RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor of the City of Lubbock BE and is hereby authorized and
directed to execute for and on behalf of the City of Lubbock an Emergency
Shelter Grant Application for the year 1990 and related documents, which
Application is attached herewith, which shall be spread upon the minutes of
the Council and as spread upon the minutes of this Council shall constitute
and be a part of this Resolution as if fully copied herein in detail.

SHELTER GRANT PROGRAM
CERTIFICATIONS AND ASSURANCES
I, B. C. McMinn, Chief Executive Officer of the City of Lubbock,
Texas, hereby certify and assure the following in accordance with 24
CFR 576.51(b)(2):.
(1) The City of Lubbock certifies that the activities proposed
in this application for Emergency Shelter Grant funding are
consistent with the City of Lubbock's Comprehensive Homeless
Assistance Plan (CHAP). In addition, if any of the grant
funds are used for an activity conducted outside the --City of
Lubbock's jurisdiction, the City of Lubbock will secure and
provide to the U.S. Department of Housing and Urban
Development a certification that the activity is consistent
with the CHAP submitted by the following jurisdiction, as
applicable:
(a) if the activity is conducted within the boundaries of a
city or urban county having its own CHAP, then a
certification from its appropriate official of that
jurisdiction; or
(b) if the activity is not conducted within a unit of local
government having its own CHAP, then a certification
from the appropriate State official.
(2) The City of Lubbock certifies that it will provide the
matching supplemental funds required by §576.71. Matching
funds in the amount of $50,000 will be provided by the
nonprofit subrecipients of these Emergency Shelter Grant
Funds.
(3) The City of Lubbock certifies that it will comply with:
(a) the requirements of §576.73 concerning the continued
use of buildings, for which emergency shelter grant
amounts are used, as emergency shelter for the
homeless;
(b) the building standards requirements of 5576.75; and
(c) the requirements of §576.77 concerning assistance to
the homeless.

(4) If grant amounts are used to provide emergency shelter for
the homeless in hotels or motels, or other commercial
facilities providing transient housing, the City of Lubbock
certifies that:
(a) leases negotiated between the City of Lubbock, or
nonprofit subrecipient (as appropriate), and providers
of such housing will provide that the living space will
be rented at substantially less than the daily room
rate otherwise charged by the facility; and
(b) the City of Lubbock, or nonprofit subrecipient (as
appropriate), will first consider using other
facilities as emergency shelter, and will determine
whether the use of facilities referred to in this
paragraph (b)(2)(v) provides the most cost-effective
means of providing emergency shelter for the homeless
in its jurisdiction.
(5) The City of Lubbock certifies that it will conduct its
emergency shelter grant activities under this part, and will
ensure that any nonprofit subrecipients conduct their
activities under this part, in conformity with the
nondiscrimination and equal opportunity requirements
contained in §576.79(a) and the other requirements of this
part and of other applicable Federal law.
(6) The City of Lubbock certifies that any Emergency Shelter
Grant funds allocated under §576.21(a)(4)(ii) (homeless
prevention for families that have received eviction notices
or termination of utility services) will not supplant
funding for pre-existing homeless prevention activities from
any other sources.
(7) The City of Lubbock assures that it will assume all the
environmental review responsibilities that would otherwise
be performed by HUD as the responsible Federal official
under NEPA and related authorities cited in 24 CFR 58.5,
including acceptance of Federal court jurisdiction, under
§576.52.
(8) The City of Lubbock assures that it will comply with the
requirements of the Uniform Relocation Assistance and Real
Property Acquisition and Real Property Acquisition Act of
1970 (URA) (42 U.S.C. 4601-4655) at 5576.80.
(9) The City of Lubbock assures that it and the subrecipients of
ESGP funds will take all reasonable steps to minimize the
displacement of persons as a result of a project assisted
under this Part, in accordance with the URA.

(10) The City of Lubbock certifies that it and the subrecipients
of Emergency Shelter Grant funds will provide a drug free
workplace in accordance with the Drug Free Workplace Act of
1988.
(11) The City of Lubbock certifies that the submission of the
application required by 24 CFR 576.51(b) is authorized under
applicable provisions of law, and that the City of Lubbock
possesses the legal authority to carry out emergency shelter
grant activities in accordance with provisions of this part.

II. Descriptive Title of Applicant's Project (continued)
Upon notice of fund availability under the Emergency Shelter Grant
Program from the U.S. Department of Housing and Urban Development
(HUD), the City of Lubbock sent out Requests for Proposals to sixteen
social service agencies. Six proposals were received and reviewed by
a citizens review committee of the City of Lubbock.
The selection of programs to be funded with Emergency Shelter Grant
funds was based on the proposals' consistency with the City of
Lubbock's Comprehensive Homeless Assistance Plan, as approved by HUD,
and consistency -with the Emergency Shelter Grant regulations.
The social service agencies whose programs were selected for funding
met the matching funds requirements.

Emergency Shelter Grant Program Funded Proposals
Lubbock Regional.MI-IMR - Midway Complex $20,000
The Midway Complex provides services to persons with little or no
means to pay for substance abuse treatment. Many of the clients are
homeless as a result of abuse or addiction to drugs/alcohol.. Services
are provided to males and females, eighteen years of age or older
through three residential units; Detox, Inpatient Treatment and
Intermediate Care. The Detox Unit provides medical., hospital based
withdrawal from alcohol and/or other drugs.. The. Inpatient Treatment
program, 28 to 45 days in length, provides education, individual and
group therapy delivered by alcohol and drug counselors, the program
Psychologist and Community Service Aids. The. Intermediate Care or
Transitional Living Unit provides up to 4 months of alternative living
arrangements for persons who have completed treatment but who have no
place in which to live.
Room, board, transportation for medical.needs, job finding, job
attendance and support group attendance is provided for all residents.
The Complex is housed in a 3 -wing building which can accommodate 32
clients. Last year the Midway facility served 591 individuals.
The request for funding is for renovation and major rehabilitation of
the Midway Complex (1601 Vanda.
Matching funds will be provided by staff salaries. The majority of
current operating funds are provided by the Texas Department of Human
Resources.
Women's Protective Services $20,000
Women's Protective Services provides emergency shelter to battered
adults and their children. The maximum length of stay is 30 days.
During this time the residents are provided shelter,. food, clothing,
group and one-to-one counseling, medical prescriptions, bus passes,
access to medical and legal help, plus information and referral to
other social services. Comprehensive children's services are also.
provided.
The facility is a 16 unit apartment complex composed of 2 bedroom
units. The families cook and eat their meals in a communal. kitchen,
and eating area.

WPS is funded by individuals. and groups, churches., the Texas -
Department of Human Services, private foundations and the United Way
of Lubbock. WPS is a private non-profit organization governed by a
voluntary board.
Women's Protective Services (WPS) is requesting rehabilitation funds
for the renovation of their shelter's kitchen facility. The requested_
rehabilitation includes theinstallation of kitchen cabinets, a
commercial grade dishwasher, garbage disposal, trash compactor and a
steam table. The remodeling of the kitchen area will include the.
removal of the wall separating the kitchen and dining room, replacing.
ceiling and floor tiles, and the upgrading -of plumbing and electrical.
wiring ($2.0,000). An increase in the number of clients served.by the
shelter has made it necessary to convert the kitchen intoa cafeteria.

WPS has provided 1,708 residents of their facility 16,257 resident.
days of shelter during the period Oct. 1988 through.Nov. 1989. During
this same period WPS has provided 48,771 resident meals. During the.
past year WPS has increased.the number of meals served from one to
three meals per day.
WPS proposes to match this funding request with the Fair Market Value
of the building which houses the kitchen/dining facility.
Guadalupe Economic Services Corporation $ 7,000
GESC owns and operates.3 emergency shelters with 24 units toprovide.
shelter to homeless clients.. The shelters which are located at 108 E.
Stanford, 2701 Clovis Road -and 21.17-2123 E. 2nd.Street can house.up.
to 96 individuals per night. GESC operates a medical clinic with.
three full time employees which provide medical services to the
homeless. The medical services include laboratory work,
prescriptions, X-rays, emergency room services and specialist -
ref erral-s.
pecialist_referrals. Additionally, GESC also provides case management services -
for homeless clients, emergency food, transportation and other
specialized service -%. GESC is a private non. -profit organization
governed by a.voluntary board.
Guadalupe Economic Service Corporation (GESC) is requesting funding
for the payment of operating and maintenance.expenses-($7,000) on
their three homeless shelters.
GESC proposes to match this request with the appraised value of their
building located at 2717 A & B E. 2nd Street.

City of Lubbock - Community Services $10,000
The Community Services Department currently operates a homeless
assistance program with funding from the Texas Department of Community
Affairs. The program is a prevention measure and helps families from.
becoming homeless.
This grant will supplement the Community Services Block Grant the
Department of Community Services receives from the Texas Department of
Co=unity Affairs. The clients assisted through this program are
referred by other social service agencies.. To receive transpartatioa
vouchers.cli.ent.s'must prove they are seeking employment or staying at
a shelter. For clients_ to receive mortgage assistance, a letter from
the lending institution verifying foreclosure must he presented_ To
receive rental assistance., clients must present their legal eviction-
notice.

requirement of the ESG Program and State Program in order to provide.

The profile of the average client is a female head of household with
children needing short term rental assistance_
The request is to provide rent and mortgage assistance, food -and -gas.
vouchers to families being evicted from their homes. It is estimated._
that the requested funding will assist approximately 22a households..
