March 24, 1988 II Item 24 PREPARED BY: Citibus DATE: March 11, 1988 RESOLUTION BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: THAT the Mayor of the City of Lubbock BE and is hereby authorized and directed to execute for and on behalf of the City of Lubbock an application for a grant, under the Department of Transportation, Urban Mass Transportation Act of 1964, as amended, to provide for Capital Assistance, Technical Studies, and Operating Assistance for the period from October 1, 1988 through September 30, 1989, which shall be spread upon the minutes of the Council and as spread upon the minutes of this Council shall constitute and be a part of the Resolution as if fully copied herein in detail. Written comments must be received by 5:00 p.m., March 22, 1988. If such comments are received by that date, a public hearing will be held at 12:00 noon on March 23, 1988, in the Citibus conference room, 801 Texas Avenue. The projects under consideration are generally described as follows: CAPITAL GRANT Program of Projects: The project will consist of the purchase of three lift -equipped vans, bus shelters/turnouts, and miscellaneous shop equipment. Cost of this section of the grant is estimated at $216,871. Of this, $173,497 will be provided by,UMTA Section 9 funds, $28,374.by the City of Lubbock, and $15,000 by Texas Tech University. The project is scheduled to begin October 1, 1988. TECHNICAL STUDY GRANT Program of Projects: The project will consist of five elements: alternative financial and operational scenarios; monitor system and service development; maintenance of eligibility; develop a comprehensive long-range service plan; and purchase a computer system Cost of this portion of the grant is estimated at $75,000. Of this amount, $60,000 will come from-UMTA Section 9 funds, and $15,000 will be provided by the City of Lubbock. The project is proposed to begin October 1, 1988. OPERATING ASSISTANCE GRANT Program of Projects: This program will consist of the transportation services in the Lubbock urbanized area provided by City Transit Management Company, Inc., from October 1, 1988, to September 30, 1989. Cost of this portion of the grant is estimated at $1,700,000, of which $850,000 will be provided by UMTA Section 9 funds, $558,900 by the City of Lubbock, and $291,100 from non-farebox revenues. No person, families, or businesses will be displaced by these projects. There will.be no significant environmental impact upon the urban area. The proposed projects are in conformance with comprehensive land use and transportation plans for the area. The City of Lubbock will provide both a demand response system, which will serve the needs of the elderly and handicapped,. and half -fare on all regular transit routes. Interested persons or agencies may submit orally or in writing evidence and recommendation with respect to said projects on or before March 22, 1988. Cost of this portion of the grant is estimated at $134,971. Of this amount, the City of Lubbock will provide $26,994 and $107,977 will come from UMTA Section 9 funds. The project is proposed to begin October 1, 1988. TECHNICAL STUDY GRANT Program of Projects: The project will consist of five elements: alternative financial and operational scenarios, monitor system and service development; maintenance of eligibility; develop a comprehen- sive long-range service plan; purchase computer system.
