Resolution - 4820 - Memorandum Amending 1994-95 CDBG Application - ED To PF/CI - 04/27/1995
Resolution No. 4820 April 27, 1995 Item #30 RESOLUTION WHEREAS, the City of Lubbock 1994-1995 Community Development Block Grant Application allocated two hundred forty five thousand dollars ($245,000.00) in the budget for Economic Development and four hundred sixty-three thousand five hundred forty-nine dollars ($463,549.00) in the budget for Public Facilities/ Capital Improvements; and WHEREAS, the City of Lubbock desires to reallocate twenty thousand dollars ($20,000.00) in the budget from Economic Development to Public Facilities/ Capital Improvements and WHEREAS, the City Council of the City of Lubbock finds that it is in the best interests of the citizens of the City of Lubbock to reallocate said funds; NOW THEREFORE: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: THAT the Mayor of the City of Lubbock BE and is hereby authorized and directed to execute for and on behalf of the City of Lubbock a memorandum amending the 1994-1995 Community Development Block Grant Application to reallocate twenty thousand dollars in the budget from Economic Development to Public Facilities/Capital Improvements. Said memorandum is attached hereto and incorporated in this Resolution as if fully set forth herein and shall be included in the minutes of the Council. City Council Community Development Goals I. Establish "target neighborhoods and projects for C.D. funding allocations without limiting to most distressed areas. 2. Develop criteria for targeting involving all relevant departments and the public. 3. Coordinate other department resources to "targeted neighborhood projects." 4. Educate public on new approaches to Community Development. 5. Discontinue funding for park improvements with C.D. funds. b. Develop policy recommendations for committed spending levels for eligible activities. a. Maintain a balanced program. 7. Commit the C.D. Program Income ($867,000) to Economic Development. a. Investigate the feasibility of a C.D. "Bank" emphasizing private packaging and servicing of loans. b. Coordinate the "Bank" with several private banks for leveraging 1 purposes. c. Assess C.D. funds "set aside" to combine with program income, for economic development. 8. Pursue Economic Development activities; a. Precede with careful planning. b. Don't limit to the most distressed areas. Look for early successes to 1 build credibility. c. Create "hard jobs" through commercial development or commercial retention. 9. Take a holistic approach to service delivery systems. Create super centers, instead of community centers. 1 10. Bring back recommendations for C.D.A.C. makeup: a. The purpose of the project is the creation of permanent low/moderate jobs and the beautification of structures surrounding the targeted areas. Rehabilitations will bring buildings up to code standards and perform external building improvements with a 25% thatch in cash or sweat equity and with a 10 year forgiveable lien. Business loans will be targeted toward small, minority, and women -owned busi- nesses. In order to maintain economic development regulations with HUD, the funds must be leveraged by 713 of the total loan amount from private funds. Applicants will develop business plans through the Small Business Development Center. Paybacks on these loans would create a revolving fund which replenishes itself. This project will not only arrest and prevent blight conditions but will also meet the community need for low/moderate jobs. ,_ JACKSON NEIGHBORHOOD ASSOCIATION March 9, 1995 Lemuel Green City of Lubbock Community Development P.O.
