RESOLUTION
WHEREAS,the City Council of the City of Lubbock (the "City Council") adopted a
revised Comprehensive Plan(the "Plan") for the City of Lubbock on December 17, 2018
through Ordinance No. 2018-00141 in order to promote the public health, safety, and
welfare of the citizens of Lubbock, Texas and to promote sound, long-range planning and
development; and
WHEREAS, the City Council created a committee on February 25, 2019 through
Resolution No. 2019-R0061, named the Comprehensive Plan Oversight Committee (the
Committee"), that works with city staff, consultants, and leaders to ensure effective,
thorough, and timely administration of the newly adopted Plan; and
WHEREAS,the Committee is informed by staff and consultants concerning the progress
of Plan implementation throughout the various stages and projects that comprise the Plan;
and
WHEREAS, the Committee reports to the City Council on an annual, or otherwise
regularly scheduled, basis regarding the progress and accomplishments of the Pian
implementation, as well as any other relevant matters regarding Plan implementation;
NOW,THEREFORE:
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Annual Report of the Comprehensive Plan Oversight Committee is hereby
accepted by the City Council. Said Report is attached hereto and incorporated within this
Resolution as if fully set forth herein and shall be included in the minutes of the City
Council.

SUBJECT:Year-end Report
Since the creation of the Comprehensive Plan Oversight Committee (CPOC), the Committee has
convened three times in public forum. These meetings occurred on June 27, September 18 and November
18, 2019. Each featured a staff presentation on the status of various projects identified as priorities within
the 2040 Comprehensive Plan. Generally speaking, the Committee finds that they are satisfied with the
progress of the City staff in implementing the goals and objectives of the 2040 Comprehensive Plan, and
encourage the Council to continue to support staff in doing so.
The following is a report of the business covered in the meetings held thus far.
June 27, 2019:
Presentation and discussion by Planning Department staff regarding the Committee’s Roles and
Responsibilities, including the purpose of the committee, its chairman, structure and rules governing its
proceedings, as well as future meeting dates and times.
Presentation and discussion by Planning Department staff regarding the implementation matrix, goals and
priorities within the 2040 Comprehensive Plan.
Discussion regarding the neighborhood planning program, transportation planning, Parks Department and
the cultural arts corridor.
September 18, 2019:
City Manager Jarrett Atkinson thanked the committee for their service, and discussed the committee’s
charge. He presented information and answered questions regarding the recent Texas legislative session
and how it altered the open meetings act, affected quorums and agenda postings, and related items of
importance to the committee.
Presentation and discussion by Development Engineering staff on the Impact Fee study, including an
overview of impact fees and the status of the efforts of the Capital Improvement Advisory Committee
(CIAC).
Presentation and discussion by Parks and Recreation staff regarding parks and lake growth, plans for the
enhancement of the Canyon Lakes area, and current work on the McAlister Park Master Plan. Also
discussed were their efforts in working with the Storm Water Department to develop criteria for the playa
lakes, and ideas to partner with Lubbock Independent School District on recreational facilities.
November 18, 2019:
Planning staff updated the Committee with regard to the Downtown Master Plan efforts currently
underway, as well as the events associated with the second site visit of the Unified Development Code
(UDC) consultant, Kendig Keast Collaborative. Next steps in the UDC process were also discussed, as
well as the fact the project is currently on schedule.
Citibus staff, through their consultant, gave a presentation and discussion on the Comprehensive
Operational Analysis for Citibus Transportation Services currently underway.
The Committee discussed their first annual update to the City Council on December 3, 2019.
