RESOLUTION
WHEREAS, pursuant to Article IV, Section 5 of the Amended and Restated Bylaws of the
Market Lubbock Economic Development Corporation (the "Corporation"), the City Council
of the City of Lubbock (the "City Council"), as the Corporation's authorizing unit, has the
authority to approve all programs and expenditures of the Corporation; and
WHEREAS, the City Council finds that it is in the best interest of the public to approve the
program or expenditure, as proposed to the City Council by the Corporation, as set forth in
Exhibit "A" attached hereto and incorporated herein by reference; NOW THEREFORE:
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Downtown Facade Grant program or expenditure of the Corporation, in the
amount set forth in Exhibit "A" attached hereto and incorporated herein by reference, to be
provided to Plains Properties, LLC, is hereby approved pursuant to Section 5 of the
Amended and Restated Bylaws of the Corporation.

DOWNTOWN FACADE GRANT
THE STATE OF TEXAS
COUNTY OF LUBBOCK
At a regular meeting of the Board of Directors of MARKET LUBBOCK ECONOMIC DEVELOPMENT
CORPORATION, INC., a Texas nonprofit corporation (MLI), on Wednesday, November 18, 2020, held in conformity with
the bylaws, after due notice as therein provided, a quorum being present and acting, the following resolution was unanimously
adopted:
WHEREAS, MLI presented to members of the Board the proposal of a possible Economic Development Grant and
Contract to Plains Properties, LLC for renovations of the property at 1005 151h Street. Plains Properties is a two -member local
real estate company formed in 2009. Chris McNeese is a lifelong Lubbock resident that is actively involved in residential and
commercial projects across the city. Dustin Jones is a real estate broker and appraiser originally from Floydada. Both are
graduates of Texas Tech University and have solid roots in West Texas and Lubbock specifically. Chris and Dustin began
purchasing residential renal property in 2007 and continue to purchase and construct residential and commercial properties
across the city.
. The scope of facade work will include renovating framing, brick and stucco, decorative roof improvements and new
glass totaling $56,574 in facade expenses at 1005 15`h Street, which is located in the Downtown TIF. The terms and conditions
of such Economic Development Grant and Contract, other than the normal terms and conditions applicable to all such
Economic Development Grant and Contracts by the Corporation, are described generally as follows, to wit:
Grant for the Plains Properties, LLC, a Downtown Facade Grant for $25,000 for the project at 1005 151 Street, which
is located within the Downtown TIF, once proof of payment has been submitted.
WHEREAS, The Board of Directors of MLI finds that an Economic Development Grant and Contract offering the
incentive for providing assistance to renovations to their property, meet and comply with the qualifications and purposes of the
Corporation for the granting of such Economic Development Grants and Contracts.
Upon Motion by Director, Dr, John Opperman and Seconded by, Director, Ms. Regina Johnston.
IT WAS RESOLVED that MLI offer and, if accepted by Recipient, enter into an Economic Grant and Contract with
Plains Properties, LLC, for the improvements to the building at 1005 151h Street, Lubbock, Texas. This Economic Development
Grant and Contract will be on the normal terms and conditions of such Downtown Grant Program and Contract offered by MLI
to existing businesses and business prospects and authorize the CEO to enter into and execute all documents related to the
Economic Grant and Contract.

We thank you for the opportunity to work with you on your facade renovation project that is proposed for
1502 Texas Avenue here in Lubbock Texas.
After further consideration of the preliminary program conveyed to us, we would propose to provide
architectural services for the project, as illustrated below, for a fixed fee of $5,500. We do not anticipate
the use of a structural engineer on the project. If the City of Lubbock requires structural design or if we
feel the need for structural engineering services, we will consider it as additional services and invoice it
with no make-up in addition to the fee stated above.
Programing and Project Development:
• Meet with City of Lubbock officials and staff.
• Measure existing structures and conditions.
Design Development:
• Schematic elevations and site plan, two schemes with minor adjustments.
• Development of approved scheme for construction documents.
Construction Documents:
• Exterior elevations.
• Wall sections and details.
• Material selection and specifications.
• Site plans to ensure existing entrances to comply with TAS (ADA).

Different mounting substrates may require different solutions. Nichiha does not warranty
projects with an ICF substrate.
Standard stock color panels and trims have a 2 week lead time from PO receipt or payment. If
a quicker transit time is needed and there is availability, an additional freight charge may be
incurred. If expedited transit is required please notify us immediately.
Custom Color lead time is 10 weeks. Sampling process takes about 3 weeks. Custom Painted
material sales are final, no returns/cancellation after ordering.
We do allow Will Call orders (Customer Pickup) at our Puyallup, WA and Macon, GA facilities
with S-7 day lead time. All Customer Pick -Ups will be deemed to be of good quality and
therefore no claims can be made; Nichiha will not accept claims for damaged materials when
customer arranges own shipping/pick-ups.
Receiver to provide off-loading equipment AND room to turn around a 40'-48' tractor trailer.
Please inspect product at time of delivery and notate any damage/missing items on delivery
documents. Damage sometimes occurs during transit. Any claims due to freight damage
must be filed with Nichiha Customer Service within 24 hours of receiving materials.
