HomeMy WebLinkAboutOrdinance - 2017-O0010 - Budget Amendment 12 - 02/09/2017First Reading Item No. 6.5 January 26, 2017 ORDINANCE NO. 2017-00010 Second Reading Item No. 5.3 February 9. 2017 AN ORDINANCE AMENDING THE FY 2016-17 BUDGET FOR MUNICIPAL PURPOSES RESPECTING THE CAPITAL PROGRAM TO AMEND CAPITAL IMPROVEMENT PROJECT (CIP) 92437 AIRPORT TERMINAL BUILDING REMODEL; CIP 92322 ERSKINE STREET -INDIANA AVENUE TO QUAKER AVENUE; CIP 92434 98TH STREET FROM UPLAND AVENUE TO MILWAUKEE AVENUE; CIP 92440 LANDFILL 69 GROUNDWATER REMEDIATION; CIP 90346 LIFT STATION REHABILITATION; CIP 92444 SOUTHEAST WATER RECLAMATION PLANT (SEWRP) IMPROVEMENTS PLANT 3; CIP 91032 WATER TREATMENT PLANT IMPROVEMENTS; CIP 92353 SOUTH LUBBOCK WATER TREATMENT PLANT EXPANSION; CIP 91003 BAILEY COUNTY WELLFIELD IMPROVEMENTS; AND CIP 92450 LOWHEAD C PUMP STATION AND SUPPLY LINE; AND TO ESTABLISH CIP 8620 FM 1585 AND FM 1730 TRAFFIC CONTROL; RESPECTING THE GENERAL FUND AND THE STREETS CAPITAL PROJECTS FUND TO AMEND THE TRANSFERS BETWEEN; RESPECTING THE SOLID WASTE FUND AND THE SOLID WASTE CAPITAL PROJECTS FUND TO AMEND THE TRANSFERS BETWEEN; RESPECTING THE WASTEWATER FUND AND THE WASTEWATER CAPITAL PROJECTS FUND TO AMEND THE TRANSFERS BETWEEN; AND RESPECTING THE WATER FUND AND WATER CAPITAL PROJECTS FUND TO AMEND THE TRANSFERS BETWEEN; PROVIDING FOR FILING; AND PROVIDING FOR A SAVINGS CLAUSE. WHEREAS, Section 102.010 of the Local Government Code of the State of Texas authorizes the City Council to make changes in the budget for municipal purposes; and WHEREAS, in accordance with the City Budget Ordinance the City Council shall approve all transfers between funds and departments; and WHEREAS, the City Council deems it advisable to change the FY 2016-17 Budget for municipal purposes and reallocate funds as follows; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: SECTION 1. THAT the City Council of the City of Lubbock hereby approves changes to the City of Lubbock Budget FY 2016-17 (Budget Amendment #12) for municipal purposes, as follows: Amend CIP 92437 Airport Terminal Building Remodel by decreasing the appropriation by $17,000,000, from $20,737,224 to $3,737,224. II. Amend CIP 92322 Erskine Street -Indiana Avenue to Quaker Avenue by changing the funding source from $350,000 FY 2017 Tax Supported CO's to $350,000 FY 2017 General Fund Pay -As -You -Go. Increase the transfer from the General Fund to the Streets Capital Project Fund $350,000, from $1.604,608 to $1,954,608. III. Amend CIP 92434 98`h Street from Upland Avenue to Milwaukee Avenue by changing the FY 2016-17 funding source from $3,200,000 FY 2017 Tax Supported Revenue CO's to $187,201 FY 2009 GO's, $974,148 FY 2011 GO's, $21,737 FY 2012 GO's, $98,866 FY 2009 Gateway TWW CO's, and $1,918,048 FY 2017 Tax Supported Revenue CO's. IV. Amend CIP 92440 Landfill 69 Groundwater Remediation by changing the funding source from $500,000 FY 2017 5 -Year Solid Waste Revenue CO's to $500,000 FY 2017 Solid Waste Pay -As -You -Go. Increase the transfer from the Solid Waste Fund to the Solid Waste Capital Project Fund by $500,000, from $422,228 to $922,228. V. Amend CIP 90346 Lift Station Rehabilitation by changing the funding source from $500,000 FY 201710 -Year Wastewater Revenue CO's to $500,000 FY 2017 Wastewater Pay -As -You -Go. Increase the transfer from the Wastewater Fund to the Wastewater Capital Project Fund by $500,000, from $2,828,000 to $3,328,000. VI. Amend CIP 92444 SEWRP Improvements Plant 3 by changing the funding source from $1,000,000 FY 2017 Wastewater Revenue CO's to $307,251 FY 2011 TWW CO's and $692,749 FY 2017 Wastewater Revenue CO's. VII. Amend CIP 91032 Water Treatment Plant Improvements by changing the funding source from $2,000,000 FY 2017 10 -Year Water Revenue CO's to $2,000,000 FY 2017 Water Pay -As -You -Go. VIII. Amend CIP 92353 South Lubbock Water Treatment Plant Expansion by decreasing the appropriation $500,000, from $2,000,000 to $1,500,000; and by changing the funding source from $1,500,000 FY 2017 Water Revenue CO's to $29,662 FY 2011 Water Revenue CO's, $334,257 FY 2012 Water Revenue CO's, and $1,136,081 FY 2014 Water Revenue CO's. IX. Amend CIP 91003 Bailey County Wellfield Improvements by decreasing the funding and appropriation by $14,000,000, from $14,000,000 to $0. X. Amend CIP 92450 Lowhead C Pump Station and Supply Line by changing the funding source from $750,000 FY 2017 Water Revenue CO's to $251,047 FY 2014 Water Revenue CO's and $498,953 FY 2017 Water Pay -As -You -Go. XI. Increase the transfer from the Water Fund to the Water Capital Project Fund by $2,498,953, from $4,743,243 to $7,242.196. XII. Establish CIP 8620 FM 1585 and FM 1730 Traffic Control and appropriate $39,836 in funding for the purpose of furnishing and installing traffic control equipment at FM 1585 and FM 1730. SECTION 2. THAT a copy of the changes made to the City of Lubbock Budget pursuant to this Ordinance shall be filed with the City Secretary and County Clerk of Lubbock as required by law. SECTION 3. THAT should any section, paragraph, sentence, clause, phrase or word of this Ordinance be declared unconstitutional or invalid for any reason, the remainder of this Ordinance shall not be affected thereby.
