HomeMy WebLinkAboutResolution - 4495 - Budget Changes - CM - Fund 1444 To Traffic Signal Capital Project - 05/19/1994Resolution No. 4495 May 19, 1994 RESOLUTION Item #28 WHEREAS, Section 102.010 of the Local Government Code of the State of Texas authorizes City Councils to make changes in budgets for municipal purposes; and WHEREAS, in accordance with the City Budget Ordinance, the City Manager is authorized to make transfers between funds, accounts, departments or programs for City purposes; and WHEREAS, the City Council deems it advisable to change the budget for municipal purposes and reallocate funds as follows; NOW THEREFORE: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: THAT the City Manager of the City of Lubbock is hereby authorized and directed to make the following changes to the City of Lubbock Budget for municipal purposes: $60,000 shall be provided from Fund 1444 (Traffic Control System Capital Projects Fund/Unreserved-Undesignated Fund Balance) to provide for initial funding for a traffic signal capital project to install a traffic signal at the entrance (also known as Eileen Boulevard) to Lubbock Christian University at 19th Street (State Highway 114). Lubbock Christian University shall pay for one half of the cost of the completed project in accordance with the letter attached hereto as Exhibit A. THAT a copy of the changes made to the City of Lubbock Budget pursuant to this Resolution shall be filed with the City Secretary and County Clerk of Lubbock County as required by law. Box 2000 Lubbock, Texas 79457 Dear Mr. Cook: MAY 1994 4t; r J Exhibit A Office of the President I have reviewed your May 5, 1994, letter concerning the installation of a traffic light at the Eileen and 19th street intersection. Lubbock Christian University pledges to provide funding for one- half of the $60,000 project cost. We have talked with Mark Hindman, Director of Financial Services, and we understand the terms of our payment. The university will make five equal payments of $6,000 per year. Authorization to pay over a five year period allows for private funding through friends of the university who have already shown an interest in this project; however, are not capable of a one time $30,000 gift. As you know, our private drive, Eileen street, has become a main thoroughfare for university, high school, and elementary school traffic. Over the past five years we have seen a rising trend in accidents at this intersection, particularly for people leaving our campus and proceeding west bound. Consequently, installation of a traffic signal has been a frequent topic of discussion. Without question, the signal is critically important to the safety of individuals requiring access to our campus. Additionally, last year our student body prepared a petition of over 800 names (our total enrollment is 1175) requesting the installation of a traffic signal. The City's flexibility in terms allows us to meet the valid request of our student body and resolve a key safety issue that has plagued us for half a decade.
