HomeMy WebLinkAboutResolution - 2850 - Adopt Official Council Visitor Recognition & Appreciation Policy - 05/26/1988BLL:dw Resolution #2850 May 26, 1988 Item 25 RESOLUTION WHEREAS, the City of Lubbock or the City Council will host special visitors to the City of Lubbock on occasion; and WHEREAS, the City Council has deemed it appropriate to recognize these individuals and commemorate their visits; NOW THEREFORE: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: THAT the Mayor and City Council hereby adopt the Official Council Visitor Recognition & Appreciation Policy which creates guidelines for the formal recognition of special visitors to the City of Lubbock, a copy of which is attached hereto as Exhibit A. McMINN, MAYOR Ran tte Boyd, City Secretary EDLATENT: d_Plis, Business Liaison Officer APPROVED AS TO FORM. i Benjamin L./Linton, Assistant City Attorney Resolution #2850 OFFICIAL COUNCIL VISITOR RECOGNITION AND APPRECIATION POLICY Objective: To establish guidelines for the formal recognition and expression of appreciation to special visitors to the City of Lubbock. Responsible Agency: Mayor and City Council Service/Policy: Occasionally, the City of Lubbock and/or the Lubbock City Council will host special visitors to the City of Lubbock. In order to recognize these individuals appropriately, City Council has deemed it appropriate to commemorate their visit by formal recognition. Four levels of recognition will be presented to distinguished vis- itors to the City. These recognitions and expressions of the City's appreciation will be formally presented by the City Council or its designated representative according to the following crite- ria. TIER ONE Tier One recognitions will be presented to the following: 1. Visiting Heads of States -- This would include the President of the United States, the head of state of any foreign government, or the governor of any state. 2. Delegations in Lubbock for the purposes of: a. Participating in various levels of exchange with the municipal organization (initial sister city visits, etc.), or Official Council Visitor Recognition and Appreciation Policy Page 2 b. Entering into final negotiations representing significant economic development opportunities for the City of Lubbock. Barring any express action by the City Council, the Mayor or his designated representative is authorized to make these presenta- tions in accordance with the criteria noted above. TIER TWO Tier Two recognitions will be offered to the following: 1. High ranking government officials other than heads of state. Examples might include the Vice President, members of the President's Cabinet, Texas officials elected on a statewide basis, etc. 2. Individuals of national stature. Examples might include former Presidents of the United States, artists of national stature, etc. Barring any express action by the City Council, the Mayor or his designated representative is authorized to make these presenta- tions in accordance with the criteria noted above. TIER THREE Tier Three recognitions will be offered to: 1. Individual members of delegations such as those de- scribed in Tier One. Barring any express action by the City Council, the Mayor or his designated repre- sentative is authorized to make these presentations in accordance with the criteria noted above. 2. Individuals who have rendered outstanding service to the City of Lubbock. Recognition in this capacity will require a separate resolution by the City Coun- cil. Official Council and Appreciation Page 3 TIER FOUR Visitor Recognition Policy Tier Four recognitions will be offered to individuals who are in town for "semi-official" purposes. Examples would include members of visiting student delegations, etc. Barring any express action by the City Council, either the Mayor (or his designated represen- tative) or any member of the Council would be authorized to make these presentations in accordance with the criteria noted above. OTHER CONSIDERATIONS From time to time, it may be deemed appropriate to refrain from recognizing individuals and/or organizations whose actions may be regarded as either excessively controversial or subversive. In the absence of any Council action, the Mayor will be authorized to determine the appropriateness of such situations on a case-by-case basis. There shall be a Review Committee under this policy consisting of the Mayor, two Council members, and the City Manager for the pur- pose of deciding questions which might arise as to the appropri- ateness of an official recognition to a visitor or delegation or under which tier a recognition to an official visitor or dele- gation should be made. The Mayor shall appoint the first two Council members to serve on this Review Committee for a six month period, then a rotation policy on six month intervals will be established.
