HomeMy WebLinkAboutResolution - 5615 - Contract - Parkhill Smith & Cooper - Kingspark Site Investigation - 08/28/1997Resolution No. 5675 Item #44A August 28, 1997 RESOLUTION BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: THAT the Mayor of the City of Lubbock BE and is hereby authorized and directed to execute for and on behalf of the City of Lubbock a Professional Services Contract for Kingspark Site Investigation and all associated documents with Parkhill, Smith & Cooper, attached hereto, which shall be spread upon the minutes of the Council and as spread upon the minutes of this Council shall constitute and be a part of this Resolution as if fully copied herein detail. Box 2000 Lubbock, Texas Re: Kings Park Site Investigation - Phase III Letter of Agreement Scope of Services Dear Mr. Burdine: Resolution No. 5615 Item #44A August 28, 1997 August 27, 1997 Parkhill, Smith & Cooper, Inc. (PSC) has developed an engineering scope of services for Phase III investigation of the recent methane discovery on property located north of 781h Street and east of Quaker Avenue in southwest Lubbock. Our engineering scope of services presented with this letter is structured to develop potential solutions to the problem. We understand that this issue addresses only methane and non -methane organic compound (NMOC) gas concentration migration. There may be other issues that develop during the course of this investigation that may require additional scope. We will immediately inform you of any findings that may impact the overall project. Five phases were originally proposed with this scope. Phase I, which began on July 30, 1997 is now complete. Phase Il which began on August 14, 1997 is now complete. Phases III, IV and V included with this letter agreement, involve design, bid, and construction phase services for initial construction. The phases are as follows: Phase I - Site Assessment - Complete Phase 11- Site Recommendations - Complete Phase IN - Design This phase includes preparation of engineering documents necessary for competitive bidding. Construction plans and technical specifications will be prepared in accordance with the recommendations of Phase I1 and submitted to the city for review. We understand that this includes the Passive Venting System only. Following incorporation of city's comments, plans will be ready for bidding. Fee for Phase III including reimbursables $4,500.00 Phase IV - Bidding We will assist the City of Lubbock by providing services as needed to support the Purchasing Department. We would attend the pre-bid meeting, and bid opening. We will review the submitted bids, prepare a bid tabulation of the bids and make a recommendation to the Purchasing Department on the lowest responsive bidder. We will be available to meet with staff on the recommendation and assist with preparation of any data necessary before contract award by Council. We will attend and prepare minutes of the pre - construction meeting with the successful bidder. We will provide the services of a Resident Project Representative on an as needed basis during construction to monitor construction work and progress. We will provide monthly progress reports of work to date along with completed pay request documentation to support or deny contractor's request for payments. We will visit the site periodically with a licensed professional engineer of construction operations. We will provide a certificate of construction completion document that accepts the work of the contractor and starts the clock for the one-year warranty period. We will provide construction record drawings on hard copy and electronic copy in a format compatible with owner's software. Fee for Phase V including reimbursables $2,500.00 Two copies of this letter are provided. You may indicate your acceptance of this agreement by returning one signed copy of this letter to our office. Unless another date is specified, we will consider reccipt of the signed letter as our authorization to proceed. This Agreement may be canceled by written notice by either party at any time with fees payable to PSC up to the cancellation date. If you have any questions, please call me at 747-0161.
