RESOLUTION
WHEREAS, the City of Lubbock, Texas, desires to nominate the Lubbock Bicycle
Project as a project for the Statewide Transportation Enhancement Program provided for by the
Intermodal Surface Transportation Efficiency Act (ISTEA); and
WHEREAS, such nomination requires a Resolution as documentary evidence of a
commitment by the City of Lubbock to provide a local match of funds; and
WHEREAS, the City Council of the City of Lubbock highly recommends that the
candidate project submitted by the City of Lubbock be considered for enhancement funding; and
WHEREAS, this project is consistent with the long range transportation plan for the area,
the Lubbock Metropolitan Transportation Plan 2015: NOW THEREFORE:
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the City of Lubbock hereby documents its commitment to provide $40,000 in
local match for the Lubbock Bicycle Project nomination as a project for the Statewide
Enhancement Program provided for by the Intermodal Surface Transportation Efficiency Act in
the event such project is selected by the Texas Transportation Commission; and
THAT the City Council of the City of Lubbock hereby highly recommends the selection
of the Lubbock Bicycle Project for funding and certifies that the project is consistent with the
long range transportation plan of the City of Lubbock; and
THAT a copy of this Resolution shall be forwarded to the Texas Department of i
Transportation as "ATTACHMENT 2. CERTIFICATION OF FUNDING AND SUPPORT."

V11. PROJECT DESCRIPTION. Provide a clear and concise description of the proposed project in the space
below. The description must detail all work to be performed. anti right- of -ria% or easements required. an%
special land uses planned: and the relationship between the project and any other work planned, presently under
construction or existing. Be sure to include any engineering or design work that may need to be performed. The
metric stistem must be used in agreements, maps, property descriptions and plans.
HISTORYIBACKGROUND:
'In April 1994, the U. S. Department of Transportation announced ambbDus national goals to double the
percentage of trips made by foot and bicycle in the United States, and to simultaneously reduce the number of
injuries and fatalities suffered by bicyclists and pedestrians by ten percent.' This is the lead off statement in the
Lubbock Metropolitan Planning Organize n's Comprehensive Bicycle Plan, adopted in 1995. The Plan created
a vision for bicyclists in the Lubbock Metropolitan Area by proposing several goals and objectives that need to be
accomplished in order to snake Lubbock a bicycle friendly city.
The enhancement of bicycle transportation was also a goal established in the GOALS FOR LUBBOCK: A Vktion
Wo the 21st Century adopted by the City of Lubbock, Lubbock County and the Lubbock Independent School
District in 1995. Goal #1, Objective #1.8 states to 'Develop and implement a comprehensive bicycle plan'. Since
the Comprehensive Bicycle Plan has been completed and adopted by the Lubbock Metropolitan Planning
Organization, implementation is now key.
PROPOSED 'PROJECT:
The Lubbock Bicycle Project will include approximately 22.5 kilometers (14.0 miles) of bicycle lanes and 100.5
kilometers (62.5 miles) of bicycle routes. The routes and lanes cover a targe portion of the Lubbock area and will
provide a much safer altemative mode of transportation to many of the Lubbock citizens as well as students
attending Texas Tech University.
The proposed project will further conned wdh bicycle projects that will be under construction in late 1996. Once
completed, the bicycle transportation system will be comprised of continuous routes that will provide access to
schools, churches, shopplog, medical facilities, the Cdibus bus stops and Downtown Transfer Plaza, residential
areas, and recreational areas (including a recreational bicycle trail already in place along the Canyon Lakes
project) -
Currently, bicyclists must share the streets and highways with vehicular traffic. As a result, appro)amatety 60
bicycle crashes have been reported to the Lubbock Police Department since 1989, some of which were fatalities.
The routes and lanes proposed in this project would be constructed in accordance with the Comprehensive
Bicycle Plan and the American Association of State Highway and Transportation Officials standards. The bike
routes would include the installation of route signs and quadrapole bop detectors at the various intersections.
The bike lanes would include the striping of an outside lane specifically for bicycles along with route signs, bop
detectors and the necessary pavement markings.
No right-of-way acquisition will be required for this project. All facilities wit{ be constructed in the existing
roadways.
SUMMARY:
This projed is supported by all of the bicycle dubs and the community. The completion of this project would
further enhance the Lubbock transportation system and would improve the quality of fife for many Lubbock
citizens, including the young people who are currently scared to aide their bicyees on Lubbock streets.

Vlll. PROJECT USE AND BENEFITS. Provide a brief description in the space below the
benefits of the proposed project in terms of the quality of the project, the geographic scope
of the project's benefits and the project's transportation enhancement value.
Many dollars and hours have gone in to the completion of a Comprehensive Bicycle Plan for
the Lubbock metropolitan area. The plan has been reviewed by the Metropolitan Planning
Organization, the City of Lubbock, the Lubbock County Commissioner's Court, Texas Tech
University and all of the local bicycle clubs. The City Council of the City of Lubbock has
approved matching funds for the a project that will benefit all of the Lubbock citizens.
The bike routes and lanes proposed in this project will cover a major portion of the most
populated areas of the City (See Attachment ??). By providing a safer mode of bicycle
transportation, it should encourage more people to ride. Lubbock has excellent bicycling
weather for most of the year and to further encourage people to ride would assist in providing
cleaner air, better health and will save fuel in the process.
LX. COMMUNITY INVOLVEMENT. Provide a brief description of public interest,
endorsement and participation. Include a description of any opportunities for public
participation that were included in the process of selecting the candidate project.
Local bicycle clubs forwarded a request to the City for the development of bicycle routes and
lanes in 1994. The City felt that if this were to take place there needed to be a comprehensive
plan established and in place so as to not have routes that dead ended or routes that were not
safe. Therefore, the Comprehensive Bicycle Plan was developed and approved by the MPO
as a part of the long-range planning process.
There were two public meetings held during the process of putting together a bicycle pian.
These meetings were more heavily attended than any other public meetings that have been
held on tranportation plans and programs. (Documentation is available in the MPO office.)
This shows areawide support for the bicycle project. The public participated in the route
selection process, the goal setting process and discussions were held concerning safety
issues in regards to bicycle transportation.
This project has been put together from the information obtained at these meetings.
Attachment ?? is a letter of support from the Lubbock Bicycle Club stating that they have
participated in all of the activities and they offer their support in implementing the project.

X. PROJECT SCHEDULE AND BUDGET. Costs incurred in completing the nomina-tion
form and/or in development of the project prior to selection by the Texas Trans-portation
Commission and execution of federal authorization are not reimbursable

in an unexpected increase in the amount of funding required for the local match. If con-
struction will be required, briefly discuss how it will be accomplished and include those cost
estimates. Estimated total project cost must include 201/o for project administration, design,
engineering and contingencies. TxDOT administrative costs include accounting charges,
environmental certification, processing expenses, review time, letting costs, etc. Please
note that any unused funds may be used for other eligible project costs. The 20% figure is
to be used as a guide; higher or lower costs may be justified on a case-by-case basis.

XII. CERTIFICATION OF FUNDING AND SUPPORT. Budget information should be
accompanied by documentary evidence of a commitment to provide for a local match. The
documentary evidence should be in the form of a resolution or other official document that
provides for a commitment of 201/o local match of funding and any other appropriate fees.
This documentation should be labeled, "ATTACHMENT 2 - CERTIFICATION OF
FUNDING AND SUPPORT."
For projects within an MPO, the MPO should provide a letter stating that the project will be
included in the local Transportation Improvement Plan (TIP), if approved for funding. This
letter should be labeled, "ATTACHMENT 3 - INTENT FOR TIP PLACEMENT."
XIII. LAND ACQi1ISMON INFORMATION. If land or easement will be acquired or other
property interests are involved, describe below how these will be acquired, including cost
estimates and funding arrangements.
There will be no right-of-way acquisition for this project.
LXV. MAINTENANCE. In the space below, briefly describe any anticipated maintenance for the
completed project, who will provide the maintenance and who will finance the maintenance.
Once this project is complete, maintenance will begin for the City of Lubbock_ The City of
Lubbock Traffic Engineering Department will maintain all of the signs and striping on the
bicycle facilities. Financing will come from the Traffic Engineering Department's annual
budget for this type of maintenance.

XV. POSSIBLE PROJECT UNIPACTS. Describe in the space below any possible environmental
impacts of the proposed project Factors to take into consideration include socio-economic
impacts, impacts on neighborhoodslcommunity cohesion and impacts on churches, schools and
resources.
The environmental impacts of the Lubbock Bicycle Project are all favorable. Many Lubbock
citizens, especially the traditionally underserved and the younger citizens, do not have motor
vehicle transportation available to them. This project will have a positive impact on those
citizens who use, or would prefer to use, bicycle transportation.
Community cohesion should be improved with the completion of this project. The safety of
riding bicycles was of upmost importance to those citizens attending the bicycle public
meetings. This project would increase safety and therefore would allow more people to feel
comfortable traveling to and from the neighborhoods for work, school, shopping and
recreation.

An original and ten copies of the completed nomination package must be sub-
mitted to TxDOT by 5:00 p.m., Wednesday May 1, 1996. A list of TxDOT
district offices and their addresses is attached. For further information or
assistance in completeing this nomination package, please contact your local
TxDOT district enhancement coordinator.
All project applications should include the following documents:
• A resolution of support from the nominating entity indicating its willingness to carry out the
proposed transportation enhancement activities.
• Location maps and site plans
• Photographs of site(s)
• Historic restoration projects should include evidence of official listing in the National Register
