HomeMy WebLinkAboutResolution - 4513 - Application & Strategic Plan For Designation As Enterprise Community, HUD - 06/09/1994Resolution No. 4513 June 9, 1994 Item 419 RESOLUTION WHEREAS, in January of 1994, the Secretary of Housing and Urban Development announced that HUD will designate up to 65 Enterprise Communities to receive Federal grant funds, tax benefits, and to have access to other Federal programs; and WHEREAS, on May 4, 1994, the Texas Department of Commerce pre -certified the qualifying application forms, data, and census maps of the Lubbock Enterprise Community; and WHEREAS, in March, 1994, the Lubbock City Council authorized all relevant City departments to work closely with other governmental agencies, service providers, private for profit and non-profit corporations, and affected citizens to prepare an application and Strategic Plan for designation as an Enterprise Community; and WHEREAS, the Lubbock City Council urged creative and innovative partnerships for revitalization to be formed by stakeholders and that letters of resolution and support for an Enterprise Community application and Strategic Plan be provided by all relevant stakeholders in the Enterprise Community area revitalization; and WHEREAS, an Enterprise Community Steering Committee, which included representatives of the neighborhoods impacted by an Enterprise Community Strategic Plan was formed and has been active in the development of the Strategic Plan; and WHEREAS, public meetings have been held to assure citizen input resulting in a Strategic Plan which provides economic opportunity, sustainable community development, community-based partnerships, and a vision for change, NOW THEREFORE: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: THAT, the application and strategic plan for designation as an Enterprise Community, which was formed as a collaborative effort between the residents of the Enterprise Community, service providers, the Enterprise Community Steering Committee, local businesses, and the City staff, is hereby approved for submittal to the Department of Housing and Urban Development; and THAT, if designated as an Enterprise Community, the Lubbock City Council provides assurances that it will, through the City of Lubbock staff, coordinate the services provided by community agencies and institutions to provide sustainable community improvements for the designated Enterprise Community, and will assure that periodic reports on the use of the funds will be provided, and THAT, we are providing assurances that we will continue our maintenance of effort for the Enterprise community revitalization through all other relevant programs throughout, and beyond the designated time period for the Enterprise Community Block Grant Funds.
