RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor of the City of Lubbock BE and is hereby authorized and directed to
execute for and on behalf of the City of Lubbock a Professional Services Agreement with United
Way of Lubbock for professional services to provide a Director of Youth Issues to coordinate
youth issues, attached herewith, which shall be spread upon the minutes of the Council and as
spread upon the minutes of this Council shall constitute and be a part of this Resolution as if
fully copied herein in detail.

PROFESSIONAL SERVICES AGREEMENT
THE STATE OF TEXAS
COUNTY OF LUBBOCK
AGREEMENT FOR PROFESSIONAL
SERVICES TO COORDINATE YOUTH ISSUES
WITNESSETH:
WHEREAS, the CITY OF LUBBOCK, hereinafter called "City" and UNITED WAY
OF LUBBOCK, hereinafter called "United Way", desire to contract for the United Way to
provide professional services to coordinate and develop specific strategies and actions , together
with responsibilities and timetables to implement the recommendations of the "Strategic Youth
Plan" endorsed by the City, Lubbock County and Lubbock Independent School District.
WHEREAS, the City, Lubbock County and Lubbock Independent School District by
Joint Resolution dated April 21, 1994, established the Youth Advisory Council, and
WHEREAS in this resolution they pledged to jointly work, coordinate and cooperate with
the Youth Advisory Council and contribute resources to allow United Way to employ a full-time,
professional Director of Youth Issues who will work with the advice and consent of the Youth
Advisory Council; and
WHEREAS the United Way of Lubbock has now hired a professional Director of Youth
Issues who began duties on January 3, 1995; NOW THEREFORE:
I.
CITY'S RESPONSIBILITIES
The City agrees to contribute resources not to exceed $15,000 in the 12 months beginning
January 1, 1995 and extending through December 31, 1995, for professional services rendered by
the Director of Youth Issues.
In addition, the City agrees to pay one third of the initial recruiting costs for a
professional Director of Youth Issues amounting to $440.16.
The City will contribute resources on a monthly basis, based on one-third of the actual
costs for each previous month, as prepared and presented by the United Way of Lubbock in a
monthly statement.
Should the position of Director of Youth Issues become vacant within the 12 months
beginning January 1, 1995 through December 31, 1995, the city is not required to fund any costs
except those associated with additional recruiting efforts needed to fill the position, until the
position is filled.
II.
UNITED WAY OF LUBBOCK'S RESPONSIBILITIES
The United Way of Lubbock agrees to hire and supervise a Director of Youth Issues who
is professionally qualified to perform the required youth activities, and provide a suitable work
environment and supplies as set forth in the Strategic Youth Plan 1995 Operating Budget
approved by the Youth Advisory Council February 6, 1995.
The Director of Youth Issues will be responsible for:
• Planning and coordinating community -wide programs and initiatives
supporting high priority youths.
• Implementation of the Strategic Youth Plan through coordination of activities
of service providers targeting families with children under 21 years old.
• Consulting closely with management staff of Lubbock County, LISD, City
and other service providers to implement a comprehensive youth -at -risk plan,
incorporating all the community's resources and programs dedicated to high
priority youth efforts.
• Developing materials to communicate information on the community's
programs and initiatives, and developing measures and reports to evaluate
program effectiveness.
• Coordinating activities with staff in various departments of Lubbock County,
LISD, City of Lubbock and other service providers to identify issues, analyze
data and trends; develop objectives, action plans and alternatives that support
the Strategic Youth Plan initiatives.
• Meeting with representatives from community agencies, school districts, local
employers, state and federal agencies to secure funds and grants for youth
initiative efforts.
• If requested, representing the United Way of Lubbock, Lubbock County,
LISD and City of Lubbock at meetings or on task forces involving youth -at -
risk issues.
III.
TERM
The term of this Agreement shall be for one (1) year, commencing January 1, 1995 and
ending December 31, 1995. However, this Agreement may be renewed by mutual consent at the
end of the Agreement period.
IV.
APPLICABLE LAW
This Agreement is made under and subject to the laws of the State of Texas.

V.
AMENDMENTS
This Agreement incorporates the entire Agreement of the parties and it may be amended
only by mutual written consent of the parties.
