RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor of the City of Lubbock BE and is hereby authorized and directed to
execute for and on behalf of the City of Lubbock an Amendment to the 1995-96 Community
Development Block Grant Action Plan for the reallocation of Unprogrammed Funds. Said i
Amendment is attached hereto and incorporated in this Resolution as if fully set forth herein and
shall be included in the minutes of the Council.

1996 PROPOSED CONTINGENCY ALL OCA TIONS
CDBG PROGRAM
Relocation Program - Housing Department $ 30,000.00
The original relocation program expended $100,000 to remediate relocation
findings from the Department of Housing and Urban Development. Costs of
locating the displaced persons, costs of previous displacement and relocation of
those persons, and legal fees have caused the Housing Department to request these
additional funds.
East-West Freeway Pilot Program - Housing Department $ 189,000.00
This project is a special interest pilot program which has been proposed as the
result of the East-West Freeway initiatives. TXDOT has offered the City three
homes which have already been acquired for the freeway installation. The City's
Housing Department will move these houses, clear and prepare the new site,
rehabilitate the home at it's new site, and sell the home to eligible first-time
homebuyers. The homes will be placed in target areas.
CDBG PROGRAM
Oversight & Monitoring - Community Development $ 60,000.00
/Direct Delivery /Housing
These budgets support the administration of CDBG, ESG, and HOME grants; as
well as, the direct delivery costs of the Housing Department. The funds requested
will provide for $25,000 to pay for the Neighborhood Coordinator position and
$35,000 to recover costs for one City Attorney to handle contracts.
Fair Housing Assessment - Housing $ 15,000.00
This project will fund an assessment of impediments to fair housing throughout
Lubbock. This is a new required document from HUD and will use their
consultation.

CDBG PROGRAM
Education:
Lubbock Connections Neighborhood Leadership Program
- Lubbock United Neighborhood Associations $ 10,000.00
The original leadership program had a $6,600 budget for neighborhood association
development. With the desire to continue support for these efforts, this addition
will further LUNA's programs. LUNA has also raised/received $41,000 in private
funds for these efforts as well.
Youth:
Graffiti Removal - Environmental Inspection Services $ 25,000.00
The original graffiti program has a $25,000 budget for removing graffiti from
private property and provides public service work for Teen Court, Lubbock
County Youth Center, and other youth in our community. The addition of funds
will provide for the increased demand in service to remove graffiti in a timely
manner.
Pig Farm- City Manager's Office $ 1$,625.00
This program will provide training, mentorship, and guidance for ten low-income
youth to raise swine at the City's Land Application Site. Referrals will be made
from L1SD. This will be a one time injection of funds with profits from pig sales
furthering the program.
TOTAL FUNDS ALLOCATED: $ 347,625.00
