Vandiver, -]First Assistant City Attorney 31 V d STATE OF TEXAS § CONVENTION & TOURISM PROMOTION ACTIVITY AGREEMENT COUNTY OF LUBBOCK LUBBOCK LAKE NATIONAL ARCHAEOLOGICAL LANDMARK THIS AGREEMENT is entered into by and between the City of Lubbock, herein called "City", and The Museum of Texas Tech University, herein called "Museum". WITNESSETH WHEREAS, the City has heretofore adopted a hotel -motel room occupancy tax pursuant to V.T.C.A., Tax Code Sec. 151.101, et seq., as amended, for the purpose of providing funds for the enhancement and promotion of conventions and tourism in Lubbock; and WHEREAS, 1989 marks the 50th Anniversary of the initial excavations and the opening of a new multi-million dollar research and interpretation facility at the Lubbock Lake Landmark and State Historic Park; and WHEREAS, to celebrate and publicize these events, a week- long series of events have been planned for October 1 through October 8, 1989, by the Museum and the Lubbock Lakesite Committee; and WHEREAS, it is anticipated that some 5,700 persons from throughout the United States will visit during the week of October 1 to October 8, 1989, and perhaps as many as 200,000 visitors will visit the Landmark annually hereafter; and WHEREAS, the Museum has requested that the City of Lubbock participate in the funding of certain costs related to the advertising of such event nation-wide, including the printing of brochures, flyers, announcements and posters; and postage costs for said printed materials; and WHEREAS, the City Council of the City of Lubbock has determined that such activities by the Museum and the Lubbock Lakesite Committee will be a significant activity in the attraction of tourists and visitors to the City of Lubbock both during the event and thereafter; and WHEREAS, the City is authorized by statute to select and contract with organizations in the performance of activities such as these promoting conventions and tourism for the City of Lubbock; NOW THEREFORE: THE PARTIES hereto do agree as follows: THAT the City will, and does hereby allocate and agree to provide $12,500.00 to the Museum for use in accordance with this Agreement and the letter from Mr. Gary Edson, director of the Museum, dated April 25, 1989, which is attached hereto as Exhibit A; and ,UAowe APOV THAT the II will only be used or disbursed by the Museum for those purposes stated herein and in Exhibit A hereto pertaining to printing and postage for printed materials promoting said anniversary celebration and opening of new facilities at the Lubbock Lake National Archaeological Landmark and State Historic Park; and THAT following receipt and disbursement of the funds provided for by this Agreement, the Museum shall furnish the City a final report as to expenditure of said funds and including evidence that such disbursements were in accordance with this Agreement; and THAT such final report shall indicate the number of visitors attending the events celebrating the 50th Anniversary and completion of new facilities at the Landmark during the week of October 1 to October 8, 1989. "Peck" McMinn Mayor, City of Lubbock 1625 13th Street Lubbock,Texas 79401 Dear Mayor McMinn: As you are well aware the Lubbock Lake National Archaeological Landmark and State Historic Park is an integral aspect of the history of Lubbock,; and West Texas. However, despite a concerted effort, public knowledge of the Landmark and appreciation of the regional and national heritage that it represents have been extremely, limited. Saturday morning guided tours during the summer field season were begun in 1973 and arranged tours throughout the year were instituted in 1975. Since then, thousands of visitors have come to visit the site to view the excavations and to learn about the natural and cultural history of the region. Programs on Lubbock Lake are given in classrooms, at community centers, and for civic organizations throughout the region. However, the majority of public access to such information has been limited to the immediate West Texas area. Given the significance of the site, the Museum, Texas Tech University, and community and state supporters have been seeking a solution which will allow national and international scholars and laypersons alike access to the unique resources and information available from the Lubbock Lake Landmark. This year, 1989, marks the 50th anniversary of excavations and the celebration opening of a multi-million dollar research and interpretation facility at the Lubbock Lake Landmark. Both the anniversary celebration and the new facilities will have a p7ofound impact on the study of Early Man in the New World and will make Lubbock, Texas an internationally-reknowned center for those studies for years to come. To celebrate and publicize those activities, a week- long series of events have been planned for October 1 through 8, 1989. These events are oriented to mirror the interaction of the scholarly and public communities and the dual role that the Landmark plays in the humanities and public education. The audience for the celebration week is estimated at a minimum of 5,700 persons. This number includes international scholars recognized for their work in archaeology and Early Man studies and prominent regional and "An Equal Opportunity/Affirmative Action Institution" Exh►bi+ A Of a City of Lubbock Page 2 national supporters of the Landmark. The field guidebooks and initial run of the symposium volume will be distributed to at least 3,000 individuals. In addition, and certainly not of less importance, is the long-term recognition and impact which will be seen from the celebration events. If the celebration week is as successful as suggested by the Lubbock Visitors and Convention Bureau, it may be just the activity needed to kick-off tourism for the Landmark. (The. Visitors and Convention Bureau estimates over 200,000 people will come to the Lubbock area each year specifically to view the excavations and artifacts at the Landmark.) And, not only will the visitors recognize the importance of the Landmark and enjoy other attractions of the city, but the impact of their dollars will have a profound effect on the economy of the region. Realizing the potential impact of this resource on the community in terms of tourism as well as national and international recognition, it seems appropriate to request financial support of this important project from the city of Lubbock. Specifically, the funds Mr. Nash has requested will be used in the following manner: Printing $4,500.00 (brochures, flyers, announcements) Postage 3,700.00 (brochures, flyers, letters to scholars/guests) Publicity 4,000.00 (announcements, flyers, advertisements) Poster 300.00 (partial payment for printing) Total Request - City of Lubbock $12,500.00 Your consideration of Mr. Nash's request is appreciated.
