HomeMy WebLinkAboutResolution - 4514 - Creates Neighborhood Certification Committee For Neighborhood Association - 06/09/1994Resolution No. 4514 June 9, 1994 Item #21 RESOLUTION WHEREAS, the City Council has heretofore indicated a desire to provide for official certification and recognition of neighborhood associations throughout the City of Lubbock; and WHEREAS, the City Council desires to insure the credibility of certified neighborhood associations as truly democratic organizations that are striving to be inclusive and beneficial to their neighborhoods; NOW THEREFORE: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: SECTION 1. THAT there is hereby created a Neighborhood Certification Committee to review and certify those neighborhood associations which meet the certification criteria established by the committee pursuant to authority granted by this Resolution. SECTION 2. THAT this committee shall be composed of seven members to be appointed by the City Council, including two members from the Lubbock United Neighborhood Association; one member appointed from the Community Development Advisory Committee; one member appointed from the Community Services Commission; one member from the Human Relations Commission; and two members at large. Four members shall serve for two years and three members shall serve for one year, as provided by the drawing of lots. The regular term of office shall be two years. SECTION 3. THAT the committee shall select a chairman and vice chairman from among its members and shall establish its own rules of order. The committee shall meet at such times and places as it deems necessary to carry out the purposes for which it was appointed. SECTION 4. THAT the neighborhood coordinator of the City of Lubbock shall serve as the staff liaison to the committee and shall serve as the secretary of the committee. SECTION 5. THAT the committee shall draft and maintain requirements for certification of neighborhood associations similar to the draft guidelines attached hereto. SECTION 6. THAT the Committee herein created and subsequently appointed by the City Council shall serve at the will of the City Council until such time as the City Council determines the work of the Committee is completed. Vandiver, First Assistant City Attorney ftyicodoca/hoodawLres March 1, 1994 2 S A X P L 8 D CERTIFICATION CRITERIA In order to facilitate its interest in working more closely with neighborhood associations, the City Council has defined a need to begin officially recognizing and certifying Lubbock's many neighborhood associations in order to ensure that they truly function in an open and democratic manner when representing the needs and opinions of their neighborhood. It will be the policy of the City to certify only one neighborhood association within the geographic boundaries of each neighborhood or area. In order to be eligible for certification by the City of Lubbock, neighborhood associations must meet the following minimum criteria: (a) Membership - The membership of a neighborhood association shall be open to all individuals and organizations within the defined boundaries of the association and not be limited by race, creed, color, sex, national origin, income, or homeownership. - Demonstrate efforts to gain broad-based participation in neighborhood issues and projects; including residents, businesses, churches, schools, non-profit agencies, and non- resident property owners. - Identify current officers that meet at least quarterly. Dues shall be collected only on a voluntary basis. - Hold a general meeting of the entire membership at least annually. - Maintain a current membership list of their association that shall be open and available for inspection by the City if necessary. (b) Dissent For any official or formal recommendation or opinion being forwarded to the City of Lubbock, a neighborhood association shall follow a written procedure by which dissenting views on any issue considered by the neighborhood associations shall be recorded and transmitted, along with any recommendations made by the association to the City. (c) Internal Dispute Resolution A neighborhood association shall follow a written procedure whereby persons may request the association to reconsider a decision which adversely affects the person or causes some grievance. (d) By -Laws Produce a copy of by-laws, approved by the neighborhood association, which clearly defines the geographic boundaries of the association and stipulates that meetings shall be run in an open and democratic manner. (e) Participation Participate annually in at least one neighborhood -wide project. (i.e. Alley Clean-up, Home Tour, Neighborhood Watch, etc.) (f). Certification Process It is proposed that a council -appointed Neighborhood Certification Committee be created to review neighborhood association's compliance with these guidelines and forward certification recommendations to the City Council for action. This committee would be composed of representatives from the following entities: Two from Lubbock United Neighborhood Association (LUNA), one from the Community Development Advisory Committee (CDAC), one from the Community Services Commission, one from the Human Relations Commission, and two at -large members. The staff liason would be the City's Neighborhood Coordinator. (g) Re -Certification Each certified neighborhood association would be required to re- certify every two years, going through the entire certification process again.
