THAT the Mayor of the City of Lubbock is hereby autho- rized and directed to execute for and on behalf of the City of Lubbock the cover sheet for the plans for proposed State highway improvements as fol- lows: Loop 289 Frontage Roads - From FM 1730 (Slide Road) to University Avenue; FM 1730 (Slide Road) from 0.1 mile North of Loop 289 to 0.1 mile South of Loop 289. (A) Control 783-1-58: from FM 1730 (Slide Road) East to Quaker Avenue. (B) Control 783-1-59: from FM 1730 (Slide Road) East to University Avenue. (C) Control 1344-2-13: from 0.102 miles North of Loop 289 to 0.99 miles South of Loop 289. SECTION 2. THAT said execution by said Mayor was requested by letter addressed to Mr. Larry Cunningham, City Manager of the City of Lubbock, from Edward P. Hensley, District Design Engineer of the Lubbock Office of the Texas State Department of Highways and Public Transportation, under date of May 9, 1988. E. STOTZER, JR. IN REPLY REFER TO Limits: Loop 289 Frontage Roads - from 1730 (Slide Road) to University Ave. 1730 (Slide Road) from 0.1 mile North of Loop 289 to 0.1 mile south of Loop 289. BOX 2000 Lubbock, Texas 79457 Dear Mr. Cunningham: We are proposing the reconstruction of the Frontage Roads and ramps of Loop 289 from FM 1730 (Slide Road) to University Avenue and the widening of FM 1730 at Loop 289. The reconstruction on Loop 289 will provide a consistent pavement design throughout the project in conjunction with the ramps. Entrance and exit ramps will be widened in order to meet current safety standards. In addition ramps bet- ween Slide Road and Quaker will be reversed. This change will eliminate the current queuing problem near those intersections. The intersection at Slide Road and Loop 289 will be widened, this adding one additional through lane in each direction. Also, concrete pavement approaches will be placed on deceleration lanes in order to eliminate the present plastic deformation of asphalt due to stopping loads. The present horizontal and vertical alignment of both roadways will be main- tained with the exception of the ramp reversals. There are no floodplains or wetlands involved, and there are no known species of endangered or threatened plants or wildlife in the area. Mr. Larry Cunningham Page 2. May 9, 1988 No adverse effect is anticipated on any public water supply as a consequence of the proposed project. Based on previous experience with similar project, noise levels are not expected to increase. During constructions, care will be taken to avoid undesirable noise conditions to the extent possible. There are no know receptors in the area of the project. This project is scheduled for letting in September, 1988. We request your your concurrence and signature of Mayor B. C.
