BOX 2000 Lubbock, Texas 79457 Dear Sir: ENGINEER -DIRECTOR R. E. STOTZER, JR. IN REPLY REFER TO We are proposing the removal and replacement of all of or part of the roadway to conform to current safety standards. The section from 58th St. to 50th St., will consist of the removal of all of the roadbed and replaced with approxima- tely 6" of Flexible Base, followed by 600 lb/SY of Asphalt Stabilized Base, and overlayed with 200 lb/SY of type D Asphalt Concrete Pavement. The section from 50th St. to 3rd St. will be planed down approximately 311. After sealing any cracks found, a Fabric underseal will be installed, followed by 200 lb/SY of type C Asphalt Concrete Pavement and overlayed with 125 lb/sy of type D asphalt concrete Pavement. Approximately 9" of concrete Pavement will be placed at the approaches of various intersections in order to eliminate the present plastic deformation of the asphalt due to stopping loads. These intersections have been rehabilitated on several occasions only to shove again under the heavy loads. The concrete sections will serve to eliminate this maintenance problem. At the intersection of 50th St. and US 84 (Ave Q) a right turn lane will be placed on the Southbound travelway as requested by the City of Lubbock Engineer. Larry Cunningham Page 2. March 11, 1988 We propose establishing a temporary construction speed zone of 35 MPH within the limits of this project during the period of construction. Please furnish us a letter indicating your concurrence with this proposed action. There are no floodplains or wetlands involved, and there are no known species of endangered or threatened plants or wildlife in the area. No adverse effect is anticipated on any public water supply as a consequence at the proposed project. Based on previous experience with similar projects, noise levels are not expected to increase. During construction, care will be taken to avoid unde- sirable noise conditions to the extent possible, there are no known receptors in the area of project. This project is scheduled for letting in June, 1988. We request your concurrence and signature of Mayor B. C. McMinn on the original Title sheet. Sincerely, William M.
