RESOLUTION
WHEREAS,on December 3, 2001, the City Council of the City of Lubbock (the "City
Council")authorized and established the Central Business District Tax Increment
FinancingReinvestmentZone Board(the"TIF Board")for, amongother things,to generate
funds for Downtown Lubbock public improvements that benefit the City, its residents,and
property owners;and
WHEREAS,in 2008, the City Council approved the Downtown Revitalization Action Plan
(the "Plan"), and the TIF Board has been working on the implementation of the Plan over
the last several years by developing and determining appropriate locations for certain
projects throughout Downtown Lubbock that will transform certain underused and
undeveloped property into improved public space (a "Gateway"); and
WHEREAS,at its meeting on February26,2016,the TIF Board unanimously approvedthe
concept and design of a Gatewaythat will serve as a memorial for the people who lost their
lives in Lubbock's disastrous tornado of 1970, with such memorial recognizing the
determinationand "can do" attitudeof those who ledthe wayto recoveryfromthat disaster
(the "Tornado Memorial");and
WHEREAS,at its meeting on February26,2016,the TIF Board unanimously approved a
recommendation by the TIF Board to the City Council authorizing the use of the City-
owned Right-of-Way being generally located between Avenue O on the east,8th Street on
the south, Avenue Q on the west, and 7th Street on the north for the location of the Tornado
Memorial;and NOW THEREFORE:
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the City Council hereby adopts the recommendation of the Central Business District
Tax Increment Reinvestment Zone Board to use City-owned Right-of-Way for a Tornado
Memorial, with such Right-of-Way being generally located between Avenue O on the east,
8th Street on the south,Avenue Q on the west,and 7lh Street on the north.A description of
the Right-of-Way and a preliminary depiction of the proposed Tornado Memorial are
attached hereto and incorporated in this resolution as if fully set forth herein and shall be
included in the minutes of the City Council.
