HomeMy WebLinkAboutResolution - 3236 - Support - Morales Bill - Local Cost Reimbursment, State Mandates - 10/24/1989i DGV:da RESOLUTION Resolution #3236 October 24, 1989 Item #21 WHEREAS, State -imposed mandates for Texas municipalities frequently require the expenditure of substantial amounts local government tax funds; and WHEREAS, legislation is proposed to be introduced in the November, 1989, Special Called Session of the Texas Legislature by Representative Dan Morales to require the State of Texas to reimburse local governments for the cost of implementing State mandated programs; and WHEREAS, the City Council of the City of Lubbock desires to support and encourage the passage of such proposed legislation; NOW THEREFORE: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: THAT the City Council of the City of Lubbock fully supports and encourages passage of the Morales Bill on State mandated costs during the November, 1989, Special Called Session of the Legislature in order to relieve local governments of the increasing financial burdens of meeting State -imposed mandates; and THAT the City Manager or his designated representative is hereby directed to provide copies of this Resolution to Representative Dan Morales and to all Lubbock area legislators. McMinn Mayor, City of Lubbock Post Office Box 2000 Lubbock, Texas 79457 COMMITTEES: CRIMINAL JURISPRUDENCE, CHAIRMAN WAYS AND MEANS J Dear Mayor McMinn: As you very well know, recent months have ----seen an unprecedented increase in property tax rates at the local level. Cities, counties, school districts and other local taxing jurisdictions have been forced to seek additional revenue, due in significant part, to state -imposed mandates. As a result, Texas property tax rates are now among the highest in the nation. To address this concern, I intend to re -introduce in the November special session of the Legislature, my proposal to compel the state to reimburse local units of government for all costs incurred in implementing state -imposed mandates. As you may recall, my bill won committee approval last session, but was caught in the end -of -session crunch and died before coming up for a full House,vote. I believe we have a good shot at finally getting this proposal passed this special session and I need your help. Last session, the Texas Municipal League, Texas Association of School Boards, Texas Association of Counties and other local government groupsjoined together in support of this crucial legislation, but if we are to be successful in November, strong support from individual local elected officials is critical. .Please send a resolution or letter of endorsement for my proposal to my Capitol office before October 31, 1989. I am planning to submit your letters and resolutions to the Governor's office early in November as part of my- formal request that the call be opened to include my bill. Our state's fiscal problems will not be solved by simply transferring those problems to local taxpayers. State government has a moral obligation to pax for its mandates.
