RESOLUTION
WHEREAS, pursuant to Article IV, Section 5 of the Amended and Restated Bylaws of the
Market Lubbock Economic Development Corporation (the "Corporation"), the City Council
of the City of Lubbock (the "City Council"), as the Corporation's authorizing unit, has the
authority to approve all programs and expenditures of the Corporation; and
WHEREAS, the City Council finds that it is in the best interest of the public to approve the
program or expenditure, as proposed to the City Council by the Corporation, as set forth in
Exhibit "A" attached hereto and incorporated herein by reference; NOW THEREFORE:
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Downtown Fagade Grant program or expenditure of the Corporation, in the
amount set forth in Exhibit "A" attached hereto and incorporated herein by reference, to be
provided to Infection Controls, Inc. DBA Germblast, is hereby approved pursuant to Section
5 of the Amended and Restated Bylaws of the Corporation.

RESOLUTION APPROVING INFECTION CONTROLS, INC. DBA GERMBLAST
AT 1414 AVENUE J
DOWNTOWN FACADE GRANT
THE STATE OF TEXAS
COUNTY OF LUBBOCK
At a regular meeting of the Board of Directors of MARKET LUBBOCK ECONOMIC DEVELOPMENT
CORPORATION, INC., a Texas nonprofit corporation (MLI), on Wednesday, August 26, 2020, held in conformity with the
bylaws, after due notice as therein provided, a quorum being present and acting, the following resolution was unanimously
adopted:
WHEREAS, MLI presented to members of the Board the proposal of a possible Economic Development Grant and
Contract to Infection Controls, Inc. (DBA Germblast) which is installing a new sign at their property at 1414 Ave J, located
within the Downtown TIF. The scope of work will include installing a new sign on the exterior of the building (fagade) totaling
$41,135 in expenses. The terms and conditions of such Economic Development Grant and Contract, other than the normal
terms and conditions applicable to all such Economic Development Grant and Contracts by the Corporation, are described
generally as follows, to wit:
Grant for Infection Controls, Inc., a Downtown Fagade Grant for $20,568 for the project at 1414 Ave J, which is
located within the Downtown TIF, once proof of payment has been submitted.
WHEREAS, The Board of Directors of MLI finds that an Economic Development Grant and Contract offering the
incentive for providing assistance to renovations to their property, meet and comply with the qualifications and purposes of the
Corporation for the granting of such Economic Development Grants and Contracts.
Upon Motion by Director, Mr. Calvin Davis and Seconded by Director, Dr. Matt Bumstead,
IT WAS RESOLVED that MLI offer and, if accepted by Recipient, enter into an Economic Grant and Contract with
Infection Controls, Inc., for the improvements to the building at 1414 Ave J, Lubbock, Texas. This Economic Development
Grant and Contract will be on the normal terms and conditions of such Downtown Grant Program and Contract offered by MLI
to existing businesses and business prospects and authorize the CEO to enter into and execute all documents related to the
Economic Grant and Contract.

the 1950s and 60s, yet is modem and professional. The sign company would need 30-60 days for manufacture

Overview
• An Applicant must be a valid Owner or Tenant (Lessee) of the property needing improvements
• Properties must fall within the Lubbock Downtown TIF boundaries (Central Business District TIF)
• Single -Family residences are excluded.
• An Applicant is eligible to receive a permittable grant and/or facade grant per property (LCAD R#
or Development Lot), per enterprise, per fiscal year. (Expenses used in one application cannot
be used in another application.
• Applicant is not eligible for grant program funding if delinquent in property taxes according to
Lubbock Central Appraisal District (LCAD) records
• MLI disbursements are characterized as "reimbursable grants".
• Expenses eligible for reimbursement must relate to reasonable costs or expenses.
• Receipt of an application is not a guarantee of grant approval.
Grant Types
Permittable Projects
• Improvements require a City of Lubbock permit
• Improvements may be made to the exterior and/or interior of the property
• Improvements must total a minimum of $10,000
• The permittable grant reimburses 10% of approved expenses up to a $100,000 grant
• Permittable scope of work that may be considered:
• HVAC
• Plumbing
• Electrical
• Structural
• Any other work requring a City of Lubbock permit
Facade Projects
• Improvements may or may not require a City of Lubbock permit
• Improvements must be made to the exterior of the property facing the most prominent street
• Improvements must total a minimum of $1,000
• The facade grant reimburses 50% of approved expenses up to a $25,000 grant
• Facade scope of work that may be considered:
• Painting
• New windows and doors
• Signage
• Landscaping
• Parking lots
• Awnings
• Any other work that improves the appearnce of the facade

Installer Notes:
1. Free and clear access to work area with sufficient area for set-up and operation of Wellborn Sign Co. equipment.
2. Buyer shall provide suitable ground conditions far the equipment to be supplied.
3. This offer is based upon one mobilization of equipment and personnel each way, portal to portal.
4. Straight time is from 8.00 am to 5:00 pm Mon -Fri. Overtime and Saturdays will be billed accordingly.
S. imposed delays shall be considered extra work and billed at normal hourly rates.
6. Prices are firm for 30 days and subject to availability at the time of order.
7. Any extra trips along with extra hours/days will be billed at normal hourly rates plus mileage.
Standard Sian Waranty
All signs manufactured by Wellborn Sign, inc. are guaranteed unconditionally against defective parts, materials, and workmanship (with
exception of incandescent and florescent lamps, as they are never guaranteed) for a period of 360 days or 12 months from the date of
installation or delievery. Damage caused by the violent forces or acts including, but not limited to hail, tornadoes, lighting, high winds
vandalism are not included and all parts and labor to repair the sign(s) will the owner's responsibility. Vinyl graphics and custom point cc
five year manufacturers warranty against defects.
SiGN INSTALLATION PRICING CONDITIONS
Standard installation pricing has been based on the parameters outlined below:
(A) When specifications call for new footings, pricing assumes 3000 PSF soil conditions. Any required breaking of surface pavement or
overcoming underground obstructions, e.g. rock, ulility lines, frost, etc. will be billed as an extra after obtaining customer approval. (8,
Pricing assumes building walls are adequate to support signs using standard anchoring methods. Any wall reinforcements or other spec
anchoring will be billed as an extra after obtaining customer approval. ( C) Pricing Includes making electrical connections at base or poh
wall attachment assuming an adequate circuit exists within 5' at time of sign installtion. This applies only in cities where sign Installation
are allowed to make the final electrical connection. New electrical conduits or relocation of exisiting circuits are the responsibility of the i
and not included In the installation pricing. (D) Permits, staff time, variances, engineering, and surveys are not included in the installat
