RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor of the City of Lubbock BE and is hereby authorized and directed to
execute for and on behalf the City of Lubbock a Contract and all related documents by and
between the City of Lubbock and Technical Services Consulting and Training Group, to prepare
and assist in the implementation of formalized progression and training programs, which contract
is attached hereto, which shall be spread upon the minutes of the Council and as spread upon the
minutes of this Council shall constitute and be a part of this resolution as if fully copied herein
in detail.

Contract for Services
By and Between
Lubbock Power and Light
and
Technical Services
Consulting and Training Group
Date
C'ontroct Services
This Agreement is made, entered and effective as of the 11th day of January, 1996,
by and between Technical Services Consulting and Training Group, A Texas Sole
Proprietorship, and the City of Lubbock.
Definitions
"Technical Services" shall mean Technical Services Consulting and Training Group, its
successors and/or assigns.
"Client" shall mean, the City of Lubbock, the party entering into this Agreement for
which work is to be performed.
"Services" shall mean all labor, materials, equipment, and transportation necessary to
perform the Services described in this Agre-ment.
Scope of Work
Technical Services shall provide services to prepare and assist in the implementation of
formalized progression and training programs. Specific services to be provided are as
follows:
1. Review current technical and craft classifications in the Distribution and
Production Departments with specific attention to the six following positions: Lineman,
Meterman, Substation Electrician, Plant Operator, Maintenance Mechanic,
Instrument/Electrician job classifications.
2. Perform a task analysis of each of the six craft and technical jobs identified
above with respect to training either formal or on-the-job training and qualifications
required by the 10 Edition of APPA Safety Manual, OSHA or other applicable industry
standards or regulatory requirements.
3. Provide an in-depth task list for each identified job title along with
recommendations concerning the duties of each job as compared with comparable
utilities.
4. Develop or recommend knowledge verification and testing procedures for
personnel placement within the classification system.
5. Prepare a customized progression program supporting the approved task
analysis capable of being certified by the Department of Labor.
6. Prepare a classroom training curriculum to support the job training program.
7. Provide necessary management and supervisory training required to implement
and support the progression training and evaluation program.
8. Prepare and provide an applicable OSHA training course for approximately sixty
supervisory employees.
Manner of Rendering Services
Technical Services agrees to render services in a professional and businesslike manner
and in full accordance with the standards and practices recognized in the industry.
Schedule
The Services specified herein shall commence on approximately January 15, 1996, and
shall be concluded by June 15, 1996. The services shall be scheduled as required
through the direction of an authorized representative of the Client.
Phase I
Project coordinating meeting with Management -2 days
Review current technical and craft classifications -2 weeks
Present one and one half day OSHA 1910.269 Seminar for employees and
supervisors prior to program implementation -3 weeks.
Administer a task analysis to employees in each of six classifications -3 weeks
Phase 1 could be completed in 6 to 8 weeks depending on availability of employees
and scheduling.
Phase II
Evaluate and summarize the data from the task analysis -3 weeks
Review results of task analysis with supervisory and craft personnel, and assign a
time frame to task performance -2 weeks
Present summary of analysis and a comparison of levels of task completion with
other similar utilities.
Phase II could be completed in approximately 12 weeks from the initiation.
Phase III
Develop and recommend knowledge verification and testing procedures for
personnel placement program.
Evaluate craft employees in electrical math and electrical theory for placement
in formalized training program -2 weeks
Recommend the necessary management and supervisory training to implement
and support the program.
Phase III could be completed in approximately 16 weeks from the initiation of the
project.
Phase IV )follow-on services)
Prepare a customized progression program
Prepare classroom training outlines.
Provide necessary management and supervisory training.
Phase IV will be completed us needed within the time frame of Phases I - III or when
requested.
Compensation
For services described herein, the Client shall pay Technical Services in accordance
with the rate schedule shown below.
Proposed rate for services listed in Scope of Work, paragraphs 1 through 6 is $5.000.00
per classification for a total of $30,000.00 (plus reasonable expenses). Should reyiew of
additional classification be requested by the Client, the rate would be the same us
above.
Proposed rates for paragraph 7 of the Scope of Work providing management and
supervisory training are $1,500.00 per day or $150 per attendee assuming a minimum of
ten attendees. (Plus reasonable expenses).
Proposed rates for OSHA Program are $100 per attendee per day or a minimum of
$1,500.00 per day assuming a minimum of 15 attendees, a maximum of 20.
If books are provided, add $8.00 per attendee (plus reasonable expenses).
Reasonable expenses are for hotel not to exceed X075.00 per day, meals not to exceed
$35.00 per day, airfare will be coach class at lowest possible rate, mileage at $0.30 per
mile or rental vehicle at cost, phone or fax at cost. Receipts to be provided as
requested.
Materials purchased by Technical Services will be reimbursed at cost and receipts will
be provided. No materials may be purchased without authorization from the City of
Lubbock Representative.
Invoice and Payment
Technical Services shall, at the end of each calendar week in which the Work is
performed or expenses are incurred, submit to the client invoices for Work rendered in
accordance with the rates and reimbursable expenses set forth in the Compensation
Section of this Agreement. Each invoice shall be accompanied by receipts for each
such expense.
Fees and expenses owed to Technical Services will be paid by the Client to Technical
Services within thirty (30) days of receipt of invoice.
Termina
Technic "I Services or the Client may terminate this Agreement without penalty at any
time upon thirty (30) days written notice to the other party. In such event, the Client
shall not be obligated for payment of fees and rnatericls that hove not been received
by the C tient at the time notification is rendered or received.
Public
Technic I Services agrees that no information relative to this Agreement shall be
releasefc,- puhaication, advertising or any other purpose without prior written approval

Property
Technic I Services shall obtain, both from governmental age.,ncies and private entities,
as appropriate, permission to use any and all intellectual property which may be
required in order for Technical Services to perform the Work. Such permission to use
intellectual property shall include all necessary licenses and Bove- amental approvals.
All intellectual property developed by Technical Services in conjunction with this
agreement becomes the property of Technical Services and the Client. The Client may
use the i tellectual property covered by this agreement for the -)xpressed purposes of
the Clier 1.
The Cli,,: t may not reproduce, publish, distribute, sell, or otherwise use any material
outside he Client's company, corporation, of City Electrical Depar iment, except as
may be required by a court order or pursuant to a decision of the Texas Attorney
General rendered under the Texas Public Information Act, Chapters 55?, Government
Code.
Worker's compensation insurance in statutory limits and Employers Liability with limits in
the amount of $500,000.00 per accident covering all employees who perform any of
