock Christian University Theatre LCU Theatre presents The Addams Family Amount Requested: $12,000 Amount Recommended: $ 6,000 The Theatre area within the Community/Fine Arts Department of Lubbock Christian University requested $12,000 for costume rental and orchestra musician fees for the fall musical production of The Addams Family scheduled for October 27-28, 2017. The production will be held in conjunction with LCU's Parent/Family Weekend festivities and will include a cast and crew of over 40 and an orchestra of at least 15 musicians. The musical is a fun adaptation of the original Addams Family cartoons, television shows and movies with the iconic family members coming to life onstage in a story about love and family. Committee Comments: • Project has good artistic merit • Project has a good arts education component; cast members are comprised of LCU students • Application indicates a good marketing plan outside the region to include posting the event on travel websites and contacting newspapers in smaller cities in the region as well as New Mexico; area teachers and students will be invited to visit Lubbock and attend the production • With the production being held in conjunction with LCU's Parent/Family weekend, there is a good potential to generate room nights • Application indicates a good plan to track tourism • Cultural Arts Grant funds recommended ($6,000) will be used towards the cost of Professional Services (Orchestra Musicians) and/or Rentals (Costumes) 1706-006 Louise Hopkins Underwood Center for the Arts First Friday Art Trail Amount Requested: $16,000 Amount Recommended: $10,400 The Louise Hopkins Underwood Center for the Arts requested $16,000 to fund marketing efforts and shuttle transportation to and from the participating venues for the First Friday Art Trail. The event will be held monthly from September of 2017 through August of 2018 and is free to the public. Now in its 12th year, this community -wide cultural event presents a wide variety of genres of visual and performing arts in fifteen partner venues. Venues include commercial galleries, museums, arts organizations, businesses, health clinics and artist's studios. Committee Comments: • Project has strong artistic merit • Project creates great exposure for the venues and the artists • Project continues to maintain good attendance numbers; over 44,000 individuals attended the Art Trail in 2016, which is up slightly from the prior year • Application indicates a good plan for tracking tourism and room nights generated • Application indicates a good marketing plan for advertising outside the region and will include advertising in the statewide "Authentic Texas" magazine • Cultural Arts Grant funds recommended ($10,400) will be used towards the cost of Promotion and Publicity • Grant funds were considered for the entire year -long program; future applications for this timeframe may not be considered 1706-007 Louise Hopkins Underwood Center for the Arts Flatland Film Festival Amount Requested: $14,500 Amount Recommended: $ 8,700 The Louise Hopkins Underwood Center for the Arts (LHUCA) requested $14,500 to assist with costs to produce the 2017 Flatland Film Festival. The Festival will feature independent shorts by filmmakers through a competitive Call for Entries and showcase Texas filmmakers. Funds requested would be used for marketing and promotion as well as filmmaker/instructor stipends. The screenings will be held from October 19-21, 2017 at venues on the LHUCA campus and the Alamo Drafthouse Cinema. Committee Comments: • Project has strong artistic merit • Application indicates a strong team of educators and community influencers to plan, produce and promote the Festival • Application indicates a good marketing plan for promoting the Festival outside the region • Application indicates a good strategy for tracking tourism and room nights generated 4 Cultural Arts Grant funds recommended ($8,700) will be used towards the cost for Professional Services (Visiting Filmmakers/Workshop Instructor Stipends), and/or Promotion/Publicity 1706-008 The Lubbock Chorale MESSIAH Singalong and Christmas Concert Amount Requested: $ 4,000 Amount Recommended: $ 2,000 The Lubbock Chorale requested $4,000 to assist with costs associated with the presentation of "MESSIAH Singalong and Christmas Concert" that will be held on December 8, 2017 in the Hemmle Recital Hall at Texas Tech. The Chorale will perform Christmas and holiday repertoire followed by a performance of Part I (Christmas/Nativity portion) of Handel's beloved masterpiece MESSIAH, for which the entire assembled audience will be invited to join the Chorale in singing all six choruses of Part I and close with a seventh chorus (added from Part II): "The Hallelujah Chorus." Committee Comments: • Project has good artistic merit • Application indicates a good plan for tracking tourism through zip code data provided from Select -a -Seat • Cultural Arts Grant funds recommended ($2,000) will be used towards the cost of Professional Services (Accompanist/Orchestra Musicians/Soloists) and Promotion/Publicity 1706-009 Lubbock Arts Alliance, Inc. 21st Take in the Local Color! Lubbock's Artist Studio Tour Amount Requested: $I1,000 Amount Recommended: $ 6,600 The Lubbock Arts Alliance requested $11,000 to assist with advertising and professional services fees associated with the Take in the Local Color! Lubbock Artist's Studio Tour which will be held on November 11-12, 2017. The goals of the project are to: provide community awareness and education in the visual arts; offer a venue for artists to showcase and sell their works, facilitate a quality visual art program for students to attend, and attract visitors/tourists to the region. This event allows audiences the unique opportunity to observe the artists in their working environment, many of which are private homes. The Studio Tour will showcase six local artists at each studio location. Last year, over forty Lubbock County artists were showcased in eight locations; eleven of those were new artists showcasing their work. Artists will display original art to include painting, drawing, pottery, fiber, jewelry, glass, leather, wood and sculpture. In addition, there will be artist demonstrations and performances by local musicians at the various studio locations. Committee Comments: • Project has strong artistic merit • Application indicates a strong marketing plan; marketing efforts will include the distribution of full color brochures to 2,000 individuals, many of whom live outside the region • Project historically generates very good attendance as well as good tourism numbers • Application indicates that tourists from New Mexico, Georgia, Florida, Washington and throughout Texas attended last year's event; good tracking methods are in place to determine out of town attendees and room nights generated • Cultural Arts Grant funds recommended ($6,600) will be used towards the cost of Professional Services (Juror, Graphic Designer, Photographer, Website Designer) and/or Promotion/Publicity 1706-010 Lubbock Arts Alliance 2017/2018 Marketing of Lubbock Cultural District Amount Requested: $18,000 Amount Recommended: $10,800 The Lubbock Arts Alliance requested $18,000 to assist with the marketing of Lubbock's Cultural District. The funds requested would be used towards the cost of online advertisements; establishing a "geo fence" to track return on marketing investments; and contract labor for the preparation and distribution via email and social media of a weekly events calendar promoting the facilities and activities in the Cultural District. Marketing strategies include promoting the new logo and slogan for the Cultural District: "Always Creative, Never Flat", which is a unique play on words that recognizes Lubbock's flat landscape but vibrant cultural offerings, as well as the new mobile friendly website, APP and robust digital advertising. Committee Comments: • Project supports the arts, humanities and cultural tourism • Project provides additional advertising for cultural events by selling a complete "package" of the arts in Lubbock to visitors and potential visitors • Application indicates a good plan for marketing outside the local area • The establishment of a "geo fence" around the Cultural District will provide valuable tourism information for future marketing efforts; visitors using the Cultural District APT will receive a push notification to their mobile device encouraging them to document their experience in the Cultural District by posting photos on social media or to "check in" on social media • Cultural Arts Grant funds recommended ($10,800) will be used towards the cost of Professional Services (Geo-Fencing) and/or Promotion/Publicity 0 1706-011 Office of International Affairs, TTU 5th Annual Robert Burns Supper Amount Requested: $10,000 Amount Recommended: $ 5,000 The Office of International Affairs requested $10,000 to assist with costs associated with the 5th Annual Robert Burns Supper to be held on January 27, 2018 at the Texas Tech University International Cultural Center. This traditional celebration of Scottish heritage and culture will highlight the life of Poet Laureate, Robert Burns, and is open to the general public. A performance by the Piper Jones Band, whose music centers around the Highland bagpipes accompanied by the percussive chords of the bouzouki and drum, will be featured. Other traditional Scottish activities will include piping in the Haggis, Poetry and Immortal Memory to Robert Burns, and Scottish country dancing. Burns Suppers are most common in Scotland and Northern Ireland, however, there has been a surge in Burns' Night celebrations in the U.S. Committee Comments: • Project has good artistic and cultural merit • Applicant plans to partner with a local hotel • Application indicates a good marketing plan for generating tourism outside the Lubbock area; applicant plans to reach out to Scottish heritage groups in Arlington, Boerne, Dallas and Austin as well as Scottish organizations in Oklahoma and New Mexico, all of which have devout followers • Application indicates a good method for tracking out of town attendees and room nights generated • Cultural Arts Grant funds recommended ($5,000) will be used towards Professional Services (Performer Fees) and Promotion/Publicity 1706-012 Friends of the Library Lubbock Friends of the Library 501h Anniversary Celebration with Special Author Jessica Fellowes Amount Requested: $ 7,500 Amount Recommended: $ 4,500 The Friends of the Library requested $7,500 to assist with costs associated with the Friends of the Library 501h Anniversary Celebration featuring famous British author, journalist and public speaker, Jessica Fellowes. Fellowes is best known for her work as the author of five official companion books to one of the most critically acclaimed English -language television series, "Downton Abbey". Ms. Fellowes will give a scholarly lecture to Texas Tech, LCU, Wayland and South Plains college students, a Q&A session with students from LISD, Cooper and Frenship ISD; and a public lecture at the Municipal Auditorium about the inspiration behind "Downton Abbey." Committee Comments: • Project has strong artistic merit 7 • Applicant has a good marketing plan in place; plans to promote the show through various online tourism websites and calendars • Applicant plans to partner with several local hotels • Applicant has a good plan for tracking tourism and room nights generated • Cultural Arts Grant funds recommended ($4,500) will be used towards the cost of Professional Services (Artist Fees) 1706-013 Los Hermanos Familia West Texas Latino Artist Show & Dia de los Muertos Celebracion Amount Requested: $ 2,300 Amount Recommended: $ 1,150 Los Hermanos Familia requested $2,300 to assist with costs associated with the presentation of the West Texas Latino Artist Show & Dia de los Muertos Celebraci6n to be held on October 29, 2017 at the Lubbock Memorial Civic Center. The event will showcase the work of Latino artists and offer a cultural experience through local performers, traditional and modern, as well other activities associated with the Day of the Dead Celebration. Funds requested are to cover the cost of stagehand fees, security and facility rental. Committee Comments: • Project has good artistic merit • Application indicates a good marketing plan for the area surrounding Lubbock; however, applicant is encouraged to market regionally and/or on statewide tourism websites to encourage tourism as well as overnight stays • Future applications need to include more detail as to how applicant plans to measure tourism and room nights generated; may require more advance planning before submitting application • Cultural Arts Grant funds recommended ($1,150) are to be used towards Professional Services — Stagehand Fees ($500) and Facilities ($650) 1706-014 Flatland Dance Theatre Origin Stories: Exploring Ancestry through Dance Amount Requested: $ 3,100 Amount Recommended: $ 1,550 The Flatland Dance Theatre requested $3,100 to assist with professional services (choreographers and principal dancers) and promotion/publicity expenses associated with the presentation of "Origin Stories: Exploring Ancestry through Dance". Performances will take place on November 30, 2017 and December 2, 2017 in the Underwood Center Firehouse Theatre. The November 301h performance will be "Students and Seniors Night" with reduced ticket prices to insure accessibility to the arts for those on limited and/or fixed income. The production will take audiences around the world to explore ancestry and diverse cultures. Through dance, the choreographers will explore history, genealogy, family dynamics, biology, 8 and genetics to tell the stories of their descendants and will feature seven original dance works, including one site -specific work that will occur prior to the show in the lobby of the Underwood Center. Committee Comments: • Project has good artistic merit • Application indicates a good marketing plan for generating tourism outside the Lubbock area, including the use of tourism websites • Application indicates a good plan for tracking out of town attendees through zip code data provided from Select -a -Seat • Application indicates good foundation support • Cultural Arts Grant funds recommended ($1,550) will be used towards Professional Services (Choreographers/Principal Dancers) and/or Promotion and Publicity 1706-015 Ballet Lubbock The Nutcracker 2017 Amount Requested: $10,000 Amount Recommended: $ 6,500 Ballet Lubbock requested $10,000 to assist with advertising and promotion of The Nutcracker which will be performed December 13-17, 2017 at the Lubbock Memorial Civic Center. The production will feature over 150 local dancers as well as 45 musicians in the live Nutcracker Symphony Orchestra. The formal guide book will describe the extensive collection of exhibits at the Museum and provide a map of the building and grounds. The publication, produced by the Donning Company Publishers, will be of the highest quality using historic photographs, artifact and exhibit images with narrative and caption text. The Windmill Museum is internationally recognized as the most comprehensive collection of wind power exhibits in the world. The Guide Book would help promote Lubbock as well as the Museum. This project and its initial funding would provide for 6,000 copies of the book; sales of the book would be used to purchase re -prints. Lubbock Community Theatre 2017 Fall Season Amount Requested: $ 9,200 Amount Recommended: $ 4,600 The Lubbock Community Theatre requested $9,200 to assist with promotion/publicity expenditures associated with the presentation of their Fall Season of plays. The productions will include Broadway hit The Addams Family, which will be performed at the Underwood Center for the Arts; The Last Days of Judas Iscariot, a poignant thought provoking play by Pulitzer — prize winning playwright, Stephen Adly Guirgis, which will be performed on the stage of the Lubbock Community Theatre on Boston Avenue as well as the classic British comedy Blithe Spirit by renowned playwright Noel Coward. Working again with the Texas Tech Department of Theatre and Dance, a Panto -style production will be produced as the season's Christmas presentation. Panto is a musical comedy style of theatre that dates back to the Renaissance and includes local humor and storytelling. Activities will include the Grito de Delores Ceremony at the Landwer-Manicapelli House in Buddy Holly Park along with a display of art pieces by local Hispanic artists; the Reina Hispana Pageant at Cavazos Jr. High; a parade on Broadway; and the main celebration using the Reagor Dykes Stage at the Underwood Center for the Arts. The outdoor stage at LHUCA will feature local bands including traditional Mariachi groups and Folklorico dancers.
